About this file

This statement of work outlines requirements for a contractor to conduct electromagnetic signature analysis of integrated circuits to estimate remaining useful life. The Defense Microelectronics Activity requires analysis of emission signatures from accelerated aging of downselected parts to identify metrics and determine test conditions for a 10% remaining useful life estimate. Deliverables include status reports, technical interchange meeting minutes, a parts analysis report identifying 10 viable components for analysis, a report on recommended aging techniques for 3 parts, guidance on test plans and board designs, and a final report summarizing all work. The contractor must provide data analysis and signature values, confidence levels for remaining useful life estimates, and a final program summary.

1.1 TITLE: Electromagnetic (EM) Signature Analysis of Integrated Circuits (ICs)

1.2 APPLICABILITY: This requirement is applicable to the analysis of EM emission signatures.

1.3 BACKGROUND: The Defense Microelectronics Activity (DMEA) requires an analysis of EM emission signatures associated with ICs to project an estimate of the remaining useful life (RUL) for the corresponding component.

1.4 PURPOSE: The purpose of this SOW is to 1) identify accelerated aging techniques for various ICs, 2) acquire guidance and support for test planning, board design, and data/measurement acquisition, and 3) analyze data to determine an estimated RUL of 10% for corresponding ICs.

3.2 PROGRAM MANAGEMENT: The contractor shall perform administrative, technical, financial management, during the course of this effort and shall maintain a status of their effort towards achieving the contract objectives, including all technical activities and efforts, problems/deficiencies, impacts, and recommended solutions. (A001)

3.2.1 TECHNICAL INTERCHANGE MEETINGS (TIMs): The contractor shall have a kick-off meeting with the Government to review the project team organization, baseline schedule, SOW requirements, and any 3rd party data dependencies. The contractor shall conduct TIMs as necessary in the performance of this task. The TIM with the contractor shall be scheduled when there is need for technical interchange between the government and the contractor. The content of the meeting can include the discussion of any information that has impact upon the task activities, including documentation contents or format. (A002)

3.3 TASK REQUIREMENTS:

3.3.1 PART SELECTION: The contractor shall provide a report presenting an analysis of ten (10) viable components based on the projected success of estimating the corresponding remaining useful life (RUL) from the Parts of Interest List provided as GFI per 2.2 of this SOW. The contractor shall include and explain the method used and parameters that were assessed to select the 10 parts in the report. The contractor shall present the analysis and corresponding methodology and assessed parameters in a TIM. (A002, A003)

3.3.2 IDENTIFICATION OF ACCELERATED AGING TECHNIQUES FOR DOWNSELECTED PARTS OF

INTEREST: The contractor shall provide a report with recommendations for the most effective aging techniques for three (3) parts down selected by DMEA from the analysis of ten (10) viable components under 3.3.1. The contractor shall include and explain the rationale and effected parameters for the three (3) parts down selected by DMEA in the report. The contractor shall present the recommendations for the most effective aging techniques and corresponding rationale and effected parameters in a TIM. (A004)

3.3.3 GUIDANCE/REVIEW OF TEST PLANS AND ASSOCIATED TEST BOARD DESIGNS: The contractor shall provide guidance relative to DMEA test plans and test board designs corresponding to the three (3) down selected parts referenced under 3.3.2. The contractor shall provide component sample sizes to achieve confidence levels of 50%, 75%, 90%, 95%, and 99% relative to the RUL estimate of 10%. The contractor shall review the DMEA test plans and provide feedback via a scheduled design review and TIM minutes. The contractor shall confirm and/or determine all test parameters for respective tests and data collection, e.g., resolution bandwidths (RBWs) and frequency ranges. The contractor shall review the DMEA test board designs and provide feedback/input via a scheduled design review and TIM minutes. (A002)
