About this file

This sole source justification document requests electromagnetic signature analysis of integrated circuits from Nokomis, Inc. on a firm fixed price basis. The Defense Microelectronics Activity requires analysis of electromagnetic emission signatures associated with integrated circuits to project an estimate of the remaining useful life for the corresponding components. Nokomis, Inc. is considered the only source capable of fulfilling this requirement due to its proprietary ownership of the electromagnetic signature analysis tools and techniques developed under previous Small Business Innovation Research contracts. Market research found no other viable sources that could meet this requirement to conduct electromagnetic emission capture analysis of semiconductor devices.

DMEA# 23-47

Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652

SOW# 23-3J5

Sole Source Justification

1. Agency and Contracting Activity:

Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).

2. Nature/Description of Action:

New firm fixed price requirement to procure Electromagnetic (EM) Signature Analysis of Integrated Circuits (ICs) from Nokomis, Inc.

3. Description of Supplies/Services:

The purpose of this requirement is to 1) identify accelerated aging techniques for various ICs, 2) acquire guidance and support for test planning, board design, and data/measurement acquisition, and 3) analyze data to determine an estimated RUL of 10% for corresponding ICs.

4. Authority Cited:

FAR 13.106-1(b), Soliciting from a single source.

5. Reason for Authority Cited:

This requirement is applicable to the analysis of EM emission signatures. DMEA requires an analysis of EM emission signatures associated with ICs to project an estimate of the remaining useful life (RUL) for the corresponding component.

Nokomis Inc., the proprietary owner of the EM signature analysis tools and techniques, is the only source capable of fulfilling this requirement. The tools and techniques in the data extraction and the algorithms used for the signature metric selection and analysis were developed under Nokomis’s research study, SBIR Phase I and II (HQ072716P1619 and HQ072717C0004).

6. Efforts to Obtain Competition:

The solicitation, accompanied by this approved justification will be posted on SAM.gov. The Contracting Officer will consider quotations submitted by responsible sources in accordance with FAR 5.207(c)(16)(ii).

7. Fair and Reasonable Cost Determination: As stated in FAR 13.106-3(a), before making award, the Contracting Officer must determine that the proposed price is fair and reasonable. The contracting officer will perform price analysis on Nokomis Inc. quote in accordance with FAR 13.106-3(a)(2).

8. Market Research:

Market research consisted of an internet search for key phrases “EM signature analysis”, “electromagnetic signature analysis”, “EM emission signature analysis”, “electromagnetic emission signature analysis”, and “counterfeit detection”. The signature analysis search primarily resulted in firms that work on materials (e.g., welds, metallurgy) or power utility applications to motors and switches. Many other websites that appeared promising were out of scope in reference to EM signature analysis. None of them appeared to be semiconductor related.

Additional searches mainly resulted in technical papers versus actual contractors. The counterfeit detection search led to results that were limited in scope. The primary methods of nondestructive analysis described were visual inspection of packages and ultrasound imaging. These sites did not appear to use EM emission capture analysis methods. Overall, the searches conducted did not yield any viable sources that could meet this requirement. Thus, Nokomis, Inc, the proprietary owner of the desired EM signature analysis tools and techniques, is the only viable source.

9. Other Facts:

None.

10. Listing of Sources:

Nokomis, Inc.

310 5th Street Charleroi, PA 15022- 1517

11. Actions to Increase Competition:

As current market research identified only one viable source, this requirement will be met utilizing a Sole Source Justification. However, market research will continue to be conducted to identify emerging vendors for future requirements.

12. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief.
