STATEMENT OF WORK (SOW)

DMEA 21‐1J9

27 July 2021

1.1 TITLE: Defense Research Engineering Network (DREN) Implementation Support

1.2 PURPOSE: To setup DMEA with Service Delivery Point connecting DMEA to DREN/SDREN and connect one network with authority to connect (ATC).

2.0 Government Documents: None

3.0 REQUIREMENTS: The contractor shall provide the following services & deliverables subject to DoD Regulations/STIGs availability:

3.1 DMEA requires a Service Delivery Point (SDP), connecting DMEA to Defense Research Engineering Network (DREN)/HPC.MIL wide area network. The SDP will support ~254 DMEA users. The DREN connection will facilitate test, production, and engineering activates at the DMEA campus. Connection to the DREN and SDREN are required under this effort.

3.2 The contractor shall:

3.2.1 Coordinate kick off meeting – set schedule

3.2.2 Identify and develop DMEA site requirements for DREN

3.2.3 Develop and maintain a DMEA/Contractor DREN Project point‐of‐contact list

3.2.4 Investigate, create, and develop any and all documents required for DREN connection (A001)

3.2.5 Document and receive approval from DMEA of SDP plans with DREN and then submit (A001)

3.2.6 Support SDP site survey (performed by DREN wide area network supplier) including SDP location, and connection requirements to include diverse lines.

3.2.7 Create/develop SDP installation Plan of Actions & Milestones (POA&M) with DREN WAN services provider and

DMEA

3.2.8 Develop any required contractual documents and MIPR request documents (including FS Form 7600A) necessary to establish the SDP connection. (A003)

3.2.8.1 Contractor will assist DMEA in acquiring one 10GB and a diverse 1GB connection to DREN

3.2.9 Provide DREN SDP architecture & configuration consultation and all required documentation (A001)

3.2.10 Coordinate and support DREN testing and acceptance

3.2.11 Develop DMEA DREN network diagram (A001)

3.2.12 Develop DREN site organization concurrence statement of agreement (A001)

3.2.13 Identify/document site routing and border gateway protocol (BGP) information

3.2.14 Develop Security Stack recommendation per NIST/STIG/DoD requirements for DREN. [Note: Recommendations should take into account hardware that DMEA currently uses. Specific hardware will be identified post award.]

3.2.15 Develop Security Stack recommendation per NIST/STIG/DoD requirements for SDREN. [Note: Recommendations should take into account hardware that DMEA currently uses. Specific hardware will be identified post award.]

3.2.16 Provide review & consultation of the authority to operate (ATO) package & risk management framework (RMF) package for DREN – DMEA’s network DUCE

3.2.17 Provide review & consultation of the authority to operate (ATO) package & risk management framework (RMF) package for SDREN – DMEA’s network DRDN

3.2.18 Work with DMEA personnel to make appropriate changes for DREN acceptance of DRDN ATO for SDREN (A001)

3.2.19 Develop any documentation necessary to receive SDREN authority to connect (ATC) for DRDN (A001)

3.2.20 Develop plan for testing of capabilities and migration of DMEA DUCE network to DREN

3.2.21 Identify a Cyber Security Service Provider and provide all required documentation to secure the service

3.2.22 Coordinate required comprehensive cybersecurity assessment(s)

3.2.23 Assist in Information Assurance Vulnerability Management Program

3.2.24 Develop DREN and SDREN technical support procedures and process(s) (A001)

3.2.25 Develop DREN and SDREN failure reporting procedures and process(s) (A001)

3.2.26 Develop community of interest requirements if required

3.2.27 Coordination, planning, documentation, and liaison activities among DMEA, the DREN service provider, and the DREN community

3.2.28 Coordinate/assist with the development of an Enclave Mission Statement.

3.3 End result from contractor for DMEA

3.3.1 DREN/SDREN connection

3.3.2 SDREN ATC for DMEA DRDN network & DMEA DRDN operating on SDREN

3.3.3 Contractor shall provide Procedures, processes, documentation, contacts, and any other requirements for when DMEA is ready to deploy additional machines/networks on DREN (A001)

3.5 Majority of work to be performed on site at DMEA. Remote work throughout the contract can be coordinated with the

COR.

3.6 Provide DPAS paperwork in one package for section 3.4 in this contract CDRL: Equipment List

a) Excel sheet with serial numbers, brand, model, value

b) ‐ Vendor Bill of Laden *** This is the document that proves the vendor shipped us a shipment(s) under a certain contract number on a certain date

c) ‐ Vendor Invoice *** we need this document to prove what price each item costs.

d) ‐ Packing slips /Packing Lists *** these prove what came with each shipment and prove what item has what serial number.

e) Monthly status reports throughout the effort

3.7 Contractor shall provide at the start of performance Secret or higher cleared personnel for this effort
