Brand Name Justification and Approval

1. Agency and Contracting Activity:

Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).

2. Nature/Description of Action:

This acquisition is for a new Firm Fixed Price contract to setup DMEA with Service Delivery Point connecting DMEA to DREN/SDREN and connect one network with authority to connect

(ATC).

3. Description of Supplies/Services:

DMEA requires a Service Delivery Point (SDP), connecting DMEA to Defense Research Engineering Network (DREN)/HPC.MIL wide area network. The SDP will support 254 DMEA users. The DREN connection will facilitate test, production, and engineering activities at the DMEA campus. Connection to the DREN and SDREN are required under this effort. The CISCO equipment identified in Statement of Work (SOW) 21-1J9 are necessary to support this requirement. The anticipated dollar value of this procurement is .

4. Authority Cited:

FAR 16.505(a)(4)(ii). Requirements for use of items peculiar to one manufacture shall be justified and approved using the format(s) and requirements from FAR 16.505(b)(2)(ii) A-C, modified to show the brand-name justification.

5. Reason for Authority Cited:

CISCO Systems, Inc. Local Area Network (LAN) and Wide Area Network (WAN) routers and switches, are a significant asset used in communication between computers on the DMEA network. These assets also provide DMEA with access and connectivity to the internet. CISCO Systems, Inc. products function as infrastructure and connectivity support equipment for all computer based research, design, development, and testing on the DMEA LAN. Availability of these systems is essential to virtually all of DMEA’s projects. At present, CISCO equipment represents 100% of the intelligent/managed switches and routers in DMEA. CISCO equipment has been highly reliable, configurable, and secure. The continued use of CISCO equipment reduces maintenance, maintenance costs, and provides excellent security. CISCO Systems is the only acceptable brand for hardware for this project. Replacement of the product with that of another vendor would require extensive testing to ensure compatibility, security issues are not introduced, and train/certify all DMEA IT personnel that manage the network. 6. Efforts to Obtain Competition:

The solicitation, accompanied by this approved justification, will be posted on sam.gov. The Contracting Officer will consider quotations submitted by responsible sources in accordance with FAR 5.207(c)(16)(ii).

7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. The determination is based upon comparison with prices found reasonable on previous purchases.

8. Market Research:

Market research consisted of an internet search to include NASA SEWP V and GSA, zero vendors capable of meeting the requirement were found. In addition, the Project Engineer (PE) contacted the DREN program office to identify contractors that could perform the required tasks.

The DoD High Performance Computing Modernization Program (HPCMP) is the DREN program office, which falls under Assistant Secretary of the Army, based at the Engineer Research and Development Center (ERDC) of the US Army Corps of Engineers (USACE) in Vicksburg, Mississippi. A support contractor for the HPCMP program office identified D9Tech and ASRC Federal Data Networx, LLC., as two small businesses that could meet the requirement.

DMEA has procured various Cisco equipment under contracts HQ072720F0016, HQ072720F0004 and HQ072719F0007.
