About this file

This Statement of Work (SoW) details the USDA APHIS Wildlife Services Florida Program's requirements for purchasing four (4) new night vision clip-on units for wildlife damage management activities. The units are mission-critical equipment designed to attach to firearms in front of existing day optics, enabling employees to conduct wildlife management operations at night when predator movement is highest, particularly for African Swine Fever deployment and predator control of threatened and endangered coastal species.

Specific technical requirements include: new condition, 8-10" length, 3-4" height, 2-3 lbs weight, black or brown matte finish, 3rd generation white phosphorus, battery life exceeding 24 hours, 2000 minimum Figure of Merit, waterproof to 3 ft for 4 hours, and compatibility with firearms up to .50 caliber. Delivery will be to USDA Wildlife Services in Gainesville, Florida, with a signature required during office hours, Monday through Friday. The primary contact is Jamie Hammond, a Wildlife Biologist, who can be reached at Jamie.Hammond@USDA.gov or 352-337-5556.

1.0 Scope of Work

APHIS' Wildlife Services leads our Nation’s efforts to manage conflicts between people and wildlife so they can coexist.

The four main goals of Wildlife Services are to:

1. Provide wildlife services, protecting agriculture, wildlife and other natural resources, property, and human health and safety.

2. Develop effective methods and strategies with technology that is biologically, environmentally, and socially sound.

3. Value and invest in people with an organizational culture that promotes innovation as Federal leaders of wildlife management.

4. Inform and communicate. Collect and analyze internal and external communication to build an understanding of the Federal role in these efforts.

2.0 Background

The purchase of night vision clip on units (quantity 4) serves as a mission critical purchase for the USDA Wildlife Services Florida Program. These units are designed to attach to a firearm in front of an existing day optic. These allow employees to conduct wildlife damage management activities at night, when target species are more active. Conducting wildlife damage management activities at night, as opposed to during the day, has many advantages. By utilizing night vision clip on units, employees are able to conduct wildlife management activities at night when predator movement is at its highest, maximizing employee efforts and reducing cost to the agency, as well as the cooperators paying for the service.

These units also allow employees to access and conduct wildlife damage management activities in areas that experience high visitor traffic during the day, which hinders most wildlife damage management techniques for efficiently removing the animal causing the damage. This allows for employees target animal movement and remove them quickly, again saving cost in employee time, while ensuring public safety. Finally, these units aid in the protection of coastal threatened and endangered species by allowing WS employees conduct predator control on Florida’s coastal beaches.
