STATEMENT OF WORK (SOW)
DMEA 20-0K7
10 July 2020 Project Engineer:
Contract Officer Representative:
1.0 SCOPE:
1.1 TITLE: Electromagnetic Signature Analysis of HMC751LC4 LNA
1.2 APPLICABILITY: Directed High Energy
1.3 BACKGROUND:
1.4 PURPOSE: The purpose of this task is the acquisition and analysis of unintended emission signature data from devices supplied by DMEA. Analysis will focus on demonstrating the applicability of unintended emission signature analyses to the nondestructive determination of electronic health status of those devices.
NOTE: The information described within paragraphs 1.0 through 1.4 above is given for information only and has no contractual effect.
2.0 REFERENCED GOVERNMENT PROVIDED RESOURCES:
2.1 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL (GFE/GFM):
Nomenclature Part Number Date Available Analog Devices PHEMT LNA Qty=25* HMC751LC4 1 DARO Test Board Qty=1 TBD 4/30/2021
*=Quantity may be lower if variation is limited
2.2 GOVERNMENT FURNISHED INFORMATION (GFI): GFI will include the stress condition the parts were exposed to, the level of stress, and the results of any electrical tests performed on the parts.
2.3 GOVERNMENT FURNISHED ACCESS: The work shall be performed at contractor site. No Government access is required.
3.0 REQUIREMENTS:
3.1 GENERAL REQUIREMENTS:
3.1.1 TRAVEL: Travel is authorized for the execution of the requirements of this contract by the contractor as necessary.
3.1.2 NOTIFICATION OF RIGHTS: The contractor shall identify and receive written government approval from the Administrative Contracting Officer (ACO) prior to committing to the use of any privately developed items, components, processes, computer software, and/or technical data relating to this effort which they:
(i) intend to deliver with Limited Rights
(ii) intend to deliver with Government Purpose Rights
(iii) intend to deliver with Restricted Rights
(iv) have not yet determined if such rights should apply.
3.1.3 DISPOSITION OF MATERIAL: At the end of this task the contractor shall return all GFM and GFI to the government.
3.1.4 SECURITY: All data acquired under this effort is to be treated as proprietary, and is not to be disseminated to any entity without authorization from DMEA.
3.2 PROGRAM MANAGEMENT: The contractor shall perform administrative, technical, and financial management functions during the course of this effort and shall maintain a status of their effort towards achieving the task objectives, including all technical activities and efforts, problems/deficiencies, impacts, and recommended solutions. The contractor shall report the financial status monthly. The report shall include man hours expended since the previous report and the cumulative man hours expended to date. (A001)
3.2.1 TECHNICAL INTERCHANGE MEETINGS (TIMs): The contractor shall conduct technical interchange meetings (TIMs) as necessary in the performance of this task. The content of the meeting can include the discussion of any information that has impact upon the task activities, including documentation contents or format. (A002)
3.3 TASK REQUIREMENTS:
3.3.1 HMC751LC4 SIGNATURE ANALYSIS: The contractor shall acquire and analyze electromagnetic emissions data to determine the emission signatures of the HMC751LC4 test articles to characterize degradation and health status of each part. The contractor shall record all signature data acquired under this task for analysis. The contractor shall use best practice Electrostatic Discharge (ESD) mitigation techniques at all times when handling the devices. Upon conclusion of emission signature characterization the contractor shall return all devices and test fixtures to the Government. The contractor shall conduct TIMs to present findings and summarize the results in the monthly status report. (A001, A002)
3.3.1.1 BROADBAND EMISSION SIGNATURE CHARACTERIZATION: The contractor shall perform broadband signature characterization on each part in the test set. The contractor shall perform characterization over a frequency range to include 30 MHz to 1 GHz at a 1 Hz Resolution Bandwidth (RBW). The contractor shall perform radiated and conducted unintended broadband emission signature characterization at other RBW settings and over other frequency ranges where appropriate to complement this dataset.
3.3.1.2 CHARACTERIZE MULTI-ACQUISITION DATASETS: The contractor shall capture multi-acquisition datasets in each identified frequency region of interest for each part in the test set, including baseline and stressed devices. [Note:The contractor may utilize near-field probes to acquire data localized to different physical areas of the device under test where appropriate.]
3.3.1.3 ASSESS REMAINING USEFUL LIFE (RUL) OF HMC751LC4: The contractor shall identify emission signature metrics for each frequency region of interest. The contractor shall extract signature metric distribution datasets for each part for each frequency region of interest. The contractor shall perform statistical analysis on unstressed control samples to assess expected signature metric variance. The contractor shall analyze signature metrics of control and stressed parts to assess any degradation present in new production samples of the parts. The contractor shall estimate the RUL for each of the unstressed control part through analysis of their emission signature metrics. The contractor shall utilize previously developed algorithms for RUL estimations based on emission signature metric datasets acquired for each part. The contractor may develop additional algorithms or refine existing algorithms for RUL and/or data retention lifetime specific to the device of interest where appropriate.
3.4 FINAL REPORT: The contractor shall submit a final report at the conclusion of the effort detailing technical results, any anomalies experienced during testing, and findings including all collected signature data. The contractor shall deliver acquired data sets. The contractor shall provide a briefing at the conclusion of the effort presenting results and findings. The briefing may be held at either Government or contractor facilities. (A002, A003)
4.0 DATA ITEMS: See attached DD1423.
4.1 DISTRIBUTION LIST: The contractor shall deliver electronic copies via e-mail in Microsoft Office Products or in Adobe PDF format to the address indicated. The subject block shall contain the contract number, delivery order number, SOW number, CDRL title, and date.
