DMEA # 20-55
6/8/2018
Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652
SOW #20-0K7
Sole Source Justification
1. Agency and Contracting Activity:
Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action:
Approval is being requested for a new Firm Fixed Price contract with Nokomis Inc. for Electromagnetic Signature Analysis Services using RDT&E funds.
3. Description of Supplies/Services:
Electromagnetic signature analysis of analog devices supplied by DMEA. Tasks include broadband emission signature characterization, characterizion of multi-acquisition datasets signature metrics, and assessment of remaining useful life. The estimated contract value is over a 11-month period of performance.
4. Authority Cited:
FAR 13.106-1 Simplified Acquisition Procedures; 41 U.S.C. 1901.
5. Reason for Authority Cited:
Contractor developed hardware for ultra-sensitive acquisition of unintended emissions from electronic components as well as analytical software for data analysis. The Nokomis Signature Analyzer and Integrated Antenna Enclosure (IAE) to be used in tests on the components were designed and manufactured under previous SBIR Phase I and Phase II efforts conducted with NASA, NSF, MDA, Air Force, and DMEA. Tools and techniques in the data extraction and the algorithms used for the signature metric selection and analysis were developed in SBIR and internal efforts and are proprietary.
6. Efforts to Obtain Competition:
This J&A will be posted to Beta.SAM in accordance with FAR 13.106-1(b)(3) publication requirement.
7. Fair and Reasonable Cost Determination:
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. The determination is based upon comparison with prices found reasonable on previous purchases;

8. Market Research:
DMEA Engineering conducted internet search
Signature analysis search primarily resulted in firms that work on materials (e.g., welds, metallurgy) or power utility applications to motors and switches. The electromagnetic signature analysis site that appeared promising was not semiconductor related.
Counterfeit detection search lead to results that were limited in scope. The primary methods of nondestructive analysis described were visual inspection of packages and ultrasound imaging.
These sites did not appear to use electromagnetic emission capture analysis methods.
