About this file
This document is a Statement of Work (SOW) for the repair of an Illumina MiSeq next-generation sequencer used by the NOAA/National Marine Fisheries Service Southwest Fisheries Science Center Fisheries Ecology Division. The MiSeq instrument is currently non-operational, resulting in a complete stoppage of work on the majority of the division's projects. The SOW requires an on-site repair and validation of the instrument by an experienced technician to restore it to full functionality, with a warranty period included. The repair must be completed as soon as possible at the NOAA facility in Santa Cruz, CA.
The related federal contract opportunity is a Special Notice for a single/sole source, firm-fixed-price contract with Illumina Inc. to repair the MiSeq instrument. The agency is seeking capability statements from interested parties by June 15, 2024, to determine whether to proceed with a sole-source procurement or conduct a competitive procurement. The contract will be awarded by the Department of Commerce's National Oceanic and Atmospheric Administration.

NOAA/NATIONAL MARINE FISHERIES SERVICE
SOUTHWEST FISHERIES SCIENCE CENTER
FISHERIES ECOLOGY DIVISION
STATEMENT OF WORK
ILLUMINA MISEQ REPAIR
I. Background/Overview:
One of Molecular Ecology team’s core laboratory instruments, the Illumina MiSeq next-generation sequencer, needs immediate repair. The MiSeq is the team’s primary instrument for the generation of genetic data for mission-critical projects and time-sensitive obligations. The MiSeq is currently in a non-operational state, which has resulted in a complete stoppage of work on the majority of our projects. Initial troubleshooting experiments resulted in the instrument failing to properly initiate a data collection run, indicating that on-site repair by a trained expert is necessary to diagnose the cause and restore the instrument to full functionality.
II. Scope of Work The Illumina MiSeq instrument should be repaired during an on-site service visit by an experienced technician. The service must restore the instrument to a fully functioning condition, and the repair validated through testing, such that sequencing protocols can resume immediately following the repair. This is a highly specialized instrument that can only be serviced by personnel with equally specialized training. A warranty should be included with the repair.
III. Tasks
· Task 1 – on-site repair and maintenance of Illumina MiSeq
· Task 2 – on-site validation of repair and maintenance
· Task 3 – warranty period explicitly stated IV. Period of Performance The repair should be completed as soon as possible.
V. Place of Performance NOAA NMFS Fisheries Ecology Division, 110 McAllister Way, Santa Cruz CA 95060.
VI. Government-Furnished Property (GFP) None.
VII. Security Requirements Standard FED building visitor protocols (sign in and out of building, wear visitor’s badge) will be observed during the service call. The service engineer will not need to access NOAA IT systems in order to complete the repair.
VIII. Applicable Standards The Illumina MiSeq should be restored to its full operating specifications as defined by the manufacturer Qiagen, Inc.
IX. Special Requirements Repair personnel should be highly experienced in servicing and repairing Illumina MiSeq sequencers, and should arrive on-site with all tools and components necessary to complete the service.
X. Required Knowledge and Experience:
Repair personnel should possess specific expertise in troubleshooting, maintenance, testing and repair of the Illumina MiSeq instrument.
