Statement of Work (SOW) for Annual Waste Removal Contract

Hollings Marine Laboratory, 331 Fort Johnson Road Charleston, SC 29412 and behind 219 Fort Johnson Road for Buildings 500/600

Purpose: The National Oceanic Atmospheric Administration (NOAA), National Ocean Service, Hollings Marine Laboratory, located at 331 Fort Johnson Rd, Charleston, SC 29412, and Buildings 500/600, located behind 219 Fort Johnson Rd, Charleston, SC 29412, requires bi-weekly waste pick-up, no less than two days a week.

Periods of Performance:

The Base Year is 09/01/2024 – 08/31/2025

- 12 Months Two (2) Basic 8-yard waste is removed twice per week. One (1) is at HML, and One (1) is at Buildings 500/600.

- 2 each per year, Delivery/haul 20-yard container upon request, up to 3 tons, if needed

Option Year One is 09/01/2025 – 08/31/2026

- 12 Months Two (2) Basic 8-yard waste is removed twice per week. One (1) is at HML, and One (1) is at Buildings 500/600.

Option Year Two is 09/01/2026 – 08/31/2027

Option Year Four is 09/01/2028 – 08/31/2029

- 12 Months Two (2) Basic 8-yard waste is removed twice per week. One (1) is at HML, and One (1) is at Buildings 500/600.

- 2 each per year, Delivery/haul 20-yard container upon request, up to 3 tons, if needed

Qualifications: The contractor will provide services to meet the requirements of this SOW, and the vendor must possess all required licenses, permits, and insurance to provide this service.

Scope of Work and Objective: The vendor shall provide two 8-yard waste containers. One (1) is at HML, and One (1) is at Buildings 500/600. Both should come with sliding side doors to allow the client to insert the trash at a standing level. Full-service coverage includes the containers being clean and in good shape with no holes or rusted-out portions. The condition must be such that the container will contain and hold all trash to protect against environmental leakage and be in reasonable shape so as not to be an eyesore.

The pickup of full containers shall be scheduled on the same two days each week to allow the client to utilize the service fully and to plan for the timely disposal of the waste, not to overflow the containers or under-utilize them. A total of 104 pickups and deliveries for each of the two 8-yd containers should occur over a single year-long period (twice per week)

Additionally, two deliveries and two pick-ups of a 20-yard container shall occur yearly, if needed.

The Government POC will contact the vendor to arrange for the delivery and pick-up of this larger container, as required.

All waste removed from the HML and Buildings 500/600 8-yard dumpsters on the property shall be appropriately disposed of in the county landfill.

IT Security Requirements: Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.
