About this file
This is a Performance Work Statement (PWS) for establishing a Tactical Training Center (TTC) in Building 1040, Rooms 174A and 174B at Will Rogers Air National Guard Base. The contractor must engineer, design, install, test, and sustain audio-visual and network infrastructure for three years, with possible extension. The scope includes surveying the space, designing and installing local network infrastructure (CAT6 ethernet and duplex single-mode fiber), and establishing mirrored audio-visual control systems in both rooms. Each room requires connectivity for at least 20 workstation monitors using Dell U3219Q 4K (32") displays, one control station, and a curved LED video wall with minimum four inputs. Network infrastructure must support two ethernet ports and two duplex LC/APC fiber ports per floor-mounted workstation drop, with all pathways tested to EIA/TIA standards. The contractor must provide engineered designs, schematics, test results, and technical documentation upon project completion. Services are performed Monday through Friday, 0800-1700 hours, excluding recognized U.S. federal holidays. Performance occurs at Will Rogers Air National Guard Base, primarily in Buildings 1040 and 1035.
The contractor bears responsibility for all personnel, equipment, tools, materials, supervision, and quality control except Dell monitors specified as government-furnished. All contractor employees require background investigations and personal identity verification compliance with Department of Defense and Army requirements. The contract includes security protocols, facility access regulations, physical security of government property, and a three-year sustainment program. Quality control is performed by 205EIS, 137 SOCE, and 137 SOCS with periodic inspections. Government quality assurance is conducted per a Quality Assurance Surveillance Plan (QASP) to verify contractor performance meets specified standards. Contractor travel is not required as all work occurs on-site.

The contractor must perform a survey and provide documentation on how they plan to meet the follow requirements.
1.3 Outline: Contractors will engineer, design, install, test, and sustain equipment for 3 years. Bldg. 1040 rm 174a and 174b will mirror layout and capability being able to operate independently. Each room will require an Audio-Visual control system housed in a securable server rack connecting at least 20 workstation monitors, 1 control station and a curved LED video wall with minimum 4 inputs to the AV system.
1.3.1 The intent is for the control station to be able to select an input from any combination of user screens and display that input on a selected input of the curved LED video wall.
1.3.2 Contractors will provide and use Dell U3219Q 4K (32") monitors for all user workstations (42 total) as they are compliant with air force requirements and standards for the area and capabilities.
