Air Park Refurbishment SOW
STATEMENT OF WORK
AIR PARK AIRCRAFT
REFURBISHMENT
LUKE AFB ARIZONA
10 June 2020
1.0 DESCRIPTION OF SERVICES: Contractor shall perform non-personal services and will provide all services, materials, labor, supervision and equipment for major/full painting, repairs, and other sustainment work on two (2) F-16, one (1) F-84, one (1) F-100, one (1) F-4, one (1) F-15, one (1) T-33, one (1) F-86, one (1) AT-6, and one (1) F-104 aircrafts located at Luke AFB, AZ and one (1) F-84 located at Gila Bend, AZ in accordance with (IAW) this statement of work (SOW). Only approved chemicals, cleaning compounds and solvents will be used. All chemicals, cleaning compounds and solvents will be stenciled as to content and specification, in accordance with labels meeting Occupational Safety and Health Administration (OSHA), Department of Defense (DOD), and Federal Hazardous Communications minimal requirements. The contractor shall comply with all state and federal environmental code regulations.
1.0.1 The contractor shall perform limited disassembly of the aircraft and components in an effort to locate and remove all areas of external corrosion. The contractor shall ensure the aircraft is clean and free from dirt, debris, and contaminants. The contractor shall perform corrosion treatment to all external surfaces, reassemble all components and items, and apply final chemical coating treatment to prevent corrosion from spreading.
Finally, the contractor will apply color matching high gloss paint to the aircraft exterior.
1.0.2 The contractor shall provide all personnel safety gear, equipment, tools, materials, supervision and safety transportation.
1.0.3 The contractor will match the updated paint schemes, (Attachment 1), and use the paint types by military specification as outlined in paragraphs 1.1-10.1. The contractor shall purchase adequate amounts of paint to comply with the requirements of this SOW.
1.0.4 The contractor will use supplied photo and updated paint scheme, (Attachment 1), to reference markings and paint scheme prior to the start of performance.
1.0.5 The Contractor shall thoroughly clean the aircraft’s painted surfaces and thoroughly inspect the aircraft to determine the soundness of paint film. Areas of severely deteriorated paint as indicated by loose or peeling paint, or where bare metal is showing, shall be stripped. Approved cleaning agents will be water soluble and biodegradable materials.
1.0.6 The contractor will remove all exterior areas of corrosion from the aircraft to include the propellers, engine frontal, and any accessories. The contractor shall repair these areas and then treat/prime the repairs prior to paint. The contractor shall restore the aircraft to the referenced paint scheme in Attachment 1.
1.0.7 Before painting, the contractor will completely scuff-sand the entire exterior surface area that is to be repainted to include the propellers, engine frontal and any accessories, using abrasive paper no coarser than 120 grit. Scuff sanding shall include roughing up 100% of the painted surface, removal of oxidized paint, and feather-edging of all flaked paint. It is not intended to remove a sound paint system. Do not sand through to bare metal as damage to the aircraft may occur. No hazardous chemicals are authorized to be used for removing the aircraft top coat of paint. Sanding is to be accomplished using a HEPA filtration sanding system.
1.0.8 After scuff sanding the aircraft and prior to application of any type paint, the contractor shall wipe down the aircraft with isopropyl alcohol. The solvent used during the wipe down operation shall not be allowed to evaporate from the surface, but shall be wiped from the surface with a dry, clean cloth. At this time, the contractor will also identify and apply lightweight filler compounds to any dents or wrinkles to improve the overall appearance of the aircraft. The contractor will then sand smooth any filler applied to the aircraft and then perform another wipe down process with isopropyl alcohol.
1.0.9 The contractor shall apply primer (see Attachment 2) to the thickness recommended by the paint manufacturer and allow it to dry as specified by the paint manufacturer’s specifications.
1.0.10 After priming, the contractor shall wipe down the aircraft with isopropyl alcohol.
The solvent used during the wipe down operation shall not be allowed to evaporate from the surface, but shall be wiped from the surface with a dry, clean cloth.
1.0.11 The contractor shall apply topcoats of the appropriate “GLOSS” paints (Attachment 3) to the aircraft exterior surface to the thickness recommended by the manufacturer and allow it to dry as specified by the paint manufacturer’s specification.
After the top coat is dry, the contractor shall wipe down the aircraft with a solvent which is approved by the paint manufacturer. The solvent used during the wipe down operation shall not be allowed to evaporate from the surface, but shall be wiped from the surface with a dry, clean cloth.
1.0.12 The contractor shall ensure the applied coatings shall not flake, peel, or crack.
Paint shall be smooth, uniform and free of blisters, cracks, loosely adherent particles, nodules, or powdery deposits. No primer shall be visible through topcoat; there shall be no overspray, blisters, fish eyes, runs or sags, roughness or dirt inclusions. After completion of paint and repairs, all aircraft markings shall be applied IAW Attachment 2.
1.0.13 The contractor shall provide and apply the aircraft stencils required to configure the aircraft to the paint scheme in (Attachment 1). Aircraft markings should be painted on; stickers will only be used for patches that have multiple color schemes.
1.0.14 The contractor shall remove all bird and insect nests.
1.0.15 The contractor shall verify all vents, wheel wells, flap openings, elevator openings, rudder openings, cowling openings, cowl flap areas, intakes, air scoops, and exhausts ducts are bird and insect proofed. Further, if the above items are not covered and/or the current covering does not meet the intent to bird or insect proof, the contractor shall repair/replace any necessary items to ensure this standard is met.
1.0.16 Prior to paint, the contractor shall identify any broken windows, canopies, and missing panels. Further, any damaged or missing components that were identified by the government (outlined in paragraph 1.1.) are to be repaired or remanufactured by the government prior to paint application. The contractor shall prime and color match the repaired area to original paint color.
1.0.17 The contractor shall inspect and clean all water drain holes to allow trapped water to drain.
1.0.18 The contractor shall remove all areas of corrosion, from the aircraft mounts. Treat these areas with primer and color match the repaired area to original paint color.
1.0.19 The contractor shall ensure the work area is completely cleaned free of debris prior to the end of the period of performance.
1.0.20 The contractor shall remove all paint, or other finish material where it has spilled or spattered. All paint scrapings; trash, old paint, and all debris shall be removed daily from site. All debris shall be containerized for proper removal and disposal.
1.0.21 The contractor is responsible for the proper collection, handling, and disposal of all wastes generated during performance of this work in accordance with all Federal and State regulations.
1.0.22 The contractor shall notify the Government Point of Contact (POC) at least 24 hours in advance of beginning work and within 24 hours of work completion.
1.0.23 The 56 MXG POC for this contract will be MSgt Mark James 56 MXG and can be reached at Comm: 623-856-5732. The alternate POC will be TSgt Eric O. Olson 56 MXG and he can be reached at Comm: 623-856-6769.
1.1. F-16 Replica: The contractor shall comply with all General Aircraft Painting Process Sequence of Events. The contractor shall repaint this aircraft using “GLOSS” paint. The contractor shall secure all windows, doors, access panels and hatches, rudders, and elevator.
• The contractor shall seal airframe, doors, panels, fuselage openings and canopies to limit water, bird and insect entry.
• The contractor shall prep and paint all clear Plexiglas windows and windscreens with gloss black paint and paint window edges with appropriate color schemes.
• The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the colors selected will be color matched and applied in a high gloss finish in accordance with T.O. 1F-16C-23:
o Mil Specification 36118, polyurethane dark gray o Mil Specification 36270, polyurethane medium gray o Mil Specification 36375 Polyurethane light gray(tail letters shadow) o Mil Specification P6173, coating
It should be noted that these and other MIL Specification paints referenced herein are for color matching purposes only, and do not specify the type of paint to be used (Attachment 2)
2.1. F-84 Replica (T-Bird): The contractor shall comply with all General Aircraft Painting Process Sequence of Events. The contractor shall repaint this aircraft using “GLOSS” paint. The contractor shall secure all windows, doors, access panels and hatches, rudders, and elevator.
• The contractor shall seal airframe, doors, panels, fuselage openings and canopies to limit water, bird and insect entry.
• The contractor shall prep and paint all clear Plexiglas windows and windscreens with gloss black paint and paint window edges with appropriate color schemes.
The government has selected the following colors or commercial equivalent to be applied by the process of spray application by the contractor, the colors selected will be color matched and applied in a high gloss finish:
o Mil Specification 17178, polyurethane silver o Mil Specification 17038, polyurethane black o Mil Specification 11105, polyurethane red o Mil Specification 17925, polyurethane white o Mil Specification 15044, polyurethane blue o Mil Specification 34102, polyurethane green
3.1. F-84 Replica (Gila Bend): The contractor shall comply with all General Aircraft Painting Process Sequence of Events. The contractor shall repaint this aircraft using “GLOSS” paint identified in attachment 3. The contractor shall secure all windows, doors, access panels and hatches, rudders, and elevator.
• The contractor shall seal airframe, doors, panels, fuselage openings and canopies to limit water, bird and insect entry.
• The contractor shall prep and paint all clear Plexiglas windows and windscreens with gloss black paint and paint window edges with appropriate color schemes.
The government has selected the following colors or commercial equivalent to be applied by the applied in a gloss finish:
o Mil Specification 11105, polyurethane red
4.1. F-100: The contractor shall comply with all General Aircraft Painting Process Sequence of Events. The contractor shall repaint this aircraft using “GLOSS” paint. The contractor shall secure all windows, doors, access panels and hatches, rudders, and elevator.
• The contractor shall seal airframe, doors, panels, fuselage openings and canopies to limit water, bird and insect entry.
• The contractor shall prep and paint all clear Plexiglas windows and windscreens with gloss black paint and paint window edges with appropriate color schemes.
The government has selected the following colors or commercial equivalent to be applied by the o Mil Specification 34079, polyurethane green o Mil Specification 30219, polyurethane tan o Mil Specification 36622, polyurethane gray
5.1. F-4: The contractor shall comply with all General Aircraft Painting Process Sequence of secure all windows, doors, access panels and hatches, rudders, and elevator.
• The contractor shall seal airframe, doors, panels, fuselage openings and canopies to limit water, bird and insect entry.
• The contractor shall prep and paint all clear Plexiglas windows and windscreens with gloss black paint and paint window edges with appropriate color schemes.

9.1. AT-6: The contractor shall comply with all General Aircraft Painting Process Sequence of secure all windows, doors, access panels and hatches, rudders, and elevator.

10.1. F-104: The contractor shall comply with all General Aircraft Painting Process Sequence of secure all windows, doors, access panels and hatches, rudders, and elevator.

11. Location of Performance: All static display renovation and maintenance shall be accomplished on site. The contractor shall secure or position any work stands, equipment, and vehicles so they shall not damage the aircraft or impede traffic to the adjacent road. Due to the nature of the work to be performed; the aircraft will need some form of encapsulation to mitigate any sanding dust, hazardous chemicals, overspray or waste from leaving the worksite.
12. Period of Operation: The contractor shall complete all work within 270 calendar days
(Sunday through Saturday). Work shall be performed Monday through Friday during day light hours. Whenever possible, work shall be done simultaneously. Total number of days (including weekends) to complete the full repaint of the aircrafts is 270 days. In any instance when work cannot be completed in the above mentioned timeline the contractor shall notify the 56 MXG POC. Bi weekly updates on progress are due via email to the 56 MXG POC.
13. Contractor Supervision: The contractor supervisor shall perform a walk around with the
56 MXG POC, to inspect the aircraft for any damage before work begins and after completion of the repairs and painting.
14. Safety: Fourteen (14) calendar days prior to performance start date, the contractor shall provide the 56 MXG POC with a Hazardous Materials Inventory per the attached Luke AFB Environmental Guide for Contractors, July 2019 (Appendix B) with SDS for each item, to be approved prior to use by CE Environmental. The contractor shall send additional SDS documents when quantities of paint, chemicals, and solvents change and when additional paint, chemicals, and solvents are added. The contractor shall provide and enforce the use of necessary safety equipment. All equipment used under this contract shall meet all OSHA, Environmental Protection Agency (EPA), and any other applicable guidelines. All safety equipment must be used for its original and intended purposes. The contractor shall be responsible for ensuring all contractor personnel are trained and aware of the purpose and precautions associated with all applicable safety requirements.
14.1. The contractor shall arrange for delivery, dumping and pickup of a dumpster, if needed, for any portion of this work. The 56 MXG POC will provide the contractor with instructions and guidance as to dumpster location and other stationary equipment placement while work is being accomplished.
14.2. The contractor shall immediately notify the 56 MXG POC and the Contracting Officer of any mishap that results in any damage to government assets or injury to contractor personnel.
15. Weather: IAW T.O. 1-1-8 paint shall be applied during periods of 30 to 80 percent relative humidity and 60° F to 90° F. If the temperature is 50° F or lower, or rain is forecasted before the paint can cure, painting operations shall be suspended. These humidity and temperatures requirements will allow paint, primer and sealant sufficient time and weather conditions to cure. This project has the potential to generate air emissions in the form of volatile organic compounds, particulate matter and hazardous air pollutants. Contractor shall take any actions required to control overspray, including stopping work when wind speed makes overspray control impractical. The contractor’s employees will stop outside work during periods of severe weather and seek shelter. The contractor shall re-schedule hours for Monday-Friday that were lost due to weather, scheduled ceremonies, or base closures and provide in writing to the 56 MXG POC and Contracting Officer.
16. Environmental Compliance. The contractor shall ensure that the purchase, use, handling, storage, and disposal of all toxic, hazardous, and special materials and wastes are in accordance with federal, state, Maricopa County and Air Force environmental protection regulations. The contractor shall be required to pay any fines for which they are deemed responsible.
16.1. Contractor shall follow all requirements as set forth in the attached Luke AFB
Environmental Guide for Contractors, July 2019 (Appendix B). Prior to starting work, the contractor shall ensure that all employees performing maintenance on the aircraft at this site are familiar with this Guide, and shall document employees’ and subcontractors’ training in the Luke AFB Environmental Management System (EMS) Awareness Training contained in this Guide. The Luke environmental office (56 CES/CEIE, 856- 3832/4569/8486) should be consulted on all environmental questions not clearly covered in this Guide.
16.2. Contractor will report all such hazardous materials usage monthly using the Contractor Environmental Reporting Form, also included in the attached Luke AFB Environmental Guide for Contractors, July 2019 (Appendix B).
16.3. Air compliance. All materials and work practices must be in compliance with Maricopa County Air Quality department Rule 335 – Architectural Coatings (https://www.maricopa.gov/DocumentCenter/View/5264/Rule-335---Architectural- Coatings-PDF?bidId=). Section 305 of this rule establishes strict context-based limitations on volatile organic compound (VOC) content in paints. Water blasting and sand blasting by any method or means is not authorized for this restoration. Only spot sanding is authorized for outdoor work of this type. HEPA sanders shall be used for spot sanding. Hand-held sanding blocks may be used for tight spots. Tarps or other suitable containment materials shall be placed on the ground to collect paint chips, dust and debris that is not captured by the HEPA sander. The contractor shall strictly keep all containers closed when not in use. The contractor shall not cause, allow, or permit the discharge of air pollutants that cause or contribute to an objectionable odor.
16.4. Stormwater compliance. Contractor must keep hazardous materials in secondary containment when not in active use and prevent stormwater runoff from being impacted by hazardous materials. Contractor must employ stormwater pollution prevention practices as required to prevent migration of contaminants into adjacent storm drains.
Containment materials shall be secured at the end of the work day to prevent further contamination from rainwater.

16.5. Waste. This project will generate potentially hazardous waste that must be properly collected and manifested for disposal IAW with Arizona Department of Environmental Quality rules and regulations. All materials contaminated with hazardous waste (including containment materials) shall be containerized at the initial accumulation point, characterized, properly labeled, kept in secondary containment and properly disposed of at contractor’s expense. Disposal documentation shall be provided to the COR.
10.7 Quality System Requirements: The contractor shall establish, implement, document, and maintain a quality system that ensures conformance to all applicable requirements of ISO 9001:2008 Quality System, SAE AS9100B or an equivalent quality management program acceptable to the Government. The contractor's quality management system/program shall be designed to promptly detect, correct, and prevent conditions that adversely affect quality.
10.7.1 The contractor shall establish and maintain a complete Quality Control Plan (QCP) to ensure the requirements of this contract are implemented and maintained IAW workmanship standards or best commercial practices. The contractor’s Inspection System shall be developed in compliance with the clause entitled “Inspection of Services.”
10.7.2 The Contracting Officer will notify the contractor of acceptance or required modifications to the plan before the performance start date. The contractor shall make appropriate modifications at no additional cost to the government and obtain acceptance of the plan by the CO before the start of the first operational performance period. Any changes made by the contractor to the QCP shall be provided to the 56 MXG POC and CO at no additional cost to the government. At any time during contract performance if the incorporated plan fails to control the quality of service provided the government has the right to require revisions of the QCP at no cost to the government.
10.7.3 The plan shall include, but is not limited to, the following:
a. A description of the inspection system, addressing all services listed in Service Summary.
b. Frequency of inspections
c. Title of the individual(s) who shall perform the inspections and their organizational placement.
d. A description of methods for identifying, correcting and preventing defects in the quality of service performed before the level becomes unacceptable.
e. On-site records of all inspections conducted by contractor. The inspection records shall be submitted to the 56 MXG POC and the CO. The format shall include:
f. Date, time and location of inspection.
g. Signature block for the person who performed the inspection.
h. Rating of conform or non-conform
i. Area designated for deficiencies noted and corrective action taken.
j. Total number of inspections.
10.8 Quality of Service: The Contractor shall make all repairs to meet the original shape and cosmetic appearance to comply with acceptable levels of professional standards for museums.
11.8.1 The contractor shall perform all work in accordance with applicable structural repair Technical Orders, AFI 84-103 “Museum System,” Historical Property Agreement (HPA) requirements, and AFI 21-101 “Maintenance Management of Aerospace Equipment,” requirements.
11.8.2 Applicable Technical Data will be made available to the contractor.
11.8.3 Repairs do not have to meet aircraft airworthiness standards, but must meet the original shape, cosmetic appearance and paint color at acceptable levels of professional standards for museums.
10.9 Inspection and Acceptance: The contractor shall give a 24-hour notice to work completion so the area may be inspected and accepted by the 56 MXG POC who will review and either accept the work or indicate issues which require additional attention before they can be accepted. 56 CES/CEIE will accompany the 56 MXG POC to ensure no environmental issues require attention prior to aircraft being accepted.
10.9.1 If any discrepancies are identified during the 56 MXG POC’s inspection, the 56 MXG POC will record the discrepancies and a copy of the inspection discrepancy will be sent to the contractor and the Contracting Officer. The inspection discrepancy write-up will consist of the following information: Date, Aircraft, Specifics of the unacceptable performance, and mutually agreed time for the re-performance and re-inspection, Contractor POC signature acknowledging the notification, 56 MXG POC signature, and spaces for Date, Contractor POC signature and, 56 MXG POC signature indicating the closure of the discrepancies. The contractor shall re-perform the necessary repairs and services in a timely manner, and have the work re-inspected as agreed to in the SOW. Upon re-inspection, if no discrepancies exist the work will be accepted.
2.0 GOVERNMENT UTILITIES AND SERVICES:
2.1 Government Utilities. The Government will furnish electricity, water and sewage service as necessary for accomplishment of work in accordance with this contract.
2.1.1 Utility Conservation. The Contractor shall adhere to all base level utility conservation practices or requirements. The Contractor shall be responsible for operating under conditions that prevent waste of utilities.
2.2 Security, Fire and Medical Services. The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
3.0 GENERAL INFORMATION
3.1 The contractor shall furnish ALL material required for the required tasks as specified in the SOW to include all safety equipment, tools, signage, repair/fabrication equipment, expendable material and any other miscellaneous equipment. The government will not be responsible for security of storage areas nor for any loss or damage to contractor equipment and supplies.
3.2 Contractor Personnel.
3.2.1 Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name and contact information of this person and alternate(s) , who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date.
This information shall be kept updated by the Contractor whenever personnel or contact information changes occur. The contract manager and alternate(s) shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate(s) shall be able to read, write, speak, and understand the English language.
3.2.2 Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee’s name, employee’s photograph, and contractor’s name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times while on the installation.
3.2.2.1 The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
3.2.2.2 All contract employees shall be properly trained and certified to perform the required tasks.
3.2.3. Photography Restrictions: No one is authorized to take any pictures or video recordings of Air Force operational aircraft or restricted areas without the approval of 56 FW/CVN regardless of location while on Luke AFB. This includes, but is not limited to, photographs taken from personal electronic devices such as blackberries, iPad, iPod, cell phones, or any other devices with digital recording capabilities.
3.2.3.1. Any Contractor requiring pictures or videotape of Luke's airfield to support their contract must request and possess written authorization prior entering the airfield area.
3.2.3.2. Written authorization letters to photograph or video of the flight line must be signed by one of the following: 56 Maintenance Group Commander or Deputy;
Aircraft Maintenance Squadron Commander; a Fighter Squadron Top 3, Director of Operations, or Commander; 56 Operations Group Commander or Deputy; 56 Operations Support Squadron Commander or Director of Operations; or 56
FW/CVN.
3.2.4 The government is authorized to restrict the employment under the contract of any Contractor employee or prospective Contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population.
3.2.5 Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes.
3.2.5.1 The Contractor shall comply with all requirements and procedures IAW
AFFARS 5352.242-9000, Contractor Access to Air Force Installations.
All documentation shall be submitted at the pre-performance conference.
3.2.5.2 The contractor shall comply with all requirements and procedures IAW Department of Defense and United States Air Force regulations concerning Contractor Access to Air Force Installations. All documentation shall be submitted for identification badges and base access devices to the Visitor Control Center (VCC) after the employee listing required at 4.1.4.3 has been submitted to the CO.
3.2.5.3 The Contractor shall be required to complete the following forms (to be provided at the pre-performance conference) in order for employees to gain access to the installation:
3.2.5.4 The Contractor Employee List. This form shall list every employee requiring access. Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals who require escort authority by including the word “escort” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). Identify work location as Luke Air Force Base Air Park Refurbishment. Once completed, email the list to the Contracting Officer in EXCEL or WORD format. The Contracting Officer will then prepare and attach a cover letter, and forward the Employee List to the VCC.
3.2.5.5 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on Luke Air Force Base. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation. During performance of this contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
3.2.5.6 Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.
3.3 Federal Holidays and Associated Non-Duty Days.

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first duty day after the holiday observance.
3.3.1 Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base. Rescheduling of such work shall be IAW paragraph 3.3 above.
3.4 Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
The contractor shall ensure employees have a current and valid state/country driver’s license for the type of vehicle being driven before allowing the employee to operate a personal vehicle on Luke Air Force Base, Arizona.
3.5 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on Luke Air Force Base, AZ.
3.6 Smoking, Eating and Drinking. The contractor shall only permit smoking, eating and drinking in designated areas.
3.7 For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
3.8 Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.
3.9 Training and Qualifications: The contractor shall provide personnel who meet equivalent Department of Labor Skill Classification standards for designated occupations and trade skills, in performance of the required functions necessary to perform aircraft restoration maintenance.
Aircraft restoration shall include inspection, disassembly, repair, overhaul, assembly, surface finish removal, painting, corrosion control and preservation, masking, sanding, removal and replacement or repair of various components as specified in the SOW.
3.10 Contractor Liability: The contractor shall assume strict liability for any damage to aircraft, aircraft parts, support equipment, and electrical components, facilities or other government property caused by any activities under, or in violation of, this contract. The contractor shall be assessed the full cost (parts, labor and administrative activities) of any repairs required to correct damages. The contractor may be given the option to repair any non-aircraft related damage at the government’s discretion, in lieu of payment. Any repairs shall be preapproved by the Contracting Officer. The final product must meet government specifications and be certified as acceptable by the government. Reasonable wear and tear is excluded. If any further damage to the already damaged areas is found, the contractor assumes full liability for all additional damage to the area. If any damage is recognized by the contractor prior to the start of work, the contractor must submit in writing the damage type, area, and pictures for review by the 56 MXG POC no later than 5 calendar days before the start of performance. If accepted by the 56 MXG POC, the contractor will not be held liable for any damages noted prior to the start of work.
3.11 Vehicles: The contractor vehicles shall not damage the landscape when driving on Air Force property.
3.12 Overspray: The contractor shall assume all responsibility for paint and primer overspray on all vehicles, buildings, and landscaping.
3.13 Housekeeping: The contractor shall remove all equipment and supplies from the work site after work has been completed. At the end of the duty day, the contractor shall park/position all equipment and vehicles near the aircraft being worked so as to present a neat and orderly worksite. The contractor shall clean the work site periodically during the work day and at the end of the shift of all existing trash. Trash shall be removed from the installation at the end of the work shift unless a dumpster is available.
3.14 Spill Response. The Contractor will be briefed on Luke Air Force Base, AZ spill response procedures at the pre-performance conference. The Contractor is responsible to report and promptly cleanup all spills in a manner consistent with current environmental regulations, in the event that it is necessary to utilize government material, equipment or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the government for all associated costs. In the event of a spill, please call 911 immediately. 56 CES/CEIE for additional information and guidance.
3.15 Hazardous Material Handling. The Contractor shall handle and store HAZMAT’s IAW AFI 91-203 Air Force Consolidated Occupational Safety Instruction, Chapter 22, Flammable and Combustibles.
