About this file
This is a Statement of Work (SOW) for the fabrication and installation of a flood barrier system at the NOAA Facility in Kihei, Maui, within the Hawaiian Islands Humpback Whale National Marine Sanctuary.
The vendor must design and install a custom-engineered, deployable drop-in aluminum flood barrier system spanning approximately 24 feet across the main entrance driveway. The system shall consist of lightweight, marine-grade extruded aluminum stackable panels (stop-logs) with heavy-duty EPDM or neoprene gaskets on bottom and sides to create a mud-tight and watertight seal. The design must accommodate rapid manual deployment by one to two facility staff members without heavy machinery, utilizing removable center stanchions (mullions) to break the 24-foot span into manageable sections. The vendor may propose alternative specifications based on available materials and recommendations while meeting flood barrier objectives. Scope of work includes conducting an on-site engineering assessment to determine barrier height and precise dimensions, excavating and pouring a level concrete threshold across the driveway entrance to provide a flush seating surface, installing permanent vertical mounting tracks (U-channels) on either side of the entrance, managing shipping and delivery, and executing full installation with site cleanup. The vendor shall provide on-site training for facility staff on storage, maintenance, and emergency deployment procedures and supply a warranty covering parts, labor, and hardware degradation for a specified period post-installation. IT security certification and accreditation requirements do not apply. The installation location is 726 S. Kihei Rd, Kihei, HI 96753, and the vendor must coordinate timing with concurrent berm grading/lowering and automated electric swing gate installation. Site contact is Shelly Rofrits, NOAA Facilities Coordinator, at 808-264-3043 or shellyann.rofrits@noaa.gov.

Statement of Work Maintenance of Site (Flood Barrier Fabrication and Install)
Hawaiian Islands Humpback Whale (HIHW) National Marine Sanctuary
Summary
The NOAA Facility in Kihei, Maui, requires a durable, deployable flood and mud barrier system (stop-log style) for its main entrance driveway. This barrier is required to maintain the site's flood defense rating. The site is currently prone to flooding despite the presence of a berm due to a “sloshing” effect when the main road floods. The barrier must provide a watertight and mud-tight seal against heavy rain, flooding, and storm surge. The system must be designed for rapid, manual deployment by on-site facility staff prior to severe weather events.
Scope of Work
The vendor will provide and install a custom-engineered drop-in aluminum flood barrier system, including all necessary site preparation, permanent hardware, and removable panels.
The system must meet the following specifications:
1. Barrier Specifications
● Dimensions: Spanning an entrance approximately 24 feet wide. Target protection height to be determined via on-site engineering assessment.
● Material: Lightweight, marine-grade extruded aluminum stackable panels (stop-logs) resistant to saltwater, sand, and heavy weather.
● Seals: Heavy-duty, compressible EPDM or neoprene gaskets on the bottom and sides of all panels to ensure a mud-tight and watertight seal.
● Support Structure: Removable center stanchions (mullions) that drop into the driveway to break the 24-foot span into manageable sections, ensuring panels are light enough for manual deployment by 1 to 2 personnel without the use of heavy machinery.
● The vendor may quote different specifications to meet flood barrier objectives depending on available supplies, materials, and vendor recommendations.
2. Site Preparation & Installation
The vendor will:
● Conduct an on-site consultation to assess grading, calculate necessary barrier height, and verify precise dimensions.
● Excavate and pour a level concrete threshold across the 24-foot driveway entrance to provide a flush, watertight seating surface for the barrier’s bottom gasket.
● Ensure the finished threshold and stanchion anchor points sit flush with the driveway grade to prevent vehicle disruption or tire damage during daily operations.
● Install permanent vertical mounting tracks (U-channels) on either side of the entrance.
● Provide and manage the shipping and delivery of the barrier system.
● Execute full installation and site clean-up.
3. Training and Support
Upon completion, the vendor will provide an on-site demonstration and training session for NOAA facility staff outlining the proper storage, maintenance, and emergency deployment procedures for the aluminum panels and center stanchions.
4. Warranty
The vendor will provide a warranty covering parts, labor, and hardware degradation for a specified period after installation.
5. IT Security Requirements
The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.
6. Facility Information
The installation site is located across the main driveway entrance. Power is not required for this passive/manual system. The vendor must coordinate installation timing to ensure it seamlessly integrates with the separate grading/lowering of the entrance berm and the installation of the automated electric swing gate.
