About this file

This is a comprehensive bid specification document for the City of South Lyon, Michigan's Water Service Line Material Verification Program. The project involves verifying the material composition of water service lines at 300 locations, with contractors required to excavate and document service line materials at points near the curb stop and potentially at the water main connection. Bids are due on August 22, 2025, at 10:00 AM local time, with the goal of completing 300 service line verifications before July 14, 2026. The project is being conducted to comply with amended lead and copper provisions of the Michigan Safe Drinking Water Act, which requires municipalities to identify and document water service line materials.

The contract includes unit pricing for service line material verification, with a base bid of $0 per location and additional as-needed verification options. Contractors must provide escalation rate percentages for potential future years (2026-2028) and will be required to use a web application for data collection and documentation. The project will be funded through municipal resources, with contractors responsible for all excavation, documentation, backfilling, and site restoration. Insurance requirements are extensive, including comprehensive general liability, automobile liability, and workers' compensation coverage, with minimum coverage limits ranging from $500,000 to $2,000,000. Bidders must submit references for similar municipal projects and will be evaluated on their ability to complete the work efficiently and with minimal disruption to residential areas.

WATER SERVICE LINE MATERIAL VERIFICATION 00200 / 1

SECTION 00200

PROJECT OVERVIEW & SCOPE OF SERVICES

DEFINITIONS

1. The owner shall be referred to as the City of South Lyon, or City.

2. “Water Service Line” means the pipe from the discharge of the corporation fitting attached to the public water supply main to the customer premise plumbing or to the building plumbing at the first shut-off valve inside the building or 18 inches inside the building, whichever is shorter.

3. “Public Side Water Service Line” or “Public Water Service Line” means that portion of the Water

Service Line from the discharge of the corporation fitting attached to the public water supply main to the discharge of the curb stop.

4. “Private Side Water Service Line” or “Private Water Service Line” means that portion of the service line from the discharge of the curb stop to the customer premise plumbing or to the building plumbing at the first shut-off valve inside the building or 18 inches inside the building, whichever is shorter.

5. For the purposes of this RFP, a service line will be considered a “lead service line” or “LSL” if any portion of the existing service line is made of lead or any portion of the service is made of galvanized steel that is or ever was downstream of a lead pipe.

6. Service Company, Vendor, Contractor, Firm or Proposer shall refer to the company providing a proposal for the work outlined in the specifications.

PROJECT OVERVIEW

The City of South Lyon is accepting bids for professional construction services for the verification of existing water service line materials within the city.

As required by the amended lead and copper provisions of the Michigan Safe Drinking Water Act (MI-SDWA), each water supply system was required to submit a Complete Distribution System Materials Inventory (CDSMI) to EGLE by October 16, 2024. A result of the CDSMI was the summation of the number of water service lines in the City’s water supply system in which the piping material is unknown.

The City will utilize this Contract to assist with verifying unknown water service line materials (both public and private side) within the City.

The EGLE guidance has identified four (4) locations along the water service line for identifying materials. These four (4) points are as follows.

Point 1 – The interior portion of the service line up to the first shutoff valve or 18 inches inside the building, whichever is shorter.

Point 2 – a minimum of 18-inches away from the curb stop on the “Private” side of the service line, Point 3 – a minimum of 18-inches away from the curb stop on the “Public” side of the service line and

Point 4 – at the connection of the service line to the water main (i.e. gooseneck/pigtail)

The work on this Proposal will focus on identifying the water service line materials at Point 2 and Point 3 and potentially at Point 4.

As a part of this Contract, the contractor should be prepared to complete water service line verifications within

90 days of receiving the addresses in which the Work is to be performed. Addresses will be provided at a minimum of 30 at a time.

WATER SERVICE LINE MATERIAL VERIFICATION 00200 / 2

It is the goal for the city to have 300 service line verifications complete prior to July 14, 2026 with commencement to begin as soon as possible. The list of addresses will be provided at project commencement.

The Proposal has been prepared with multiple unit price bid items, described in detail within Section 01220.

The intent is to provide options and competitively bid as-needed services for all service line verification needs that exist within a municipal water system. Bidders are required to provide a price for each line item in the

Proposal to be considered for award. The City of South Lyon reserves the right to award a Contract that best meets the needs of the City. Unit prices should be reasonable and well-balanced, and items should not be over-weighted.

Subject to Owner’s discretion and approval, there is a potential for additional quantities (Line Item 2) as time and budget allows for future years. Quantities for future years have not been established yet. There is also no guarantee that additional work after July 2026 will be awarded. Should additional work be issued, it is assumed it will be similar in scope to the estimated quantities included in the Proposal. Future Years and additional quantities will be issued by change order solely at the discretion of the Owner.

SCOPE OF SERVICES

The city is seeking a contractor(s) to expose the piping at Point 2 and Point 3 (and potentially at Point 4) of the water service line (as previously defined) to physically verify the material of the piping in place.

There are 300 water service line material verifications that need to be completed; the site addresses for these verifications will be provided at project commencement.

The goal of the Water Service Line Material Verification Program is to physically verify the total number of water services lines at Point 2 and Point 3 in the fewest number of excavations and causing as little undue disruption to the project areas as possible. Ideally, point 2 and point 3 can be physically verified at the curb stop

(or technically 18-inches on either side of the curb stop) within one (1) excavation. However, there may be locations where an excavation of the size necessary to expose 18-inches of piping on either side of the curb stop would cause undue disruption such as the removal of driveways, sidewalks, trees or other ornamental features.

In these cases, this Contract has provided an as-needed line item in the Proposal for an additional verification excavation so that each excavation along the service line could be located such that they do not cause undue disruption to the area. An example of this would be in a location where the curb stop is in a sidewalk; the location of the excavation to verify Point 2 could be moved up the Private Side of the service line (towards the house/building) far enough away from the curb stop (and sidewalk) to physically verify the service line without damaging the sidewalk. A similar process would be completed for Point 3 where the location of the excavation is moved closer to the water main (typically between the sidewalk and the back of curb or roadway) in a location that would not damage any pavement. In addition, potentially a Point 4 verification if the location is out of the roadway, sidewalk, driveway. The result would be a physical verification of Point 2 and Point 3 (and/or Point

4) along a water service line, within the requirements of EGLE’s guidance, without having to remove any sidewalk or pavement.

During the physical verification process the Contractor shall provide the Owner documentation of material information collected from the exposed service line prior to backfilling the excavation. Specific documentation arrangements are identified in Spec Section 01220.

The Contractor shall allow time to assess the condition of the curb stop and curb stop valve box if exposed and make a recommendation on whether the curb stop or valve box need to be replaced. If a curb stop or valve box needs repair or replacement, the Contractor shall let the City know prior to closing the hole.

WATER SERVICE LINE MATERIAL VERIFICATION 00200 / 3

Maintaining traffic along typical residential streets and low volume commercial or industrial avenues should be considered included with the project. Maintaining traffic shall consist of signage, barrels, cones and other means of traffic control and site safety measures in accordance with the latest edition of the MMUTCD to ensure the safety of the traveling public while also maintaining access to all residents. Should the authority having jurisdiction (AHJ) deem that more coordinated traffic control is needed, the AHJ will either perform the traffic control themselves or negotiate a cost proposal from the Contractor based on the scope, terms, and traffic control plan needed.

The selected contractor(s) shall exercise caution when performing the Work to prevent damage to existing materials/items within the project area. The contractor shall be responsible for repairing any damage to the project area and replacing any materials/items within the project area that were damaged due to and caused by their construction operation.

The selected contractor(s) shall identify the location of any existing utility services to the home and conduct operations in such a manner as to ensure the Work does not damage any existing utilities. Work shall be accomplished in accordance with all local ordinances and right-of-way permitting, Energy Gas Company requirements for Protecting Gas Facilities, and the technical specifications for the project. The contractor shall be responsible for repairing any damages to the satisfaction of the homeowner, municipality and the utility company.

Bidders are required to provide a price for each line item in the Proposal and an escalation rate percentage for

October 2026-2027 and October 2027-2028 to be considered for award. Unit prices should be reasonable and well-balanced, and items should not be over-weighted.

Any replacement work shall be guaranteed for the City to be free from defects in material and workmanship for a period of one (1) year from its completion.

Work may be needed to be completed on Saturdays or off hours to accommodate residents. No additional compensation will be allowed for work completed on Saturdays or off hours.
