1.0 INTRODUCTION
The National Geospatial-Intelligence Agency (NGA) delivers Geospatial Intelligence (GEOINT) information that provides a decisive advantage to policymakers, warfighters, intelligence professionals, humanitarian efforts and first responders. NGA supports the National System for Geospatial Intelligence
(NSG), which supports our Department of Defense (DoD), Department of Homeland Security and the
Intelligence Community. NGA leads the world in timely, relevant, accurate and actionable GEOINT.
An important subset of GEOINT, called Foundation GEOINT (FG) describes/models the physical and political characteristics of the Earth. The FG Program, which has Geomatics, Geography, Aeronautical and Maritime components, facilitates the integration of geospatial data, information, and services. It focuses on global digital data coverage with refined data maintenance to provide mission-essential content, where, when, and how it is needed before it is requested.

NGA, as a GEOINT Broker, will provide the means and mechanisms to address customer and partner needs and developing the strategies to satisfy the information needs. In doing so, it will significantly alter the way those needs are met, more fully leveraging the capabilities and content of national, DoD, commercial, and international partners and suppliers.
NGA’s Source office is moving towards a Broker Operating Model. The following precepts are intended to allow Foundation GEOINT Suppliers to operate at maximum effectiveness in a Broker Operating
Model. Those that apply specifically to this contract will be described in the sections that follow this introduction:
Suppliers to the Geomatics, Aeronautical, Maritime, and Geography programs must be Cloud native.
Suppliers shall provide their functional content holdings to the cloud for NGA.
Suppliers must be in step with NGA’s cloud implementation shift to the unclassified cloud environment for applicable data and products.
Any regions or functional areas that suppliers maintain for NGA must not only contain NGA’s existing content, but also be augmented with open content, human geography and other emerging sources.
Suppliers must utilize and interface with NGA/S Volunteered Geographic Information (VGI) capabilities and processes.
Change detection will drive areas that need updating. NGA will not rework areas unless change has occurred, unless otherwise driven by customer requirements.
NGA Source will no longer provide source packages. Our Contractors must be able to acquire the source required for content generation and services.
All content must be properly tagged and adhere to NGA approved standards. This includes necessary tagging for Identity and Access Management (IdAM) to allow for cross-domain movement of content.
Supplier content must exploit NGA’s emerging Enterprise GIS capabilities and GEOINT Services.
Services, as used in this SOW means: an automated program, interface, application, or engine that performs a defined action that can be found, invoked, and executed, that preforms an action on geospatial data or information to transform, translate, or convert it to a more useable format or to update, distribute, or integrate it into an existing database or dataset for use.
2.0 SCOPE
2.1 Base Year
1.) The Contractor shall establish absolute networks in Paraguay totaling a minimum of 20 absolute stations and in the state of Paraná, in Brazil, totaling a minimum of 20 absolute stations. The stations shall lie within 5 degrees North latitude to 35 degrees South latitude and 35-75 degrees
West longitude. The network shall be established using an A-10 gravimeter.

Brazil.
3.) Data Available For Purchase:
NGA will have a one-time purchase within the base year of the contract for relevant off the shelf data surveyed in areas of interest in South America that meets the criteria defined in Section 3.0.
a. Minimum of 30 absolutes in Argentina
b. Minimum of 30 previously surveyed absolutes in Brazil
c. Minimum of 20 absolutes in Costa Rica
d. Minimum of 20 absolutes in Ecuador
e. Minimum of 10 absolutes in Venezuela
f. Relative gravity surveys in the areas of interest
2.2 Option Year One

3.0 CONTRACTOR DELIVERABLES
3.1 Deliverables
NGA will receive the processed free-air and Bouguer gravity anomalies and orthometric heights in the
WGS 84 Reference System for all points collected as listed above. The gravity anomalies shall be accurate to one (1) mgal and the orthometric heights shall be accurate to at least 50 cm. The gravity anomalies shall also be referenced to absolute gravity stations. The data format shall consist of:

All raw GPS data as well as the GPS solutions of the first-order GPS network extension as with the associated site descriptions and appropriate metadata shall be supplied on appropriate electronic media. The data format for the GPS solutions shall consist of the Latitude, Longitude, and Ellipsoid
Height at each GPS station. Notwithstanding DFARS 252.227-7015(b)(1)(i), (b)(2) and (b)(3), the
Government will have the unrestricted right to use, modify, reproduce, release, perform, display, or disclose technical data, and to permit others to do so.
All deliveries shall be made to NGA within the last month of the current period of performance unless alternate arrangements are made and agreed to between both the service provider and NGA.
3.2 Delivery Methods
Acceptable delivery methods include:

• New delivery formats not yet known will be reviewed and approved by NGA for approval prior to being used

4.0 REPORTS AND MEETINGS
Communication between NGA and the Contractor is essential to achieving success in meeting our mission, conducting business, and advancing our abilities to provide GEOINT to our customers. To achieve this success, the following requirements are included in this SOW.
4.1 Project History Folder
The Contractor shall deliver a project history folder for each requirement. (Similar requirements may be combined and require only one project history folder.) The project history folder shall include all NGA contractual documents, modifications, addendums, and checklists. The Contractor shall state what sources were used to build or improve the FG data holdings and what processes were used to produce the results. The Contractor shall reference the numerical and percentage increase or improvement made. For finished products, the project history folder shall include a description of what data and processes were used to assemble the product. The project history folder shall also include the dates the work was accomplished, the area of interest of the work, project specific guidance, and any peculiarities of the requirement or processes. The folder shall also include an explanation if the project was completed ahead or behind schedule.
In addition to the project history folder, the Contractor shall provide any Quality Assurance documentation. This should include all internal quality assurance error calls and corrective actions, and all quality assurance checklists, as applicable. Final checklists shall indicate zero defects. Any rework and reasons for it shall be addressed.
The project history folder and all additions shall be delivered to the Contracting Officer Representative
(COR) as specified herein within fourteen days of delivery of the data, product, or service. Contractor shall provide email notification of delivery shipment to NGA Program Managers and the COR. Exceptions must be coordinated with the COR. All materials making up the folder and addendums shall utilize standard office business software (e.g., Microsoft Office.)
5.0 DATA OWNERSHIP

All data acquired with this contract will have no less than Government purpose rights in accordance with the definition in DFARS 252.227-7013. The deliverable data, the databases, all database content, and finished products created by the Contractor shall have government purpose rights for a five-year period that shall commence upon execution of the contract. Upon expiration of the five-year period, the
Government shall have unlimited rights in the technical data.
6.0 DATA SECURITY
All data secured through this contract is to be kept at the Unclassified level.
7.0 RISKS AND LIABILITY
The contractor shall assume all risk in connection with the execution of this contract and waive any claim against NGA arising from the performance of the work specified. The contractor shall agree to protect and hold NGA harmless from any claims that may result from injuries to property or person in connection with its work, as well as arising under or relating to any aspect of this agreement.
The contractor shall be responsible for the conduct of its personnel regarding the laws of the host and any other country affecting operations under this contract. The contractor assumes all responsibility for the safety of its contingent.
The contractor shall be responsible for making all agreements with the host and any other country for the use of airport, airfield, or emergency landing fields, and such agreements by the flying organization shall be made without obligation on the part of NGA.
