About this file

This is a Request for Information (RFI) issued by the Department of the Army to conduct market research for the Unmanned Aerial System (UAS) Innovation Hub at Blue Grass Army Depot (BGAD). The RFI, updated January 21, 2026, seeks to identify potential partnerships with industry, academia, and other innovators interested in participating in the hub, which aims to accelerate the development and fielding of cutting-edge UAS technologies through rapid prototyping, agile software development, and collaborative ecosystems. The hub will support advanced small UAS flight testing in real-world environments, realistic training for personnel, autonomous navigation algorithm development, AI-enabled target recognition, electronic warfare countermeasures integration, hardware-in-the-loop validation, and Public-Private Partnership opportunities. The initiative is part of the SkyFoundry initiative under Army Materiel Command (AMC).

Prospective partners must demonstrate strong commitment to Army drone dominance, history of collaborating with federal agencies and academia, support for Modular Open Systems Architecture (MOSA), ability to foster innovation, and experience in rapid prototyping. Interested organizations must submit responses electronically to ArmySkyFoundry@army.mil by February 11, 2026, not exceeding 15 pages excluding brochures or appendices. Submissions should include business information (company name, address, CAGE Code, UEI, point of contact, website, and socioeconomic status), detailed capabilities and experience in UAS systems, collaboration history, research studies, MOSA experience, teaming arrangements, AI specialization, and assessment of innovative capacity. Responses must also address key development considerations including intellectual property protection, funding arrangements, facility access, airspace and spectrum requirements, and for small businesses and universities, specific challenges and recommendations for participation. A site survey was held January 21, 2026; RSVP contact information is provided for Thomas Viney and Russell Wand. This is a pre-solicitation notice and does not constitute a binding commitment or promise of future contracting.

The Innovation Hub will allow for:

1. The conduct of advanced small UAS (sUAS) flight testing in real-world environments to characterize performance, limitations, and concepts of operations (CONOPs)

2. Realistic training environments for all partners and enable New Equipment Training (NET) in support of Portfolio Acquisition Executives (PAEs)

3. Collaboration to develop and implement autonomous navigation algorithms, AI enabled target recognition, and electronic warfare countermeasures into designs

4. A “hardware-in-the-loop” environment to validate software on actual sUAS components

5. Opportunities for Public-Private Partnerships (P3)

4. REQUIREMENTS DESCRIPTION

Prospective UAS Innovation Hub partners must possess the following:

1. Strong willingness to help the Army achieve drone dominance on the future battlefield
2. History of collaborating with federal agencies, industry, and academia
3. Support for Modular Open Systems Architecture (MOSA): Facilitate data interchange, integration with multiple mission systems, and seamless future upgrades
