About this file
This is a Sources Sought Notice (W911RX26Q1CG4) issued by the U.S. Government MICC Fort Riley Kansas to conduct market research for the procurement of Nordic Back Extension Machine APEX V3 equipment at Fort Riley, Kansas.
The Government seeks to procure four units of the APEX Nordic Back Extension Machine V3 on a Total Small Business basis, contingent upon receiving responses from at least two qualified small businesses. The equipment must be the exact brand name item specified and must include the following capabilities: multi-functional mechanical efficiency combining a Nordic hamstring curl bench, 45-degree back extension, and hip extension station into a single compact footprint; integrated transit wheels and specialized framing for vertical storage to preserve floor space; and a manufacturer Lifetime Warranty providing long-term, zero-cost component replacement paired with specialized freight and tactical hand-delivery. The Government cited an impediment to competition based on the requirement for this specific brand name equipment to maintain consistency across training facilities and support space optimization through vertical storage capability. Responses must be submitted by email to Joni N. Wardosky (joni.n.wardosky.civ@army.mil) and Shannon S. Campbell (shannon.s.campbell.civ@army.mil) no later than 11:00 AM CST on Friday, August 28, 2026. Respondents must provide firm name and address, CAGE code, UEI number, NAICS code, business size, socioeconomic status, previous relevant experience, preparation timeline for delivery, and SAM registration confirmation. This notice does not constitute a formal solicitation, and the Government is not accepting unsolicited proposals or bids at this time.

The U.S. Government desires to procure brand name commercial items on a Total Small Business basis, provided 2 or more qualified small businesses respond to this source sought notice with information sufficient to support a competitive acquisition. Be advised that the U.S. Government will be limited in moving forward if 2 or more Small Business participants do not respond with information to support the desired acquisition strategy. The U.S.

In addition, small businesses, in all socioeconomic categories (including 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns) must describe their identifying capabilities in meeting the requirements at a fair market price.
Request for Interested Vendors capable of providing specific brand name items listed in the Technical Salient Characteristics document:
The contractor shall provide all commercial items, equipment, supplies, transportation, and delivery items necessary to fulfill the requirements in strict accordance with the salient characteristics defined herein. All equipment provided must be an exact Brand Name item from Nordic Back Extension V3 (4-in-1 machine). This specific line is required to match current baseline clinical infrastructure, ensuring medical and exercise accuracy, multifunction capabilities, and structural efficiency with heavy duty frame for weight capacity, premium wheels for movement and vertical storage ability for space reduction with safety features to promote no shifting of equipment.

Back extension equipment must be fully capable of transitioning into four specific functions combining multiple standalone pieces of training equipment (a Nordic hamstring curl bench, a 45-degree back extension, and a hip extension station) into a single, compact footprint. This multi-use capability offers an exceptional solution for diverse clinical reconditioning protocols.
To maximize square footage within a limited space facility, units feature must have integrated transit wheels and a specialized framing structure that will allow them to be tipped up and stored vertically when not in use, preserving critical open floor space for dynamic athletic screening. Procurement must include long-term, zero cost component replacement warranties. This notice is issued solely for information and planning purposes—it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this source(s) sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), if any are issued.
THERE IS NO SOLICITATION AT THIS TIME. If a solicitation is released, it will be synopsized According to FAR Part 5. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
