PERFORMANCE WORK STATEMENT (PWS)

DEFENSE INSTITUTE OF SECURITY COOPERATION STUDIES (DISCS)

1.0 Mission.

The Defense Institute of Security Cooperation Studies (DISCS) provides professional education, research, and support to advance U.S. foreign policy through a variety of security assistance and cooperation programs. In order to contend with a large course workload, heavy travel requirements, and limited instructional staff to meet worldwide security assistance and cooperation education requirements, DISCS has developed a distance learning

(DL) program that incorporates both asynchronous and synchronous courses, as well as support for classroom delivery, for over approximately 12,000 students per year through a

Learning Management System (LMS).

2.0 Objectives.

The contractor shall host DISCS’s online learning courses and support for classroom courses, and provide a test environment for future courses. The contractor shall provide 24/7 support to DISCS and students. Services will include license of the LMS production and test systems, maintenance support for customized building blocks, and managed hosting. All course content is built in the test environment and delivery is validated prior to loading into the production site. Test environment is also required to validate any system upgrades and configuration changes before loading into the production server. This is a critical requirement to ensure no adverse impact to system availability due to system upgrades. Once course content is validated in the test environment it will be loaded to the production LMS. The contractor shall provide data interface between the LMS and the DISCS student management system for the purpose of establishing student accounts within the LMS and to record course completions in DISCS’s database. The contractor shall ensure the LMS is capable of handling

CAC authentication. Due to the critical nature of the online course content, the LMS shall maintain an average availability of 99.9% or greater.
