Respondents must address capability requirements across six defined sections, including riot control equipment and crowd control munitions (less-lethal and non-lethal systems), rapid deployment logistics with the ability to deliver in-country within 24-72 hours, regional expertise in the Western Hemisphere with established in-country relationships and customs/compliance experience, export control compliance (ITAR/EAR) and Leahy Law vetting processes, and innovative emerging technologies for civil unrest response. All responses must be limited to 50 pages, and generic capability statements will not be considered. Respondents must be registered in SAM.gov, hold a current CAGE Code and UEI Number, and not appear on the Excluded Parties List.
