Size Standard: $19 Million

PROJECT DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District is seeking businesses that are interested in and capable of performing HVAC services. This action is for comprehensive HVAC maintenance, diagnostics, and emergency repair services for the Olmsted facility.

Work included:

The Olmsted facility requires immediate, ongoing, and highly specialized support for its twenty-one (21) high-capacity commercial and industrial-grade HVAC systems. The critical equipment package consists of:

1. LG Electronics Dedicated Outdoor Air Systems (DOAS): Model AR-DE-1105C-151- C-IPA (5-ton units with enthalpy energy recovery wheels).

2. iAIRE, LLC ultraDRY split/rooftop systems: Model UNC-AC36FU6L1N005B00A-0 unitary systems.

3. Modine Manufacturing Company hydronic unit heaters: Model WS 78/110 steam/hot water heaters.

4. INDEECO electric wall heaters: Model 604362 WAI series.

CRITICAL REQUIREMENT: Due to the critical nature of operations at Olmsted, the contractor must be capable of providing a same-day emergency response (on-site arrival within four hours of notification). Furthermore, the contractor’s technicians must possess specialized microprocessor and control expertise, specifically for the Lynxspring JENEsys Controller (PC3000e platform) on the LG DOAS units, and possess the proprietary hardware/software required to interface directly with the units’ computer systems to read, diagnose, and clear proprietary fault codes, as well as push necessary software/firmware updates. Additionally, technicians must have documented experience troubleshooting and tuning Rawal APRcapacity controls and Lenze SMVector Variable Frequency Drives (VFDs) on iAIRE systems.

A call will be generated that will include a statement of work to include what will be inspected and maintenance or repairs to be performed. Firms that are on the BPA will provide quotes to perform services for said call. Louisville district will award the Low Bid for each respective call.

The Government will contact the awarded contractor prior to each inspection to go over scope and schedule and confirm information on what will be inspected and maintenance work to be conducted. The Government will also confirm with the contractor within 48 hours of each scheduled visit. A representative of the USACE Louisville District or Site Contact will meet the contractor on site and escort contractors.

Responses should include:

1. Identification and verification of the company’s small business status.

2. Contractor’s Unique Entity Identifier (UEI).

3. Description of Experience – Provide descriptions of your firm’s past experience on up to three (3) projects with greater than 90% completion, or those projects completed within the last five years which are similar to this project in size, scope and dollar value. Provide documentation demonstrating experience for projects of similar types involving elevator maintenance, inspections and repairs.

a. Projects similar in Scope to this project include: A project of similar scope requires demonstrated experience providing comprehensive, full-service HVAC preventative maintenance, complex diagnostics, troubleshooting, and emergency repair services for high-capacity commercial and industrial-grade mechanical systems. Interested firms must provide project examples that showcase proficiency in the following three (3) core technical areas:

Scheduled Preventative Maintenance & Inspection: Experience executing routine, code-compliant preventative maintenance protocols (quarterly or greater frequency) on large-scale commercial HVAC systems—including chillers, variable refrigerant flow (VRF/VRV) systems, split-system heat pumps, boilers, and central air handling units—in accordance with ASHRAE Standard 180 and EPA Section 608 guidelines.

Emergency Troubleshooting & Rapid Repair: Experience providing rapid, on-call diagnostic and repair services under strict response time limits (ideally within a 4-hour on-site arrival window). This includes the ability to troubleshoot and replace critical commercial components such as industrial compressors, fan motors, variable frequency drives (VFDs), electronic expansion valves (TXVs), damper actuators, control boards, and electrical contactors.

OEM-Specific Diagnostic Interface: Demonstrated experience employing certified technicians who utilize proprietary diagnostic software and physical interface hardware (specifically for LG and iAIRE, LLC commercial platforms, featuring Lynxspring JENEsys controllers, Lenze SMVector VFDs, and Rawal APR Controls) to plug directly into the units’ computerized control boards, read and clear manufacturer-specific fault codes, verify operational sensors, and push firmware or programming updates.

b. Projects similar in size to this project include: Responding firms must demonstrate experience managing and executing comprehensive commercial HVAC services that meet the following size and operational parameters:

Multi-Unit Concurrent Operations: Experience managing and executing comprehensive HVAC services for a facility, or group of facilities, operating at least ten (10) or more commercial or industrial-grade HVAC units concurrently.

Contract Magnitude & Scale: Experience successfully performing under an active HVAC service contract, Blanket Purchase Agreement (BPA), or task order with an annual value of $50,000 or greater (or cumulative value of $250,000 or greater).

Logistical & Staffing Capacity: Demonstrated organizational capacity (including certified technician availability, parts coordination, and specialized administrative support) necessary to concurrently manage the equipment density and service calls for a multi-unit facility without causing operational downtime.

Based on definitions above, for each project submitted include:

a. Scope of the project

b. Size of the project

c. Original contract amount, pending and actual modification cost

d. The portion and percentage of work that was self-performed

e. Current percentage of work complete and the date when it was or will be completed.

Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 50% of the cost of the contract, not including the cost of materials, with the firm’s own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished.

NOTE: Please only include a narrative of the requested information; additional information will not be reviewed.

NOTICE: The following information is provided for situational awareness and is not required to respond to this Sources Sought.

All contractors must be registered in the System for Award Management (www.SAM.gov) prior to award of a contract. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer – System for Award Management, which indicates “All payments by the Government under this contract shall be made by electronic funds transfer (EFT).” Those not currently registered can obtain registration by going to the website http://www.SAM.gov. The process can usually be completed from 24 to 48 hours after submission. Contractors will need to obtain a Unique Entity Identifier (formerly DUNS number) for processing their registration. If you do not already have a Unique Entity Identifier, one can be obtained from http://www.SAM.gov. Refer to www.SAM.gov for information formerly found in CCR, EPLS, ORCA and FedReg.

Please begin the registration process immediately in order to avoid delay of the contract award should your firm be selected.

ALERT: You must submit a notarized letter appointing the authorized Entity Administrator before your registration will be activated. This requirement now applies to both new and existing entities. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the GSA Federal Service Desk (FSD) will activate the entity's registration.

Effective 29 June 2018, vendors creating or updating their registration can have their registration activated prior to the approval of the required notarized letter. However, the signed copy of the notarized letter must be sent to the GSA Federal Service Desk (FSD) within 30 days of activation or the vendor risks no longer being active in SAM.

Vendors can check whether an account is active by performing a query by their CAGE or Unique Entity Identifier (known as DUNS). The new registration process may now take several weeks, so vendors are highly encouraged to begin registering as soon as possible to avoid any possible delays in future contract awards. Remember, there is no cost to use SAM.

To find out additional information about the changes of the SAM registration process, contractors should visit the Frequently Asked Questions (FAQ) link located at the top of the SAM homepage (www.sam.gov).
