SOURCES SOUGHT NOTICE

Reference Number: DOIAFBO230095

Training by Subject Matter Experts on Social Services Topics Location: Eastern Region US

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR

INVITATION FOR BID. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE

CONSTRUED AS A COMMITMENT BY THE BUREAU OF INDIAN AFFARIS (BIA).

REQUIREMENT:

The Bureau of Indian Affairs (BIA) is seeking multiple vendors for social services/ child welfare and program development trainings to be provided at local tribal community locations within the Eastern Region. For the complete list of Tribes served and further information visit: Eastern Region | Indian Affairs (bia.gov) . The audience for the training will be the contracted P.L. 638 program staff, community members, and other interested parties. The location is to be identified and provided by the local program requesting the training.

The proposed format is for in-person trainings for approximately thirty people per training, although some offerings may be virtual if preferred, with reimbursement being adjusted to reflect that. In-person trainings are to be up to 3 days, with one travel day before and one travel day after the training.

Shorter trainings can be arranged as virtual meetings. BIA is proposing to fund three sessions of training in different communities each contract year. The goal is to offer a variety of vendors who are subject matter training experts in various areas of social services provision, and for tribal programs to request specific offerings from this group as they think would best meet their needs.

The Human Services program supports Bureau Agency staff and tribal staff who run these programs. These staff provide counseling services to local on-reservation eligible Indians as well as coordinate all Human Services activities at the Tribe and Agency level. The social workers work with tribal courts, state courts, and Indian families for the placement and adoption of Indian children in Indian homes. The social workers serve as the contact point for numerous social service agencies that are responsible for family preservation, child protection, placement, and adoption of Indian children.

Local social services programs experience issues unique to each community, but also have challenges shared among social services providers everywhere.

These concerns include a need for ongoing training and technical assistance to increase the quality-of-service delivery to individuals and families. Training and https://www.bia.gov/regional-office/eastern-region https://www.bia.gov/regional-office/eastern-region technical assistance will improve the local agencies’ ability to offer programs in compliance with regulatory expectations including 25 CFR Part 20 Financial Assistance and Social Services; P.L. 93-638: The Indian Self-Determination and Education Assistance Act of 1975 as amended; and The Snyder Act, 25 USC 13.
