SOURCES SOUGHT NOTICE

THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUCEMENT FOR

INFORMATION PURPOSES ONLY. This notice DOES NOT constitute a Request for

Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), solicitation, or package requesting technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. The Air Force will not accept or acknowledge: emails over 5MB, brochures, samples, catalogs, and any other marketing solicitation information.

The Government is performing market research primarily in order to determine if there are firms that possess the capability to execute the requirements of this Sources Sought. Therefore, we further invite all business concerns to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management

(SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website:

If your firm would be interested in such work, you are strongly encouraged to submit a capability statement that addresses as a minimum the questions presented within this announcement, and submitted to the points of contact listed below by the due date. The Government does not intend to rank submittals or provide any reply to interested firms. The North American Industry

Classification System (NAICS) Code 541330 – Engineering Services, is applicable to this acquisition. The small business size standard for this NAICS is $16.5 Million.

Following submissions of a capability package, the United States Air Force (USAF) representatives may choose to engage in additional communications with selected respondents only intended to support market research for further clarification of industry capability to meet requirements.

The USAF, Air Force Civil Engineering Center (AFCEC), Tyndall AFB, has a requirement to provide development of recommended industry best practices for the Tri-Service Fire Protection

Engineering Working Group – Guide (TSFPWG-G) and provide supplemental technical guidance for the installation, quality assurance inspection and acceptance/approval of flexible sprinkler drops. This will be a supplemental document to UFC 3-601-02 Operation and Maintenance:

Inspection, Test and Maintenance of Fire Protection Systems. The contractor shall provide all services, labor, equipment, materials, travel, and associated services required for this requirement.

Contractors who can provide these services are requested to identify if they are interested and submit in writing an affirmative response which includes as a minimum the following information:

a. Name, address, and point of contact to include telephone number and email address of your company.

b. Based on your professional experience in the private sector, would you consider this requirement to coincide with products typically provided in the commercial market?

c. Specify your business type; large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business based upon NAICS 541330. Specify all that apply.

d. Provide an additional NAICS code with justification that you would recommend as being more applicable.

e. Would your firm propose on this project as a prime contractor, prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), or a joint venture?

If you have proposed a joint venture, identify to the extent possible, your team members.

Identify the business size of your team members or joint venture firms. If a teaming arrangement is planned, give details to the extent practicable on how the team will likely be composed. See FAR subpart 9.6 for Government policy on teaming arrangements and

8(a) Program regulations described in 13 CFR 124.513

f. Identify any projects completed in the past five (5) years for the same or similar scope to help determine your firm’s capability in meeting the requirement for the service listed in the attached Draft SOW. Include any government contracts (Federal, State, or local) you have been awarded for this type of requirement. Also, include the contract number and a government point of contact. Identify if your company was the prime contractor or a subcontractor for these projects.

g. Demonstrate your experience in writing codes and standard for use by independent inspection organizations, industry inspection and testing organizations, and governmental authorities.

h. Demonstrate your experience in the design, installation, and inspection of facility construction including fire sprinkler systems.

i. Demonstrate your experience in the writing of Department of Defense Unified Facility

Criteria in accordance with Mil-Std 3007F and UFC series 1-300-01.

All responses shall be submitted electronically to Mrs. Lisa Jones and Capt. Chase Lehocky at lisa.jones.31@us.af.mil and chase.lehocky.3@us.af.mil no later than Monday, 19 April 2021 @

2:00 PM CDT. Responses shall be no more than 15 pages (single spaced, front and back, no smaller than Times New Roman, font size 12 or equivalent). If submissions exceed the page count noted, the Government will only review the first 15 pages and disregard the remainder of the submission. Extraneous materials (brochures, manuals, etc.) will not be considered.
