STATEMENT OF WORK (SOW)

DEVELOP A TRI-SERVICE FIRE PROTECTION

ENGINEERING WORKING GROUP – GUIDE (TSFPWG-G)

FOR THE INSTALLTION AND QUALITY ASSURNACE OF

FLEXIBLE SPRINKLER DROPS

1. DESCRIPTION OF SERVICES

Contractor shall provide all services, labor, equipment, materials, travel, and associated services required to provide development of recommended industry best practices for the Tri-Service Fire

Protection Engineering Working Group – Guide (TSFPWG-G) and provide supplemental technical guidance for the installation, quality assurance inspection and acceptance/approval of flexible sprinkler drops. This will be a supplemental document to UFC 3-601-02 Operation and

Maintenance: Inspection, Test and Maintenance of Fire Protection Systems. The guide shall be prepared in accordance with (IAW) a sample TSFPWG-G (Attachment 1) based on the guidance in UFC 1-300-01 Unified Facilities Criteria (UFC) Format Standard (current version, unless otherwise specified). The TSFPWG-G shall include coordination with all appropriate DoD discipline working group members, Service Fire Protection Specialists, and AF Technical

Writers.

Since TSFPWG-Gs are the basis for response for foam fire suppression system activations, write them in a manner that will facilitate use on the job and avoid misinterpretations that may lead to legal complications.

Additionally, this TSFPWG-G will outline criteria requirements by providing cross references to industry standards, appropriate systems, and detailing the requirements that are either more restrictive or considered to be minimum acceptable levels of performance, operation, or maintenance that are unique to DoD.

Period of Performance (PoP): 12 months from date of award.

2. APPLICABLE DOCUMENTS

Contractor shall comply with all applicable (1) federal, state, and local laws, statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), and (2) Presidential Executive Orders, in effect on the date of issuance of the SOW, including TSFPWG-G, Unified Facilities Criteria (UFC) and Unified

Facilities Guide Specifications (UFGS). In addition, Contractor shall refer to the Air Force Civil

Engineer Center (AFCEC) Technical Services Quality Assurance Program, Guidance for

Contract Deliverables (GCD) as applicable (current version, unless otherwise specified). This

GCD is a reference document for use in the generation of contract deliverables. Any installation or location-specific documents are identified in individual task orders. The contractor shall be responsible for identifying and complying with all applicable requirements as they pertain to the individual project requirements of each task order. The most important technical references for this project include:

− MIL-STD-3007 (Latest Edition), Standard Practice for Unified Facilities Criteria and Unified Facilities Guide Specifications

− UFC 1-300-01 Unified Facilities Criteria (UFC) Format Standard (current version, unless otherwise specified).

− UFC 3-600-01 Fire Protection Engineering for Facilities

− UFC 3-601-02 Operation and Maintenance: Inspection, Test and Maintenance of

Fire Protection Systems

− T.O. 1-1-691 Cleaning And Corrosion Prevention And Control, Aerospace And

Non-Aerospace Equipment

− Other applicable documents located in Whole Building Design Guide (WBDG) at www.wbdg.org.

3. MANAGEMENT, PLANNING, AND REPORTING SERVICES

Contractor shall plan and manage all project activities, including the development, implementation, and maintenance of project schedules, events, status of resources, report(s) on the activities, and progress toward accomplishing project objectives. Document for government review and approval the results of the project efforts for the SOW.

− TSFPWG-G Outline

Contractor will submit an outline report that presents TSFPWG-G’s status, and updated monthly as needed, for consideration by the Government. The initial

TSFPWG-G outline will be provided to the Government for approval seven business days after award. The Government representatives will review the report to determine if Contractor’s approach needs to be modified before proceeding. The report shall include an executive summary, sample diagrams, systematic explanation method, consolidation and update development, and proposed references.

− Project Planning Chart (PPC)

Contractor shall prepare and submit an initial PPC for approval seven business days after award and updated monthly. The Government representatives will review the

PPC to determine if Contractor’s approach needs to be modified before proceeding.

The PPC shall detail the project schedule, deliverables, project milestones and status with Gantt charts, which shall depict percentage complete for each task.

− Project Flow Chart (PFC)

Contractor shall develop a flow chart which follows the entire process from first indication to complete return to service for the facility. The initial draft of this flow chart will be provided to the Government for approval seven business days after award, and will be the first deliverable under this effort. The flow chart will be used to guide the development of the separate chapters of the guide. It is expected the flow chart will evolve and be updated monthly as the individual chapters and process steps evolve. The Government representatives will review the PPC to determine if contractor’s approach needs to be modified before proceeding. The flow chart will become Appendix A in the final deliverable

− Contractor’s Progress, Status, and Management Report (CPSMR)

Prepare and submit a CPSMR on a monthly basis due by the 8th business day of each month to the Government. Include a summary of events occurring during the reporting period, discussion of performance, existing problem areas, identification of new or potential problems, corrective action taken, outstanding issues and an updated PPC. The Government will use this report to review and evaluate the overall progress.

− Meeting/Teleconference Support

Attend and/or support meetings and teleconferences as required by the Contracting

Officer’s Representative (COR) and/or AFCEC Program Manager (PM). The purpose of the meetings include, but are not limited to, contract discussions, progress reviews, publication reviews, project status, and the general exchange of information concerning current and future activities. Conduct and attend publication development progress review meetings (initial or “kick-off”, 30%, 60%, and 90%) or as specified by the Contracting Officer (CO). We normally will hold publication review meetings via teleconference. Contractor should submit meeting agendas no later than two business days before the respective meeting and meeting minutes no later than three business days after the meeting.

− Critical Issues Notifications

Notify the CO, COR, and AFCEC PM of critical issues, i.e., reports, production and/or delivery problems that may affect the contract performance, human health and/or environment. On critical issues, Contractor will make verbal notification immediately, followed by email/written notification within three calendar days of verbal notification.

− Worksite Coordination

Coordinate work site activities to ensure the protection of human health and the environment; the prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of work interruptions. Comply with

Occupational Safety and Health Administration (OSHA) safety and health regulations and local safety office requirements.

4. PUBLICATION DEVELOPMENT AND PRODUCTION

Provide research, update, rewrite, consolidation, production (text, graphics and/or photographic designs), and/or softcopy development for this TSFPWG-G. All parties involved will accomplish submittals, reviews and/or comments through the WBDG

Criteria Management System (CMS) (www.cms.wbdg.org ).

The TSFPWG-G will include not less than 4 chapters and two Appendix:

− Chapter 1: Introduction

Chapter 1 provides an introduction to define its content, applicability, and use and includes the overarching criteria or regulatory requirements. In general, Chapter 1 shall contain, at a minimum, the following sections:

− Background; Defines as to why the TSFPWG-G criteria is needed

− Purpose and Scope; Defines the purpose and scope of the TSFPWG-G criteria

− Applicability; defines the following:

i. applicable facilities, building or system types. In some cases, it may be necessary to include modifiers such as temporary, semi-permanent, non-http://www.cms.wbdg.org/

5 | P a g e permanent facilities that support Military Operations or non-DoD Tenant

Buildings on DoD Installations,

ii. triggers or exceptions, In some cases, such as Effective Date; Location

(example (example: CONUS, OCONUS, within or outside the United States and its territories); Occupancy (example: inhabited, primary gathering, billeting); Size (example: For buildings greater than 25,000 SF (2,322 m2);

Replacement cost (Do not use Plant Replacement Value (PRV)); or

Acquisition method (example: Military Construction, Public Private Venture, leases) it may be required to include applicable triggers or exceptions in the applicability, (example, Project or Criteria coordination requirements, waiver and exemption approval authorities (other than defined in MIL-STD-3007), Program or regulatory authorities, overview of a criteria or policy that are linked together to include their hierarchy, etc.)

iii. regulatory or functional authorities, Include the regulatory or functional authority for reference, coordination and waiver and exemption coordination.

These regulatory or functional authorities may be associated with a facility type or program.

iv. and other criteria. Additional paragraphs may be included in to reference overarching criteria, policy or regulatory requirements that are the basis for the requirements determination (example: Public Law, Executive Orders, DoD directives, Instructions, Manuals and Directive-Type Memorandums, Applicable regulatory requirements), − General Building Requirements; Refer to the UFC Template for the latest version of the standard paragraph.

− Cybersecurity; Refer to the UFC Template for the latest version of the standard paragraph.

− Glossary; A Glossary is mandatory for all criteria documents using acronyms other than “DoD,” “OSD,” or “U.S.”. The Glossary is always in the second to last appendix. When referring to the Glossary in text, always capitalize “Glossary.” List the acronyms, abbreviations and terms that are cited in the text to include the appendices. If the definition of a term has a source, provide citation using the “Insert

Citation” function of MS Word®. Refer to the UFC Template for the latest version of the standard paragraph.

− References; A reference list is mandatory for all criteria documents that refer to other documents or sources. The reference list is always in the last Appendix. List all publications cited in the text, including appendices in the reference list. Do not include references that are not referenced in the text. Refer to the UFC Template for the latest version of the standard paragraph.

The following Chapters will covers the technical requirements for the TSFPWG-G criteria.

− Chapter 2: General

This Chapter will covers the general background on flexible sprinkler drops, the appropriate uses and inappropriate uses; advantages and disadvantages.

− Chapter 3: Installation

This Chapter will cover the installation process for flexible sprinkler drops. If necessary there will be specific guidance on any differences in flexible sprinkler drops under different listing standards principally FM and UL in the United States and territories. Separate discussion sections will be provided for installations in partner nations using different listing/approval standards specifically European

Standards EU/EN; British Standards BS, Japanese Industrial Standards JIS will be addressed. A separate section will discuss the relationship between the flexible length and the degrees of rotation the drop is allowed to make to the sprinkler head.

A section will be included on the lubricants required to be used on flexible sealing components such as gaskets, o-rings, and seals. Visual examples of should be provided whenever possible to assist inspector with determination of correct and incorrect installations.

− Chapter 4: Quality Assurance Inspection

This Chapter will cover Q/A inspection process. The chapter should provide separate sections on each Q/A step

i. Installation

1. Discussion of what to inspect and when to inspect an item should be provided.

2. Visual examples (Photographs and/or drawings) of correct and incorrect installations.

a. Length to Rotation ratio

b. Visual indications of seals, gaskets, and O-rings.

c. Mounting to suspended ceilings.

d. Mounting to wood or metal framing or studs

e. Mounting through sheetrock ceilings

f. Mounting through metal decks

g. Use with sidewall sprinkler heads

3. Verification of torque requirements for fittings and bolts when required torque values are included in the listing or manufacturer’s installation instructions.

ii. Testing

1. Discussion of what features must be installed prior to each test.

2. Discussion of what indicates pass / fail for each test.

3. Visual examples (Photographs and/or drawings) of test failures should be provided when visual evidence is used to determine failure.

4. Visual examples (Photographs and/or drawings) of test process should be provided when required. [for example if a swab or moisture paper is used to detect leaks]

5. SUBMITTALS

Initial TSFPWG-G (0%)

Contractor will submit Initial Draft TSFPWG-G to include the approved outline. The Initial

Draft TSFPWG-G shall include the Outline, PPC and PCF for review. Contractor must format all TSFPWG-G content in accordance with UFC 1-300-01. The Government shall present, review and discuss all of their comments at meeting and determine if Contractor’s approach needs to be modified before proceeding.

Draft TSFPWG-G (30%)

Contractor will submit 30% Draft TSFPWG-G to include the approved outline. Contractor must format all TSFPWG-G content in accordance with UFC 1-300-01. The Government shall present, review and discuss all of their 30% comments at meeting and determine if

Contractor’s approach needs to be modified before proceeding.

Interim Draft TSFPWG-G (60%)

Contractor will submit 60% Draft TSFPWG-G to include all elements of the 30% and

Government comments included to 60%. Contractor must format all TSFPWG-G contentin accordance with UFC 1-300-01. The Government shall present, review and discuss all of their

60% comments at meeting and determine if contractor’s approach needs to be modified before proceeding.

Pre-Final TSFPWG-G (90%)

Contractor submit 90% TSFPWG-G to include all the elements of the 60% and Government comments included to 90%. The contractor must format all TSFPWG-G content in accordance with UFC 1-300-01. The Government shall present, review and discuss all of their

90% comments at meeting and determine if contractor’s approach needs to be modified before proceeding.

Final TSFPWG-G (100%)

Contractor submit 100% TSFPWG-G to include all the elements of the 90% and

Government comments included to 100%. The contractor must format all TSFPWG-G content in accordance with UFC 1-300-01 and the provided example. The Government shall present, review and discuss all of their 100% comments at meeting and determine if contractor’s submittal is complete per this SOW.

6. SUBMITTAL REVIEWS

Contractor shall submit 5 hard copies and one electronic copy of all Submittals.

Contractor will utilize approximately 45-day period for the consolidating/writing/updating the

TSFPWG-G at each stage above and a 30-day Government review period at each stage, by the DoD discipline working group members, Fire Protection Engineers and AF technical writers. The Government will provide Contractor with copies of the review comments or marked up drawings and documents via WBDG CMS, no later than the dates specified in this SOW. After the Contractor has incorporated Government comments into submittals, they will set up a TSFPWG-G review meeting. The review meetings shall be held at the earliest mutually acceptable time to resolve questions arising from the submittal or review comments usually via an electronic media platform allowing for the sharing of presentations and individual / group audio communications. The platform must allow for both internet and dial-in (audio only) access. Successful meetings have been conducted via

Cisco WEBEX, Microsoft Teams and Zoom.

7. COMMENT ANNOTATIONS

Contractor will annotate all comments, noting either the intent to incorporate the comment's direction, or the Contractor's exception to any comments. Contractor shall provide a brief but specific explanation for every exception. If the comment requires action other than that recommended, contractor shall note the intended alternative action.

Contractor will submit the final report summarizing the adjudication of each review comment within 30 business days of receipt of Government comments for all identified review stages. Annotate all comments, noting either the intent to incorporate the comment's direction, or the Contractor's exception to any comments. If the comment requires action other than that recommended in the comment, note the intended alternative action.

9. PRE-PERFORMANCE MEETING

AFCEC PM will host a Pre-Performance meeting after award on an agreed upon date via

Microsoft Teams to discuss services, schedule, documents, deliverables, expectations, and any other questions/comments.
