PROGRAM BACKGROUND

This is a non-personal services contract to provide internet and cable services. The 32d AAMDC requires continuous access to commercial television content and dedicated internet services to support mission command, situational awareness, and public affairs operations. As outlined in the PWS, the Command relies on commercial cable television to maintain real-time awareness of global events that influence operational decision-making, and requires commercial internet pathways for specific public affairs functions that cannot be executed on NIPR systems. The requirement includes providing television content to 17 digital receivers and maintaining two commercial internet connections, with services available 24 hours per day, 7 days per week, 365 days per year, and restoration of any service degradation within 24 hours or sooner.

Additionally, the Government must procure these services directly from the authorized provider, as certain commercial television and internet services cannot be resold through third-party vendors. Commercial Multiple-System Operator (MSO) providers often restrict redistribution of their television content and require direct contracting for service delivery. For the 32d AAMDC requirement, this means the Government must identify capable sources that can provide direct, non-resold television and internet services, including the necessary fiber delivery, technical support, and maintenance required to meet mission needs. This Sources Sought is intended to determine whether any qualified providers exist who can meet these requirements without violating proprietary service restrictions.

REQUIRED CAPABILITIES

The Contractor must demonstrate the capability to provide direct, non-resold commercial television and internet services, consistent with proprietary restrictions that prohibit third-party resale of certain MSO-provided content. Vendors must be able to deliver uninterrupted 24/7/365 service supporting 17 digital television receivers and two commercial internet connections, and must restore any service degradation or loss of content within 24 hours or sooner. Required capabilities include providing all personnel, equipment, fiber delivery, IP video handoff (or equivalent), technical support, and emergency response necessary to maintain continuous service. Vendors must be able to operate through Fort Bliss NEC-approved pathways, perform installations and maintenance under Government escort, and comply with all Federal, State, OSHA, Army, and installation regulations. Additionally, respondents must maintain an effective Quality Control Plan, support Government surveillance and Corrective Action processes, ensure 100% CTIP compliance, and provide trained personnel, including a designated Account Manager, who meet all security, access, and training requirements such as AT Level I and iWATCH.

If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization;

and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.

SPECIAL REQUIREMENTS:

Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures as per the installation SOP. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
