SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SECURITY

ADMINISTRATION AND ACCESS CONTROL SUPPORT SERVICES

INTRODUCTION

The Department of the Army 410th CSB, RCO Miami is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Security Administration and Control Access Support Services. The intention is to procure these services on a competitive basis.

INFORMMATION PERTAINING TO THIS REQUIREMENT.”

PROGRAM BACKGROUND

The United States Special Operations Command South (SOCSOUTH) has a need for Security Administration and Access Control Support Services to included supporting the implementation and development of SOCSOUTH’s personnel and physical security programs. In accordance with these assignments. In addition to controlling access to SOCSOUTH’s Headquarters (HQ) building via badge operation and electronic security monitoring.

REQUIRED CAPABILITIES

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Security Administration and Access Control Support as defined in this PWS. Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1).

If your organization has the potential capacity to perform these contract services, please provide the following information:

1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and

2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

[Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.]

The Government will evaluate market information to ascertain potential market capacity to:

1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated;

2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements;

3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and

4) provide services under a performance based service acquisition contract.

SPECIAL REQUIREMENTS: The following list provides some aspects that may be unique to Government and Department of Defense contracts. Only include those that are absolutely necessary.

• Personnel and Facility Security Clearances.

The Contractor shall possess and maintain a TOP SECRET facility security clearance from the Defense Security Service. Contractor employees performing work under this contract must have active personnel security clearances at either the TOP SECRET or SECRET level in Defense Information System for Security (DISS) at the time of the proposal submission, and must maintain the level of security required for the life of the contract. The Government will provide the DD Form 254 Contract Security for the Classification Specification as an attachment to the Solicitation. The DD254 willt be filled by the contractor. DD form will apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a (“Secret/Top Secret) Facility Clearance.

The Contractor shall ensure that Contractor employees performing services under this contract comply with FAR 52.204-2, Security Requirements, when the employee has access to information classified as “Confidential,” “Secret,” or “Top Secret.” The Contractor will ensure the employee complies with the Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DOD 5220.22-M), and any revisions to DOD 5220.22-M, notice of which has been furnished to the Contractor.

• Quality Control Plan (QCP):

The Contractor shall develop, implement, and maintain a QCP and program to ensure all work described in this contract is performed at or above the standard defined in the Performance Requirements Summary (PRS). The QCP is developed by the contractor for its internal use to ensure that it performs and delivers high-quality service. The contractor’s QCP is the means by which the contractor ensures all work complies with the requirements of the contract. The QCP identifies and corrects potential and actual problem areas throughout the entire scope of the contract. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The QCP shall be submitted within thirty (30) days of contract award.

• Background Checks:

The Contractor shall ensure contractor employees and subcontractor employees performing services under this contract have passed a security check conducted by the Host Nation Police Department of their residence or the State Police Department of their U.S. residence. Security checks that have been completed as part of a personnel security clearance background investigation, or a previous background check that was a condition of employment, meet this requirement. Documentation of these checks will be made available to the KO or COR within 10 days of request.

ELIGIBILITY

The applicable NAICS code for this requirement is 561210 (Facilities Support Services) with a Small Business Size Standard of $47,000,000. The Product Service Code is R699(Support – Administrative: Other). All 8(a) Businesses are encouraged to respond;

however, each respondent must clearly identify their business size in their capabilities statement. (When more than one NAICS code applies to the procurement, select the code that represents the preponderance of the effort.)

ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES

STATEMENT)

A draft Performance Work Statement is attached for review. (Attachment 1)

Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 12 pitch. The deadline for response to this request is no later than 2 pm, local time 11 October 2024. This documentation must address at a minimum the following items:

1.) What type of work has your company performed in the past in support of the same or similar requirement?

2.) Can or has your company managed a task of this nature? If so, please provide details.

3.) Can or has your company managed a team of subcontractors before? If so, provide details.

4.) What specific technical skills does your company possess which ensure capability to perform the tasks?

5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219- 14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking described in this Performamce Work Statemen(PWS) for the base period as well as the option periods.

6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, UED IDs number, etc.

7.) Respondents to this notice also must indicate whether they qualify as a, Small business 8(a)

8.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements.

The estimated period of performance consists of a base of nine (9 )months plus four(4) 12 year options with performance commencing in 17 April 2025. Specifics regarding the number of option periods will be provided in the solicitation.

The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement.

Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small- Business responses and conduct further market research to identify a subcontracting goal.

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Sandra Jeanlouis, in either Microsoft Word or Portable Document Format (PDF), via email sandra.jeanlouis.civ@mail.mil No later than Friday 11 October 2024 at 2 PM local time.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

No phone calls will be accepted.

All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
