Sources Sought Notice

INTRODUCTION

The Mission and Installation Contracting Command (MICC) – Fort Knox, KY is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry capabilities to prepare and deliver boxed meals for Syracuse Military Entrance Station (MEPS) located in Syracuse, NY.

The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND

This requirement is for the HQ United States Military Entrance Processing Command (USMEPCOM) located in North Chicago, IL. The Government anticipates awarding one single Firm Fixed Price contract for the Syracuse MEPS. This is a supply requirement for preparing and transporting boxed meals. A draft Product and Delivery Specification is provided with this announcement.

The anticipated period of performance for delivery purposes is 1 June 2022 through 31 May 2023 with two one-year option periods. The estimated annual quantity for this effort is 4,652 boxed meals for the base and option periods.

ELIGIBILITY

The applicable NAICS code for this requirement is 311991 Perishable Prepared Food Manufacturing. The size standard is 500 employees. The Product Service Code (PSC) is 8970 Composite Food Packages.

SUBMISSION DETAILS

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Casey Gean Boyd in either Microsoft Word or Portable Document Format (PDF), via e-mail to casey.m.boyd.civ@army.mil no later than 10:00 a.m. Eastern Standard Time (EST) on 23 March 2022 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

If your organization has the potential capacity to provide the required products, please provide the following information:

Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466- 3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the sam.gov notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the SAT. It does apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set-asides regardless of the dollar value of the award. See Federal Acquisition Regulation (FAR) 52.219-14.

All WOSB firms need to take action in beta.certify.sba.gov in order to compete for WOSB Federal Contracting Program set-aside contracts
