SOURCES SOUGHT SYNOPSIS
ENGINEERING STUDY
SIMPLE AIRCRAFT GROUND EQUIPMENT/GROUND SUPPORT
EQUIPMENT (AGE/GSE)
CAUTION:
This market survey is being conducted to identify potential sources that possess personnel from USAF training field 2A6x2 with extensive experience on USAF aircraft ground equipment (AGE) as well as an AGE maintenance facility, an experienced USAF engineer and the ability to quickly transport large equipment from Warner Robins AFB to their facility for resolution of simple obsolescence, reliability, performance, safety or corrosion control issues.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. The document(s) below contain a description of the “ENGINEERING STUDY
SIMPLE AIRCRAFT GROUND EQUIPMENT/GROUND SUPPORT EQUIPMENT
(AGE/GSE)” requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability. Attachment 1 is a PWS containing a description of the “ENGINEERING STUDY SIMPLE AIRCRAFT GROUND EQUIPMENT/GROUND SUPPORT EQUIPMENT (AGE/GSE)” requirement.
a. If, after reviewing Attachment 1, you desire to participate in the market research, you should complete the Contractor Capability Survey below, which allows you to provide your company’s capability. Provide documentation (PMs and AGE technicians DD Form 214s (or equivalent), Engineers resume, facility description pictures to include corrosion control/paint facility, transportation capability) that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this SSS is highly encouraged, but not required.
The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.
b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.
3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.
Please ensure that you provide a thorough response to each question. PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess personnel from training field 2A6x2 with extensive experience on USAF aircraft ground equipment (AGE) as well as an AGE maintenance facility, an experienced USAF engineer and the ability to quickly transport large equipment from Warner Robins AFB to their facility for resolution of simple obsolescence, reliability, performance, safety or corrosion control issues.
Our acquisition strategy is a five-year IDIQ contract (basic plus four option years) and will continue through FY21. As an IDIQ services contract there may be no tasks or many tasks worked as part of this effort and consequently the projected dollar value of the total contract ranges from $0 to a cap of $3M.
The effort will be one tool available to Government engineers to resolve obsolescence, reliability, performance, safety or corrosion control on legacy AGE systems by providing a mechanism for developing and proofing piece parts and/or processes needing to be evaluated prior to any USAF stock listing actions or tech data publication/instructions across the USAF.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide relating to legacy USAF AGE.
2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
3. What is your company’s number of current full time employees?
4. What is your company’s number of current part time employees?
5. Do you have reserve man power available?
6. Include a detailed listing of facilities and equipment.
7. Describe your capability and experience in corrosion control.
8. Describe your capacity to transport AGE up to 12,000 pounds.
9. Describe your process for achieving the response time required for equipment relocation when working to resolve CAT 1 DRs indicating endangerment of life and/or destruction of equipment.
B. Repair Questions:
1. Describe your company's past experience on previous projects regarding resolution of obsolescence, reliability, performance, and safety or corrosion control on legacy systems USAF legacy AGE. Where these actions a function of your core commercial business or under contract? If under contract include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
2. Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing sources problems?
3. Describe your process for maintaining inventory records and reporting on hand/in work balances and repair status to your customer.
4. Describe your personnel’s experience in simultaneously managing a multitude of AGE maintenance and repairs actions on diverse USAF legacy equipment.
5. Describe your personnel’s experience in providing instruction to USAF AGE maintainers.
