SOURCES SOUGHT SYNOPSIS

F-15 Classified Repair and Return Services

The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the qualifications for the repair and return of F-15 classified and unclassified items that require classified testing and/or software or have classified technical orders for the Royal Saudi Air Force (RSAF) F-15 Fleet. The contractor will be required to identify and provide logistics management services to certified Sources of Repair (SORs); and to sustain classified and unclassified items that require classified testing and/or software or have classified technical orders for RSAF F-15 assets. Knowledge, generation, and the capability to store classified information and/or Controlled Unclassified Information (CUI) are required for performance of the contract/order. The level of security clearance required is SECRET. Foreign participation in this requirement is not allowed.

The Contractor shall furnish all material, support equipment, tools, test equipment, and services. The Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a sub-contractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Contractors/Institutions responding to this market research are placed on a notice that participation in this survey does not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although “proposal” and “offeror” are used in this request for information, your response will be treated as information only. It shall not be used as a proposal.

(c) This solicitation (request for information) is issued for the purpose of market research in an effort to overcome barriers to competition for future requirements.

INSTRUCTIONS:

1. The document(s) below contain a description of the F-15 Classified Repair and Return requirement and a Contractor Capability Survey. The survey allows Contractors to provide their company’s capability. Attached for review is the Performance-Based Work Statement for this requirement.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

REQUIREMENTS DESCRIPTION

F-15 Classified Repair and Return Services This program provides logistical support and management services for classified F-15 RSAF repair & return (R&R), including unclassified components requiring classified testing, data or software.

This requirement description describes the services required for the Repair and Return (R&R) of classified items to support the Royal Saudi Air Force (RSAF) F-15 fleet: These services also include repair and return of unclassified items that require classified testing and/or software or have classified technical orders for RSAF F-15 C/D/S and SA components causing them to be treated as classified items. The Contractor shall be required to identify certified Sources of Repair (SORs) and provide logistics management services to sustain classified and unclassified items that require classified testing and/or software or have classified technical orders for RSAF F-15 assets. The Contractor shall maintain a flexible and cost-effective process for managing the repairs in response to the fluctuating needs of the customer. The Contractor may enter into various subcontracts to accomplish repair, modification, tracking, and return of components to the customer through the designated freight forwarder in a timely and cost effective manner. The Contractor shall maintain repair capability for all items and meet specified contract Turnaround Times (TATs) shown in Attachment 1. The Contractor shall maintain and provide access to a Management Information System (MIS) to process and archive historical repair data for all items repaired, modified, tracked, and returned from and to the designated freight forwarder throughout the contract’s Period of Performance (PoP) and update it as well. Services needed also include managing Beyond Economical Repair (BER) rate, ensuring quality of repair, tracking items in repair cycle, retention of shipping documents at SORs and updating repair cost. These services will allow US Government (USG) Program Office to execute a high-quality, cost effective, and timely Repair and Return program to support the Foreign Military Sales (FMS) customer’s missions and needs. These services provided will be severable.

Regarding Mission Capability (MICAP) and Urgent Repair Request: If the Contractor is notified of a MICAP or Urgent Repair Request, the Contractor shall expedite delivery of the next available serviceable item from the SOR to fill the MICAP or Urgent Repair Request. The Contractor shall provide an Estimated Shipping Date (ESD) for each item and provide tracking information to the USG PM. If requested, the Contractor shall attend periodic reviews to address MICAP and Urgent Repair Requests. Reviews will be held via phone or teleconference, as required by the PM.

Part II. Capability Survey Questions

A. General Capability Questions:

1) Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide as may be related to this effort. Include a description of your staff composition and management structure.

2) Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, periods of performance, agencies/organizations supported, and individual points of contact (Contracting Officer or Program Manager).

3) Describe your company’s capabilities for generating, handling, processing and storing classified material and data.

4) Describe your company’s capabilities and experience in generating technical data and engineering drawings. Identify what software programs are utilized to generate these data and what format are available for delivered items.

5) What is your company’s current maximum capacity per month for this particular type of requirement? Provide information on any facility reserves you may possess to increase capacity in the event of an immediate need due to critical operational mission requirements.

6) What quality assurance processes and test qualification practices does your company employ? Provide a description of your quality program (ISO 9001, AS9100, etc.).

7) Each NSN will have its own defined contractual turnaround time (TAT), what will your company do to promote quicker TATs for each NSN, even with ongoing obsolescence, hard to find, and long lead part issues?

8) Describe your process for maintaining inventory records and reporting on hand/work-in process balance and repair status to your customer.

9) Discuss any reverse engineering or item replacement opportunities that may be present.
