About this file
This document is a Sources Sought Questionnaire for a proposed 1.25 mile multiuse trail project located in Cape Hatteras, North Carolina. The National Park Service is seeking information from contractors to determine the appropriate solicitation method for the project. Responses are due by January 25, 2023.
The trail will have a 10 to 12 foot paved surface with some sections reduced to 8 feet to accommodate natural resources. It will start at the intersection of NC Highway 12 and run parallel to Lighthouse Road before continuing along a boardwalk path toward the Cape Hatteras Lighthouse and visitor center. Five locations for rest areas will be integrated along the alignment. The project requires compliance with accessibility standards and protection of adjacent wetlands. Insurance, performance and payment bonds, and a construction warranty will be required. Respondents are asked to provide details of relevant past project experience, bonding and insurance capacity, and commitment to submitting a proposal if a design-bid-build solicitation is issued in June 2023 for completion by May 2024.

Sources Sought Questionnaire – Design Bid-Build
Project Description and PMIS: CAHA 158701 This proposed multiuse trail is approximately 1.25 miles with a 10 to 12-foot multipurpose paved trail with sections reduced to 8-feet, if required, to accommodate natural resources and other site/budgetary constraints. The trail starts from the intersection of NC Highway 12 and runs parallel to Lighthouse Road up to Forest Road and then along the move path toward the Cape Hatteras Lighthouse and Cape Hatteras visitor center. A 5-feet wide grass shoulder separates the trail from the road. The trail’s cross section, slopes, alignment, and surface must meet the Architectural Barriers Act (ABA) requirements. The adjacent road will need to allow single lane tracking with maintenance of traffic during the construction period. Wetlands adjacent to the proposed trail will need to be protected. The project will integrate approximately five locations for wayside exhibits/rest areas along the trail alignment.
