This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses.
Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy.
The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.
Additional Information: No proposal package, solicitation, specification or drawings are available with this notice.

Project Description:
Project Scope:
This proposed construction of a multiuse trail is approximately 1.25 miles with a 10 to 12-foot multipurpose paved trail with sections reduced to 8-feet, if required, to accommodate natural resources and other site/budgetary constraints. The trail starts from the intersection of NC Highway 12 and runs parallel to Lighthouse Road up to Forest Road and then along the move path toward the Cape Hatteras Lighthouse and Cape Hatteras visitor center. A 5-feet wide grass shoulder separates the trail from the road. The trail’s cross section, slopes, alignment, and surface must meet the Architectural Barriers Act (ABA) requirements. The adjacent road will need to allow single lane tracking with maintenance of traffic during the construction period. Wetlands adjacent to the proposed trail will need to be protected. The project will integrate approximately five locations for wayside exhibits/rest areas along the trail alignment.
Project Conditions:
The anticipated material is concrete with the option to explore the cost of asphalt.
There is a potential for 2’ excavation and refill.
There is a potential for requiring the use of track driven box paver/slipform sidewalk paver (no forms) The project is located at Cape Hatteras National Seashore, North Carolina.
The construction magnitude is $1 million to $5 million.
The surrounding area is rural with staging located at/in the park.
Construction materials are approximately 60 miles from the project site.
Lodging is located in Buxton within 10 miles of the project site.
The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.
The site requires protective measures for the wetlands and trees to ensure their protection.
The anticipated period of performance of 270 calendar days including any potential weather shutdown.
Winter construction may be required.
Construction work may be restricted to weekdays (M-F) and limited between the hours of 7 AM and 5 PM (exceptions may apply).
Submittal Contents:
Interested (small and large) businesses must submit the following information:
1) The attached “Sources Sought Survey Question” word document, completed by the interested business.
2) Company name, Cage code number, address, point of contact, telephone number, and email address.
3) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.) Misrepresentation of size status can result in penalties.
4) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.
5) Information demonstrating experience and capability on projects of same or similar size, scope and magnitude, and constructed under similar conditions.
6) In addition businesses may submit existing marketing materials such as capability statements and brochures.
