About this file

This is a Sources Sought notice from the Department of State seeking information from potential contractors for utilities construction work at the New Embassy Compound (NEC) in Ulaanbaatar, Mongolia. The project involves construction of multiple utility systems on a 4.01-hectare site in the Suruga district, including: 250 meters of sanitary sewer, 275 meters of combined potable water and heated water lines, 625 meters of storm sewer with lift station, and 3.5 km of electrical conduit trenching for power feeders.

The response deadline is January 21, 2025 at 3:00 PM EST. Responses must be submitted electronically to GreeneDL@state.gov and should not exceed 10 pages, including a capabilities statement and notional pricing. While no contract will be awarded directly from this Sources Sought, the government indicates that if a solicitation moves forward, it would likely be a Cost-Plus-Incentive-Fee (CPIF) contract. The work involves complex utility infrastructure including two sets of 10KV/3 phase power systems, 900mm storm sewer pipes, and coordination with local standards and existing school infrastructure. All utility work must connect to municipal systems and include shut-off valves for future NEC building connectivity.

8.0 Statement of Work

1. PROJECT OVERVIEW

1.1.1 Project Location and Description

The project is located on 4.01 hectares (9.9 acres) in the Suruga district. The official project address is 18th Khoroo, Khan-Uul District, Ulaanbaatar, Mongolia. The site is an undeveloped greenfield. The land parcel is relatively flat with some vegetation and slopes gently from east to west. The property is bounded along its perimeter by two major roads, Japan Town Street (a major street) to the north, across from the National Park and Olympic Avenue to the east. The

Chiggins khan international airport is located approximately 47 kilometers (30 miles) southwest of the site.

2. TASK AND DELIVERABLES

2.1.1 Sanitary Sewer

The Contractor shall construct approximately 250 meters of sanitary sewer. Project begins in the northwest corner of the subject property with a terminal manhole, 18th Khoroo and conveys north across Japan Town Street and then northward through the International School of

Ulaanbaatar property between the field and the primary school building and ties into the existing municipal sanitary sewer in Niislel Khuree Ave. The proposed sewer line shall be constructed below the frost depth for Ulaanbaatar and shall have slope and size to meet demand requirements for both the Embassy and the school. The project involves the replacement of the existing sanitary trunkline for the school. Therefore, the line shall re-connect and have proposed access connection manholes for each existing school lateral. The sanitary work within the limits of the school shall be constructed and restored to existing conditions within the summer break schedule of the school (6 weeks). Projected sizing is 250mm diameter.

2.1.2 Portable water and Heated water (Steam)

The Contractor shall construct approximately 275 meters of potable water line and heated water line in a combined trench. The construction is generally in the shape of a “T”. Depth below frost line is not required as the heated waterline will keep the waterline from freezing. The project starts with a connection to the existing municipal potable water and heated water line at Olympic

Avenue. It continues west across Olympic Avenue and along the southern edge of the school property to the parking lot. There, it splits. Northward ties into the existing school potable water and heated water line. Southward it crosses Japan Town Street to the northwest corner of the subject property, 18th Khoroo where a terminal connection is provided for the future project to connect. The utility lines shall be sized to meet the demand of both the school and the embassy.

Projected sizing is of 200mm for the heated water lines where combined and

150mm where split and for 150mm for the potable water where combined and 100mm where split.

Contractor shall install shut-off valves at the NEC site for future connectivity to the NEC Utility building for each utility service tie-in.

2.1.3 Storm Sewer

The Contractor shall construct approximately 625 meters of storm sewer including a lift station.

The storm begins in the northwest corner of the adjacent property to 18th Khoroo and continues along Japan Town Street until it reaches 18th Khoroo. From there, it stays on the adjacent property staying a fewe meters away from the western and southern property lines of 18th

Khoroo. As the line approaches Olympic Boulevard, a lift station shall be constructed to convey across Olympic and into the existing municipal storm system. The projected depth of the gravity storm sewer is 2 meters deep at its shallowest and 4 meters deep at its deepest point before being lifted up with a triplex pump system to a depth of less than a meter. The projected size of the gravity pipe is 900mm. The system is projected to have 8 access manholes.

2.1.4 Electrical Power Trenching

The Contractor shall develop design drawings and specifications and to construct approximately

3.5 KM of electrical conduit. There are two proposed feeders that share a route from the northwest corner of the site, 18th Khoroo and along Japan Town Street across Olympic

Boulevard. From there, the routes split north and south. The entirety of the southern route is about 700 meters and then travels along the park on the east side of Olympic and then crossing back across Olympic to a substation in the nearby development. The northern route travels north and then east along the park and is a total distance of approximately 2700 meters to substation.

The conduits shall be concrete encased.

Additional information on power feeders:

- Main feeder(s) - Primary: length approx. 2.7 km +/-; 2 sets of 10KV / 3 phase system. One set from 10KV switch 10 KV transformer and one set from 32 KV-10KV transformer switch located in same main station. Note: 2 sets required from substation is based on Local Authority standard.

- Secondary feeder(s): Length approx. 700m; 2 sets of 10KV/3 phase system. Note: 2 sets required from substation is based on Local Authority -Distribution standard.
