About this file

This is a Sources Sought Notice for market research purposes issued by the FDA's Center for Drug Evaluation and Research. The FDA is seeking one newly manufactured benchtop automated liquid handling platform to be delivered to the White Oak Campus in Silver Spring, Maryland, with delivery required within 30 days of award and installation completion within 90 days of delivery. The platform must fit within a biosafety cabinet measuring 46 inches wide by 24 inches deep by 30 inches high while supporting 120 pounds, and must feature interchangeable 96-channel or 384-channel pipetting heads with independent tip pickup capability, a minimum 15-position deck, and the ability to dispense 0.1 to 200 microliters with accuracy and precision no worse than 5% deviation. The system must include a dedicated Windows control computer, instrument control software capable of generating custom protocols, adaptors, attachments, technical documentation, a minimum 12-month manufacturer warranty, preventative maintenance, installation services, and on-site operator training for up to three personnel. The Agilent Technologies Bravo Automated Liquid Handling Platform has been identified as meeting the requirement, though equivalent items meeting all salient characteristics will be considered.

Responses must be submitted by the due date listed on SAM.gov using the Vendor Response Form in native Microsoft Excel format (.xlsx) along with a capability statement not exceeding five pages in PDF format. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee size standard, and the PSC code is 6640 (Laboratory Equipment and Supplies). This notice serves two purposes: to identify sources capable of supplying domestic end products in support of Buy American requirements and to determine whether sufficient small business concerns exist to support a set-aside decision. Responses will inform the acquisition strategy but are not commitments to award a contract. This is market research only, and the Government will not pay any response costs or return submissions.

The Government will not pay any costs incurred in responding. Responses will not be returned and respondents will not be notified of results. Not responding does not preclude participation in any future solicitation, which, if issued, will be posted to SAM.gov.

This notice has two purposes: (1) to identify sources of any business size capable of supplying domestic end products meeting this requirement, in support of the Government's obligations under the Buy American statute and RFO Part 25; and (2) to determine whether capable small business concerns, whether as manufacturer, OEM, authorized distributor, or reseller, exist in sufficient number to support a set-aside under RFO Part 19. Responses will inform the acquisition strategy, including the set-aside decision and any domestic availability determination, and may be summarized in market research documentation posted publicly with a proposed nonavailability waiver, if applicable. Do not submit proprietary pricing; mark any confidential business information clearly.

2.0 DESCRIPTION OF REQUIREMENTThe U.S. Food and Drug Administration requires one (1) newly manufactured benchtop automated liquid handling platform, including a dedicated Windows control computer, instrument control software, adaptors, attachments, installation, user training, technical documentation, a minimum 12-month manufacturer warranty, and ancillary preventative maintenance. The platform must fit and operate within a biosafety cabinet measuring 46 in. W x 24 in. D x 30 in. H that supports 120 lbs without disrupting enclosure airflow; perform serial dilutions across or down a plate using standard disposable tip heads; use interchangeable 96-channel or 384-channel pipetting heads with independent tip pickup capability; provide a minimum 15-position deck; dispense 0.1 to 200 microliters with accuracy and precision no worse than 5% deviation; be configurable for future shaking, heating, cooling, and filtration; support standard 96-well and 384-well microplates; and operate under ambient conditions of 5 to 40 degrees Celsius and 10 to 90 percent relative humidity, non-condensing. The system must include a controller and perpetual workstation-bound software capable of generating custom protocols. Delivery is required within 30 days of award to the FDA White Oak Campus in Silver Spring, Maryland, with installation completed within 90 days of delivery. Installation includes placement, leveling, electrical connections, computer/workstation setup, software installation, calibration, system verification, operational qualification testing, and installation qualification documentation. On-site operator training for up to three personnel is required. The Government has identified the Agilent Technologies Bravo Automated Liquid Handling Platform as a product that meets the requirement. The brand name is referenced for descriptive purposes only; equivalent items that meet all stated salient characteristics will be considered.

If a distributor or reseller, identify the manufacturer(s) of the end items you would supply and provide evidence of authorized distribution, if available.

5.2. If you are a small business that is not the manufacturer of the end item, state whether you can supply end items manufactured by a small business concern in the United States, consistent with the nonmanufacturer rule (13 CFR 121.406), and identify that manufacturer if known. If you would supply the product of an other than small or foreign manufacturer, state this clearly.

5.3. 6.0 DOMESTIC MANUFACTURE AND AVAILABILITY QUESTIONSAll respondents shall answer, regardless of business size.

6.1. Identify the country (or countries) in which the offered end item is manufactured and the operations performed at each location.

6.2.
