About this file
This document is a Sources Sought/Request for Information (RFI) issued by US Army Special Operations Command (USASOC) for the Joint Human Domain Integration Training Program under contract number H92239-26-R-E010.
The Government seeks to identify vendors capable of delivering specialized Joint Human Domain Integration/JNAT training to the 95th Civil Affairs Brigade at Fort Bragg, North Carolina. Required vendor capabilities include: on-site training execution at Fort Bragg without travel or relocation delays; instructors and subject matter experts with extensive Special Operations Forces (SOF) backgrounds and direct JNAT program experience; a mature curriculum exceeding commercial off-the-shelf instruction with tactical-level scenario development and SOF-specific practical exercises; ability to immediately adapt training methodologies to specific Geographic Combatant Command regions and emerging 95th CA Brigade mission sets without lengthy post-award curriculum development; immediate execution capability upon contract award with fully developed coursework and qualified personnel ready for zero ramp-up time; and an active Secret Facility Clearance with assigned personnel possessing active Secret clearances and Top Secret eligibility for Alternative Compensatory Control Measures (ACCM) access. Interested vendors must submit responses by 9:00 AM EDT on Friday, May 29, 2026, via email to Jonathan.long.civ@socom.mil. Responses should include company information, UEI, applicable NAICS codes, business size designation, and a two-page capability statement addressing all seven specified evaluation questions regarding execution, personnel qualifications, curriculum development, regional adaptation, past performance, and security clearances. Current market research indicates only one vendor can fulfill this requirement; USASOC intends to negotiate on a sole source basis with Obsidian Solutions Group, LLC, located in Fredericksburg, Virginia, provided no other capable sources respond to this RFI.

SOURCES SOUGHT / REQUEST FOR INFORMATION / NOTICE OF INTENT TO SOLE SOURCE
US Army Special Operations Command 95th Civil Affairs Brigade Special Operations (SO) (A) Joint Human Domain Integration Training Program H92239-26-R-E010
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A REQUEST FOR
INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), invitation for bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the RFI. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in the solicitation.
The essential capabilities outlined in this Sources Sought / RFI are as follows:
Capability Area Required Vendor RFI Responses
On-Site Execution (Fort Bragg, NC)
The Government will provide the training facility located on Fort Bragg, NC. The vendor must demonstrate the ability to deliver the entirety of the training on-site. The vendor must possess the logistical capability and personnel availability to support immediate, daily instruction at Fort Bragg without travel or relocation delays.
Specialized SOF & JNAT Expertise
The vendor must provide evidence that their Instructors and Subject Matter Experts (SMEs) possess extensive Special Operations Forces (SOF) backgrounds and direct, verifiable experience executing the Joint Human Domain Integration/JNAT program.
Tactical-Level SOF Integration
The vendor must prove they possess a mature, comprehensive curriculum that goes beyond standard commercial off-the-shelf (COTS) training. Responses must show the ability to conduct tactical-level scenario development, exercise design, and practical application specifically for SOF units.
Dynamic Regional Tailorability
The vendor must demonstrate how their methodologies and curriculum can be immediately adapted to specific Geographic Combatant Command (GCC) regions and emerging 95th CA BDE mission sets without requiring a lengthy curriculum development phase.
Immediate Execution (No Ramp-Up)
Due to urgent mission readiness requirements tied to Joint Requirements Oversight Council (JROCM) directives, the vendor must demonstrate the capacity to begin execution immediately upon contract award, with fully developed coursework and qualified personnel on hand.
Security Clearances (Facility & Personnel)
The vendor must possess an active Secret Facility Clearance (FCL) at the time of submission. Assigned personnel must possess an active Secret clearance and maintain eligibility for Top Secret (TS) to satisfy Alternative Compensatory Control Measures (ACCM) access requirements.
Current market research shows that there is only one vendor capable of fulfilling the requirement. However, it is the Government’s intent to include responses to this Sources Sought when making its final determination to negotiate on a sole source basis.
INTERESTED SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT shall submit documentation addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the
Government. Contractors interested in providing this service should be registered in the System for Award Management (www.sam.gov).

Commercial Off-The-Shelf (COTS) instruction? Describe your established methodology for integrating tactical-level scenario development and SOF-specific practical exercise design into the coursework.

5. Immediate Execution Capability: Can you demonstrate the capacity to begin immediate execution upon award, with fully developed coursework and qualified personnel already on hand, accommodating zero ramp-up time?
6. Relevant Past Performance: Provide at least one (1) relevant contract number where your company has delivered this specific level of integrated Human Domain training and JNAT expertise to DoW Special Operations Forces.
