About this file

This is a Sources Sought announcement issued by the Buckley Space Force Base 460th Contracting Squadron for cooling water repair and fortification materials. The announcement seeks market research information to determine contractor availability and capability for providing three distinct material packages: (1) Elbow and Pipe Repair Package consisting of carbon steel pipe repair clamps in various sizes and angles rated for 60 PSI minimum water pressure with 3-Layer Polyethylene coating and compliance with ASME PCC-2, ISO 24817, and ASME B13 standards; (2) Pipe Freezing Kit utilizing liquid carbon dioxide to freeze stationary water, capable of forming dry ice at -109°F or colder, supporting pipes from 3/8-inch to 10 inches in diameter with high-pressure hoses of at least 16 feet length; and (3) Carbon Fiber Composite Reinforcement Package consisting of a field-saturated composite system with carbon fiber cloth and two-part epoxy designed to seal leaks in steel pipe at continuous temperatures up to 200°F with cured ply thickness of at least 0.0105 inches, also compliant with ASME standards.

All materials must be new, commercial-off-the-shelf (COTS) products delivered as a single consolidated delivery and meet Energy Star or Federal Energy Management Program (FEMP) requirements. The announcement explicitly states that no quotes are being solicited and unsolicited quotes will not be accepted, as this market research will inform the procurement method determination. Interested vendors must submit questions and capability statements via email by 9 April 2026 to SSgt Ethan Sullivan (ethan.sullivan@spaceforce.mil) and TSgt Mathew Kennedy (mathew.kennedy.24@spaceforce.mil). The government requests responses addressing delivery timelines (with a required delivery of no later than 3 days after order receipt), NAICS codes, certifications, pre-priced contract vehicles, warranty terms, company information including CAGE/DUNS numbers, GSA schedule authorization, requirement clarifications, pricing (ROM), feasibility of the 3-day timeline, and whether site visits are necessary.
