About this file

This document is a Sources Sought notice issued by the Department of Veterans Affairs Syracuse VA Medical Center for a Police Software Upgrade. The procurement seeks to identify potential suppliers for ScoutCare Software, specifically the ScoutCare - T1 version, which includes software maintenance, 24/7/365 technical support, and web portal access. The solicitation targets manufacturers, distributors, and potential vendors under NAICS code 541519 (Other Computer Related Services) with Product Service Code 7A21 for business application software.

Responses are due by 12:00 PM EST on November 7, 2025, and must be submitted via email to Erskine.Shoulars@va.gov. Potential respondents are required to provide detailed information including company details, small business program eligibility, capability statements, and answers to specific questions about their business size, manufacturing location, distribution channels, and federal contract holdings. The sources sought notice emphasizes that this is a market research effort for a potential future acquisition of a brand name, made-in-America software product, and is not a formal solicitation. The government will use the responses to determine the appropriate acquisition strategy for the ScoutCare Software upgrade.
