About this file

This is a Sources Sought document issued by the National Science Foundation (NSF) for market research purposes regarding support services for the National Center for Science and Engineering Statistics (NCSES).

NSF is seeking qualified vendors to provide tabulations and analysis of value-added production data and international goods trade data. Specifically, vendors must demonstrate capability in: (1) providing annual nominal and real value-added output tabulations for all industries, including knowledge and technology intensive (KTI) industries, using International Standard Industrial Classification (ISIC) Revision 4 classification for the US and at least 75 countries for 2002-2026, with regional sub-totals and ratios; (2) calculating value-added output for specific ISIC Revision 4 industries J582 (Software publishing) and C325 (Medical and dental instruments and supplies); (3) providing annual goods (merchandise) export and import tabulations for all ISIC Revision 4 industries across at least 75 countries including the United States for 2002-2026, with methodology indicating harmonized system (HS) product codes mapped to each ISIC industry; and (4) formatting tabulations with both countries in rows and industries in columns, and alternatively with industries/countries in rows and all years in columns. The anticipated NAICS code is 541990 (All Other Professional, Scientific and Technical Services) with a $19.5 million size standard. NSF encourages responses from all qualified businesses, including small businesses in all socioeconomic categories. Responses must not exceed 5 pages, be submitted in 12-point Times Roman font, include corporate information (company name, address, representative contact, UEI number, and applicable contract vehicles such as FSS, BPAs, or ID/IQ contracts), and demonstrate capability through detailed answers to the specified questions. No cost or price information should be submitted. Responses are due by July 15, 2026 at 12:00 PM ET and must be emailed to Derek Bowks at dbowks@nsf.gov. This is for market research purposes only and does not constitute a solicitation or commitment by the government to award a contract.
