CLINIC OPERATIONS

Yellowstone National Park

This is a “Sources Sought Notice” for the purpose of conducting market research, and obtaining industry information ONLY. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Proposals are NOT being requested, nor accepted at this time. The purpose of this synopsis is to obtain information from businesses that would be interested and capable of providing the types of services noted below. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The

National Park Service (NPS) will use information obtained through this sources sought as well as other market research to develop an acquisition strategy.

The National Park Service in the Intermountain Region is conducting market research to determine the availability of small businesses, certified 8(a), HUBZone, Woman-owned, and Service Disabled

Veteran-Owned Small Business sources with current relevant qualifications, experience, personnel, and capability of providing the Operation of Outpatient Treatment Facility for On-Site Medical Services at Yellowstone National Park, Wyoming. The North American Industry Classification System (NAICS)

Code is 621498. The small business size standard is $22 million annual gross receipts.

The anticipated contract period is a base year plus four (4) one-year options.

The work will consist of total operation of one year-round and two seasonal Government-owned medical clinics to provide ongoing primary, urgent, and community health care to Park and local community residents, employees, and visitors. Patient visits can exceed 7,500 per year. Contractor must provide at 90% of the services to meet patient and community needs, accept a broad range of payment forms, provide pharmaceutical services necessary to support clinic operations and the common needs of patients, provide janitorial services to maintain the clinics, manage medical waste, and related operations. Contractor must be able to demonstrate past experience operating similar clinics. The

Government will use responses to this sources sought announcement to make appropriate acquisition decisions. A decision will be made whether to issue the solicitation as a set-aside for 8(a), HubZone, Woman-Owned, or Service-Disabled Veteran-Owned contractors, or whether to issue a solicitation as full and open competition.

The Government invites contractors with the experience and capabilities to submit the following information:

1) Company name, address, point of contact name, phone number, e-mail address, and DUNS #.

2) The North American Industry Classification System (NAICS) code is 621498, All Other Outpatient

Care Centers; the largest a firm can be and still qualify as a small business for Federal Government programs under NAICS code 621498 is no larger than $22 million average annual receipts.

4) Please submit a brief Capability Statement (no more than 10 pages) consisting of appropriate capability documentation and references with enough information to demonstrate to the NPS that your company can provide the services. Respondents must include references and a capability statement for at least two (2) projects/contracts within the preceding three years that are similar in scope and magnitude. For each reference include the company name and title, telephone number, and point of contact. Indicate whether your firm was the prime contractor or subcontractor on other similar projects. Respondents shall provide a list of projects by contract numbers, project titles, dollar amounts, project completion dates, overall performance ratings and evidence of the following specific capabilities:

a. Provide examples of contracts successfully performed as a prime contractor within the preceding three years of similar size, scope and complexity as the work indicated above. Indicate project specifics and provide references with names and phone numbers.

b. Provide proof of SBA certification, or similar, for 8(a), HubZone status, Woman-Owned, or Service Disabled Veteran-Owned small business firm.

The capabilities statement request is not a Request for Quotations, Request for Proposals or Invitation for

Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding your company’s ability to provide the services listed above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted

Procurement.

5) Provide any additional feedback that you feel is relevant (e.g., problems or any other issues experience with similar contracts).

The subject line of the email shall state: YELL CLINIC-SOURCES SOUGHT. The Government is under no obligation to consider information received after 9 April 2021 as part of the formal market research for this or any future acquisition that may be contemplated. Telephone calls will not be accepted requesting a bid package or solicitation. At this time, there is no bid package or solicitation. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations may be made.

Firms responding to this sources sought announcement who fail to provide all of the required information may not be considered by the Government in making the acquisition decision, which is the intent of the sources sought announcement.

This posting is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the market research.
