Anticipated NAICS Code: 334516 – Analytical Laboratory Instrument Manufacturing
1. INTRODUCTION/BACKGROUND
The Mission and Installation Contracting Command (MICC), U.S. Army Dugway Proving Ground (DPG), is issuing a Sources Sought Notice to identify potential sources capable of providing brand-name specific Affinisep USA, LLC. Solid Phase Extraction (SPE) sampling media.
The Applied Sciences Division requires these critical support consumables to support chemical agent testing. From 2021-2023, these specific items underwent an extensive, multi-year Verification and Validation (V&V) process, resulting in formal authentication by DoD customers (JPM-CBRND-P and CBRN-TEO) for use in official Programs of Record.
Accurate and consistent performance of these specific pads is an operational necessity to maintain ISO 17025 laboratory accreditation and ensure the validity of Low Volatility Agent Permeation (LVAP) testing data.
2. SCOPE OF WORK
The Government is seeking information from contractors capable of supplying the exact brand-name Affinisep items listed below, inclusive of specialized shipping and handling.
Equipment/Supplies to be Procured:
• 13 Packs: [SPE-Disks-Bio-DVB-47.20-NF] AttractSPE® Disks Bio - SDB SPE Disks for molecular biology purpose with PS-DVB sorbent, 47mm diameter, 20/pk
• 2 Packs: [SPE-Pads-DVB-Bio-T1.100x200.40] AttractSPE® Custom Made 102-Bio PS- DVB for biomolecular application Pads 10x20cm - 40/pk
• 3 Each: Pelican Protective Containers
• 1 Lot: Specialized Administrative and Shipping
3. SPECIFIC REQUIREMENTS / SALIENT CHARACTERISTICS
Interested vendors must demonstrate the capability to meet the following strict requirements:
A. Exact Brand Name Compliance Due to the multi-year V&V process and formal DoD Program of Record authentication, only the Affinisep USA, LLC. brand possesses the unique adsorptive capacity, material purity, and consistent performance required. No substitute brands or "or-equal" products will be accepted, as they would invalidate scientific test results and violate established ISO 17025 procedures.
B. Single Lot Traceability To comply with ISO 17025 accreditation and eliminate batch-to-batch variability, all 13 packs of disks and 2 packs of pads must originate from a single, documented production lot.
C. Direct-from-Manufacturer Integrity & Shipping To prevent chemical degradation, the items must be shipped in protective Pelican containers directly from the manufacturer (Affinisep) to the DPG end-user. Procurement or handling through third-party distributors introduces unacceptable risks of improper storage environments, which compromises the media's chemical integrity. The vendor must guarantee this direct, controlled shipping chain.
D. Delivery Timeline All items must be delivered to Dugway Proving Ground no later than September 30, 2026.
