About this file

This is a Sources Sought Notice and Request for Information (RFI) issued by the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), seeking qualified U.S. vendors to procure, deploy, and support a body-worn camera (BWC) pilot program for the Suriname Korps Politie Suriname (KPS) operating under the Suriname Ministry of Justice and Security. The RFI is issued solely for market research and acquisition planning purposes and does not constitute a solicitation or obligate the Government to issue a solicitation or award a contract. Responses are due by September 18, 2026, at 5:00 PM Eastern Daylight Time via email to Jake Collins (CollinsJP@state.gov) with subject line "RFI - Suriname Body-Worn Cameras," and responses must not exceed 20 pages excluding cover page and table of contents.

The anticipated requirement involves designing, procuring, deploying, and supporting a comprehensive 12-month pilot BWC program based in Paramaribo that encompasses camera procurement, evidence-management system deployment with hybrid data storage architecture enforcing strict data localization and zero cross-border data exposure, KPS personnel training (officer, supervisor, evidence-officer, investigator, and IT/security levels), and technical support culminating in government acceptance. Respondents must provide an estimated price range for 100 body cameras on a firm-fixed-price basis including all-in total cost of ownership, device replacement, maintenance, training, technical support, and hybrid data storage, and must identify their NAICS code, business size, and socioeconomic status. To be eligible for any resulting solicitation, vendors must possess a current CAGE Code, valid Unique Entity Identifier (UEI), be actively registered in the System for Award Management (SAM), and not appear on the Excluded Parties List. Responses should address technical and operational capability, relevant experience with BWC or law enforcement technology deployment, core competencies, realistic 12-month performance timelines, pricing assumptions, existing contract vehicles (GSA FSS, GWACs, IDIQs), and recommendations regarding risk areas, feasibility concerns, and quality assurance approaches for the pilot program.

SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION (RFI)

Title: Body-Worn Camera Pilot – Surinamese Ministry of Justice and Security Notice Type: Sources Sought / Request for Information (RFI) Agency: U.S. Department of State

1. DESCRIPTION

This is a Sources Sought Notice / Request for Information (RFI) only.

The U.S. Department of State (DOS) seeks information from qualified and interested U.S. vendors capable of procuring, deploying, and supporting a small-scale body-worn camera (BWC) pilot program for the Suriname Korps Politie Suriname (KPS), under the Suriname Ministry of Justice and Security (MOJS), in accordance with the attached draft Statement of Objectives (SOO).

In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes. The Government will not reimburse any costs incurred in responding to this notice or in providing follow-up information.

The Government does not commit to issue a solicitation or award a contract based on this announcement. Responding to this RFI is not a prerequisite for participation in any future solicitation.

2. PURPOSE

The Government seeks to:

1. Obtain vendor capabilities information. INL seeks to contract a U.S. vendor to design, procure, deploy, and support a pilot BWC program for KPS in Paramaribo, Suriname. The project encompasses camera procurement, evidence-management system deployment, KPS personnel training, and technical support over a 12-month period, culminating in government acceptance of all equipment and systems, as described in the draft SOO.

2. Obtain industry feedback on draft requirements (technical, operational, and commercial), including feedback on the condensed technical specifications, hybrid evidence-storage architecture, and best-value evaluation approach outlined in the draft SOO.

3. Inform the acquisition strategy and potential solicitation approach, including the firm-fixed-price contract structure and 12-month period of performance with no option years.

The Government requests focused, requirement-specific input. Generic marketing materials or generic capability statements will not be considered responsive to this notice and will not be considered.

3. ANTICIPATED REQUIREMENT (SUMMARY)

Background Suriname's MOJS has identified body-worn cameras as a priority tool to strengthen evidence collection, officer accountability, public safety, incident documentation, transparency, and de-escalation. The KPS currently lacks a standardized BWC system, and no formalized national BWC Policy governing recording practices, evidence retention, or data protection is yet in place. Deploying a well-designed pilot in Paramaribo - KPS's principal operational hub - will allow the government to test technology performance, evidence-management workflows, and training approaches under real operating conditions before committing to a national-scale investment.

Scope of Objectives INL seeks to contract a U.S. vendor to design, procure, deploy, and support a comprehensive pilot small-scale BWC program for the Suriname KPS, under the Suriname MOJS. The pilot will be based in Paramaribo and is intended to establish a scalable, replicable model – validated through measured pilot performance data – that MOJS/KPS can use as the foundation for a future self-funded nationwide rollout. This project encompasses camera procurement, KPS personnel training, and technical support culminating in government acceptance of the equipment and system. The vendor must include provide a secure, hybrid BWC evidence solution that enforces strict data localization, local cloud uploading, legal sovereignty, and zero cross-border data exposure outside the Republic of Suriname.

To accomplish the goals and objectives of this project, desired project outcomes are outlined in the attached draft SOW. Additional activities may be identified as the project is implemented and needs assessments are conducted, at which time INL and the contractor will discuss the necessary conditions for and response to those needs.

The attached draft SOW provides additional detail. The Government may refine the SOW and acquisition strategy based on feedback received in response to this RFI.

4. NAICS AND BUSINESS SIZE INFORMATION

Respondents shall identify:

· Their primary NAICS code;

· Any recommended NAICS code(s) that may be more appropriate for this requirement; and

· Their business size and socioeconomic status under the recommended NAICS (e.g., small business, HUBZone, 8(a), women-owned small business, economically disadvantaged women-owned small business, veteran-owned small business, service-disabled veteran-owned small business, or other than small).

The Government has not yet finalized the NAICS code or any set-aside determination and may use input from this RFI to inform those decisions.
