About this file

This is a Sources Sought Notice for calibration and modification services for existing Government-owned Polytec laser Doppler vibrometer equipment. The U.S. Geological Survey (USGS) Earthquake Science Center at Moffett Field, California, is conducting market research to identify qualified vendors capable of performing these services. This notice is for information and planning purposes only and does not constitute a solicitation or binding commitment to award a contract.

The requirement involves calibration, maintenance, inspection, and modification services for four pieces of equipment: three CLV-2534 Controllers (Serial Nos. 158709, 170264, and 158711) requiring maintenance and calibration, and one NLV2500-VD2 Velocity Decoder (ID No. 14868) requiring modification and service. The equipment is Government-owned, and USGS will ship the items to the contractor's facility via FedEx Ground at Government expense. The contractor is responsible for return shipment from Hudson, Massachusetts, to Moffett Field, California. The services must include inspection for proper operation, calibration to ensure proper data scaling and compliance with USGS Quality Management System policy, an equipment upgrade to one laser vibrometer to increase sensing range, and comprehensive calibration reports identifying work performed and new calibration values for each instrument. Interested vendors must submit capability statements by the posted due date via email to Joel Berberena at joel_berberena@ios.doi.gov and must demonstrate technical capability, appropriate facilities, equipment, calibration standards, quality assurance processes, relevant experience, and proper authorization. The applicable NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance), with a size standard of $34.0 million.

Sources Sought Notice Department of the Interior U.S. Geological Survey Earthquake Science Center Moffett Field, California

The U.S. Geological Survey is conducting market research to determine the availability of qualified businesses capable of providing calibration, maintenance, and modification services for existing Government-owned Polytec laser Doppler vibrometer equipment in accordance with the attached Statement of Need.

This Sources Sought Notice is for information and planning purposes only and does not constitute a solicitation. This is not a Request for Quote. The Government is not obligated to issue a solicitation or award a contract as a result of this notice. The Government will not reimburse any costs associated with responding.

The applicable North American Industry Classification System code is 811210 – Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34.0 million.

All responsible sources may submit a capability statement demonstrating their ability to meet the requirement. Responses shall be submitted via email to Joel Berberena at joel_berberena@ios.doi.gov and must be received no later than the posted due date. Late responses or responses submitted by other than email will not be considered.

Capability Statement Requirements:

Interested vendors shall provide the following:

1. Description of capabilities to perform calibration, maintenance, inspection, and modification services for Polytec laser Doppler vibrometer equipment and related hardware.

2. Description of the facilities, equipment, calibration standards, software, technical data, manufacturer authorization, proprietary tools, and qualified personnel available to perform the attached Statement of Need.

3. Experience performing similar calibration, maintenance, modification, repair, or upgrade services for Polytec laser Doppler vibrometers, precision scientific instrumentation, laboratory measurement equipment, or comparable equipment.

4. Examples of similar work performed.

5. Description of quality control, quality assurance, calibration certificate, service report, test result, and data delivery practices, including the ability to provide mailto:joel_berberena@ios.doi.gov calibration reports identifying work performed and new calibration values for each instrument.

6. Company information, including business size, socioeconomic status, UEI, and SAM registration status.

7. Identification of whether the work would be performed in-house or through subcontractors, including identification of any proposed teaming, subcontracting, authorized service, or manufacturer relationship.

The Government is seeking information on vendors capable of meeting the requirements in the attached Statement of Need. Responses will be used to determine the appropriate acquisition strategy.

Interested parties should only submit a response if they possess the technical capability, facilities, equipment, personnel, calibration standards, quality assurance processes, experience, and authorization necessary to perform the requirements identified in the attached Statement of Need. Responses that do not clearly demonstrate the respondent’s ability to perform the full requirement may be determined non-responsive for market research purposes and may not be considered in the Government’s acquisition planning.

Vendors that cannot perform the required services, either directly or through a clearly identified teaming or subcontracting arrangement, should not submit a capability statement in response to this notice.

STATEMENT OF NEED

1. Requiring Activity

U.S. Geological Survey Earthquake Science Center Moffett Field, California

2. Purpose

The U.S. Geological Survey requires calibration, maintenance, and modification services for existing Government-owned Polytec laser Doppler vibrometer equipment used in laboratory earthquake fault-slip experiments.

The purpose of this requirement is to ensure the continued accuracy, reliability, and usability of the equipment for scientific measurements conducted by the Earthquake Science Center.

3. Background

The equipment covered by this requirement is existing Government-owned equipment. This procurement is not for the purchase of new equipment.

The equipment identified under Item Nos. 1 through 3 is overdue for inspection and calibration. Calibration is required to comply with current USGS Quality Management System policy, which establishes policies, processes, and procedures to ensure that scientific and laboratory data produced by the U.S. Geological Survey is of known, documented, and reliable quality.

The modification of the equipment identified under Item No. 4 is required to change the sensing range of one laser vibrometer to match the higher velocities now encountered during laboratory experiments.

4. Equipment Requiring Service

The requirement includes service for the following Government-owned equipment:

Item Description Serial/ID Number Required Service

1 CLV-2534 Controller 158709 Maintenance and Calibration

2 CLV-2534 Controller 170264 Maintenance and Calibration

3 CLV-2534 Controller 158711 Maintenance and Calibration

4 NLV2500-VD2 Velocity Decoder ID No. 14868 Modification/Service
