SOURCES SOUGHT NOTICE
FOR
MISSION PLANNING SOFTWARE
OFFUTT AFB, NEBRASKA
18 DECEMBER 2024
Overview:
The 1st Airborne Command Control Squadron (1ACCS) at Offutt AFB is seeking responses to a sources sought notice for mission planning software capable of planning and execution of top priority missions. This sources sought notice is being issued for market research purposes to aid in determining the capability of industry. A draft Statement of Work is included in this document.
Instructions:
Interested parties shall submit a response to this sources sought showing the following:
1. Interest
a. Interested parties shall submit a brief statement showing their interest in a potential future contract of a similar nature and scope.
2. Technical capability
a. Interested parties shall submit a software capability statement or narrative showing they can fulfill all specification listed in the “System Requirements” section of the draft Statement of Work.
b. Offeror may include comments or questions in their response that would be helpful in better understanding the proposed project scope.
3. Past Performance
a. Interested parties shall submit 2-3 examples of past performance. These past performance examples shall be of a similar size, scope, and complexity.
Experience in other State, Local, or Federal government buildings is preferred.
Interested parties may send a general company capability statement with past performance examples to satisfy this requirement.

Statement of Work; 1ACCS Mission Planning
SYSTEM PURPOSE
- Focal point mission planning and execution system responsible for zero fail operations supporting two of the United States’ top priority missions, Presidential Support Missions (1A1 Priority) and Global Command and Control Missions (1A3 Priority). System planning and execution supports the dispatch of four E-4B USAF aircraft and missions with a 24/7 posture. Dispatch function must be able to flight follow all global missions ensuring accuracy of routing, threat avoidance, logistics support, coordination of diplomatic overflight, air traffic control, and support in emergency actions.
Simultaneously, the dispatch function will be able to maintain sufficient personnel during execution to mission plan future mission requirements.
SYSTEM REQUIREMENTS (1 ACCS/E-4B)
- Crew dispatch support for approximately 110 sorties per contract year FAA Part 121 certified dispatcher available 24/7/365 for flight following, execution, and mission planning of planned, no-notice, and short notice high priority missions (1A1 and 1A3) Dispatchers must be familiar with E-4B operating procedures to include but not limited to the various configurations of the E-4B fleet, departure/destination/alternate weather requirements, fuel policies, aerial refueling, crew duty limitations, and the sensitivity of high visibility passengers aboard the E-4B, i.e, President of the United States and Secretary of Defense
Dispatcher providing necessary flight planning, briefings (NOTAMs, WX), and airfield information with regard to aircraft suitability on all departure and arrival runways and taxiways
Dispatcher rerunning of any flight plan to meet customer’s needs. The typical mission itinerary will change, on average, seven times between initial planning and actual execution. Required dispatcher initial response time to mission changes or customer queries through the message board will depend on when the change occurs: from initial planning up to 1 week prior to execution – initial response from vendor to customer within 8 hours is required; from 1 week prior to execution to 5 hours prior to execution – initial response from vendor to customer within 4 hours is required; from 5 hours prior to execution through execution – initial response from vendor to customer within 30 minutes is required.
Dispatcher delivery of products via internet, e-mail or fax anywhere worldwide Dispatcher filing of flight plans 24/7/365 Dispatcher validating flight plans for central flow management unit (CFMU) compliance Dispatcher coordinates European slot times, Diplomatic Clearances, and PPRs Dispatcher transmission of flight plans to 3rd party server for electronic uplink to aircraft Dispatcher running and posting of OpsData for planning, execution purposes, and emergency procedures to include single engine departure procedures Dispatch agency establishes secure on-line portal to enable dispatchers ability to post trip itinerary
(format determined by customer), flight plans, plots, diplomatic clearance logs, NOTAMS, weather, runway analysis, ATC filing information, and other miscellaneous information as determined by customer. This portal must have the capability to “zip” batches of files for download to mobile devices
Retain capability to adjust flight planning products via an online web portal according to customers mission accomplishment needs, i.e. requested adjustments to the format of the flight itinerary
- Web based mission planning engine with full dispatch capability for fleet of 4 aircraft.
Capability to plan worldwide missions for the E-4B Provide full aircraft modeling algorithm for aircraft performance and fuel burn accounting for any tech order changes Capability to incorporate military airspace (DAFIF database imbedded)
Capability to plan and avoid designated countries and other designated areas in order to accommodate approved diplomatic clearance restrictions
Capability to accurately plan in flight air refueling requirements for multiple air refuelings on a single flight
Capability to plan for in flight orbits, delays and holding Capability to toggle between GAT and OAT filing formats Capability to ensure validated flight plans thru EUROCONTROL’S central flow management unit
(CFMU) avoiding timing delays of high priority missions Capability to electronically file valid/approved flight plans in the Air Traffic Control system Capability to store created flight plans for a minimum of 90 days Capability to display worldwide terminal, approach, departure and enroute charts for a B747-200 or larger Capability for customer and dispatch provider to access mission planning engine through secure on-line login Robust training course for up to 8 personnel semi-annually Capacity for logon of up to 100 iPads and 100 iPhones simultaneously for mission execution
- Mobile EFB for the iPad in support of 4 x E-4B aircraft
This requirement assumes availability of all EFB applications purchased and provided at U.S. Air Force level under “Safety of Navigation”
The following enhanced EFB features are preferred
1. Military DD 175-1 interface
2. Enhanced NGA obstacle database
3. Enhanced air refueling feature
4. Enhanced time on target capability
5. Enhanced low level feature
6. Active nav log and oceanic plotting feature
Capacity for logon of up to 100 iPads and 100 iPhones simultaneously for mission execution
- Runway Analysis Runway Analysis (Special Departure Procedures) for four (4) E-4B aircraft Vendor will utilize digitized aircraft performance data to run algorithms against airport, terrain, obstacle and environmental data to determine Maximum Take Off Weight (MTOW), power settings and V speeds that are in compliance with FAA and ICAO regulations for engine-out procedures
Vendor will maintain a watch list of up to 100 worldwide airfields, as designated by customer Vendor will provide takeoff performance solution that are aircraft specific, airport and runway specific, aircraft configuration specific, and environmental condition specific Vendor will make runway analysis available to customer via various means, to include customer access via a secure website Vendor will make this website available to Dispatch support Provide contractor designed MDS and location specific single engine inoperative take-off procedures. Provide calculations for specific aircraft at all airports, allowing for various planning scenarios, and update as technical orders require.
Customer will forward E-4B performance manual updates to vendor and vendor will update the runway analysis software based on the performance manual updates. Updates requiring less than 100 manhours of labor will be accomplished at no cost to the customer. Updates requiring 100 or more manhours of labor will require a contract modification.
