HQMC, LP PROFESSIONAL SERVICES MAC IDIQ FOLLOW-ON

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SOLICITATION OR REQUEST

FOR QUOTE/PROPOSAL/BID AND NO CONTRACT OR PURCHASE ORDER WILL BE

AWARDED AS A RESULT OF THIS NOTICE. THERE IS NO SOLICITATION, SPECIFICATIONS,

OR DRAWINGS AVAILABLE AT THIS TIME. THE GOVERNMENT IS NOT OBLIGATED TO

AND WILL NOT PAY FOR ANY INFORMATION RECEIVED FROM POTENTIAL SOURCES AS

A RESULT OF THIS SOURCES SOUGHT NOTICE. ANY INFORMATION SUBMITTED BY

RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY.

Background: The Marine Corps is evolving and transforming to effectively support and sustain its status as a global expeditionary force amidst uncertain threats, aging weapon systems, ever-increasing technology, reduced labor, and declining budgets. Marine Corps defense systems must be prepared to support commanders across the battlespace and provide improved solutions, addressing both anticipated and unanticipated Marine Air-Ground Task Force (MAGTF) challenges.

This effort requires a highly capable, agile, and flexible force that, when required, responds rapidly to global threats without severe consequence. Maneuverable forces will depend upon multiple defense systems that allow Marines to shoot, move, and communicate while maintaining a minimal logistics footprint in the deployed environment. Listed below are specific tenets that directly affect acquisition and logistics communities who support and sustain defense systems for operational forces:

● Provide cooperative, collaborative, adaptive, and distributed planning and decision-making

● Improve Automatic Information Technology, Automated Information Systems, system interoperability, information technology (IT), data integrity, and information assurance across all domains and services

● Improve access to timely and actionable information across all domains and with other Services, allied and coalition forces

● Integrate Marine Corps and naval logistics capabilities

● Establish and sustain logistics process and systems interoperability with joint, theater and applicable multi-national logistics capabilities

● Focus on organizational changes to logistics enablers that support and sustain dispersed, disaggregated, and afloat forces

● Expand (with the Navy) access to the littorals supporting force deployment and sustainment

● Support a global laydown of forward-deployed forces with improved logistics responsiveness and agility while sustaining the equipment readiness of disaggregated units

● Improve, clarify and deconflict Marine Corps logistics policy guidance that aligns with Secretary of the Navy and Department of Defense logistics and logistics IT directives

● Ensure compliance across logistics Business Mission Areas (BMA) by assessing policy and business processes, to sustain and enhance enterprise audit readiness.

Project Requirement: Marine Corps Installation Command (MCICOM) anticipates issuing a solicitation for a multiple award Indefinite Delivery/Indefinite Quantity (MAC IDIQ) follow-on contract for commercial professional services in support of Headquarters Marine Corps Installations & Logistics (I&L), Logistics Plans, Policies, and Strategic Mobility Division (LP). Attached is a Draft Performance Work Statement (PWS) of the requirement. Feedback on the Draft PWS is encouraged.

Place of Performance: Work will be performed at both Government and Contractor facilities.

Performance location (on or off site) will be specified at the task order level but is expected to primarily be in the Washington D.C. / Northern Virginia area. Remainder of performance will be at contractor facilities. There will be travel associated with some of the tasks as well.

Period of Performance: The ordering period is expected to be for five years. Resultant task orders under the MAC IDIQ are expected to include a one-year base period with up to four (4) one-year option periods.

The contract ordering period and task order performance is anticipated to begin on or around June 2025.

Rough Order of Magnitude: The rough ceiling estimate for the total requirement (5 years of support across all the IDIQ contracts regardless of how many contracts are awarded or task orders are issued) is between $85M - $99M. This is not a firm estimate and is only being provided for information purposes, so contractors are aware of the magnitude of this contract.

Anticipated North American Industry Classification System (NAICS) Code: 541611; Administrative Management and General Management Consulting Services. Interested firms may propose an alternative NAICS code in their capability statement.

Product Service Code (PSC): R408, Support – Professional: Program Management / Support.

All Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, Small Disadvantage Businesses, Veteran Owned Small Businesses, Service-Disabled Veteran Owned Small Businesses, Certified Historically Underutilized Business Zone (HUBZone) Businesses, and Certified Section 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest.

Interested firms should submit a brief capability statement that is no more than six pages (not including cover pages) and in no smaller than 11-point font. The capability statement shall address the following:

1. A company profile to include Unique Entity ID, CAGE Code, Tax Identification Number, Telephone Number, Address, physical address, and email address for the primary point of contact.

2. Business size under NAICS 541611 and applicable socioeconomic designations (e.g., Women Owned Small Business, Small Disadvantage Business, etc.). If a Small Business, your plan to adhere to FAR 52.219-14 Limitations on Subcontracting, in the event this acquisition is set aside for small businesses. If applicable, describe any partners your organization would utilize during the performance of the effort and brief summary of the partner’s capabilities relative to the specific tasks required.

3. List of active contract vehicles awarded to your company that may be used to procure the requirement (e.g., General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS)).

4. Narrative describing your capability to meet the requirements of the Draft PWS.

5. Description of your organization’s capabilities, experience, and history with regards to staffing a large, professional services contract with a broad range of required skill areas and expertise. This description should demonstrate your organization’s ability to perform the services described in this notice. Please include recent contracts of similar scope and magnitude your organization has performed.

6. Description of your organization’s staffing and reach-back capability to provide a qualified staff of professional employees in a timely manner in response to task order requests.

7. Any suggestions or comments on the Draft PWS (including any recommended performance metrics), NAICS code, PSC selection, or contract type.

8. Questions, additional comments, and/or recommendations on this sources sought notice may be submitted on the attached “RFI Questions and Feedback” Excel spreadsheet.

(EST).

Please be advised that all submissions become Government property and will not be returned. All Government personnel reviewing Capabilities Statements will have signed Non-Disclosure Agreements and understand the obligations for proper use and protection from unauthorized disclosure of proprietary information as described at 41 U.S.C § 2102. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
