MAC IDIQ

Performance Work Statement (PWS)

Logistics Plans, Policy, and Strategic Mobility Division (LP) Program Support

1. Background:

The Marine Corps is evolving and transforming to effectively support and sustain its status as a global expeditionary force amidst uncertain threats, aging weapon systems, ever-increasing technology, reduced labor, and declining budgets. Marine Corps defense systems must be prepared to support commanders across the battlespace and provide improved solutions, addressing both anticipated and unanticipated Marine Air-Ground Task Force (MAGTF) challenges.

This effort requires a highly capable, agile, and flexible force that, when required, responds rapidly to global threats without severe consequence. Maneuverable forces will depend upon multiple defense systems that allow Marines to shoot, move, and communicate while maintaining a minimal logistics footprint in the deployed environment. Listed below are specific tenets that directly affect acquisition and logistics communities who support and sustain defense systems for operational forces:

● Provide cooperative, collaborative, adaptive, and distributed planning and decision-making

● Improve Automatic Information Technology, Automated Information Systems, system interoperability, information technology (IT), data integrity, and information assurance across all domains and services

● Improve access to timely and actionable information across all domains and with other Services, allied and coalition forces

● Integrate Marine Corps and naval logistics capabilities

● Establish and sustain logistics process and systems interoperability with joint, theater and applicable multi-national logistics capabilities

● Focus on organizational changes to logistics enablers that support and sustain dispersed, disaggregated, and afloat forces

● Expand (with the Navy) access to the littorals supporting force deployment and sustainment

● Support a global laydown of forward-deployed forces with improved logistics responsiveness and agility while sustaining the equipment readiness of disaggregated units

● Improve, clarify and deconflict Marine Corps logistics policy guidance that aligns with Secretary of the Navy and Department of Defense logistics and logistics IT directives

● Ensure compliance across logistics Business Mission Areas (BMA) by assessing policy and business processes, to sustain and enhance enterprise audit readiness.

The Deputy Commandant for Installations & Logistics (DC I&L) is responsible for the vision, strategy, policy, resourcing, and processes that support the effective employment and readiness of Marine Corps defense systems in support of logistics operations and training. To that end, DC I&L must understand available and emerging technologies, to include their interoperability, effectiveness and sustainability in deployed environments, to pursue initiatives for Marine Corps defense system logistics and maintenance modernization.

Product support modernization resulting from these initiatives will affect all four core elements of the MAGTF, listed below:

● The Command Element (CE), a headquarters unit that directs the other elements

● The Ground Combat Element (GCE), which is usually comprised of infantry supported by armored vehicles, artillery and air support (rotary and fixed wing), but may also include special reinforcements such as scouts, reconnaissance elements, snipers, and forward air controllers

● The Aviation Combat Element (ACE), which contributes the air power to the MAGTF and includes all aircraft (both fixed wing and helicopters), pilots, maintenance personnel, and units for aviation command and control

● The Logistics Combat Element (LCE), which contains all of the support units for the MAGTF, including communications, combat engineers, motor transport, medical, supply units, and certain specialized groups, such as air delivery and landing support teams

DC I&L must be prepared to understand, evaluate, and affect action on technologies, programs, and processes (current and future) relevant to the logistics mission including, but not limited to, the following:

additive manufacturing; data interoperability; unmanned logistics systems; maintenance; supply;

distribution; provisioning; logistics IT portfolio management; and secure logistics transactions.

Force Design and I&L 2030, and the “Sustaining the Force” concept document outline several initiatives, including the following:

● Increase tactical proficiency, operational interoperability, and strategic flexibility to meet the logistics challenges of 21st century expeditionary operations

● Diversify and integrate logistics training, education, and doctrine to provide a holistic approach to developing Marine Corps logisticians and force developers to succeed in future operating environments

● Reinforce the linkage between Marine Corps installations and combat readiness, training, and power projection capabilities

● Revise the current logistics advocacy construct to enhance the future capabilities of all Marine Corps logisticians

● Supporting and sustaining stand in forces conducting expeditionary advanced base operations.

DC I&L enhances the lethality of the MAGTF through logistics speed, agility, and flexibility via the following methods: improving logistics policies; modernizing logistics processes; implementing proven technology and best practices; developing and enforcing standards of performance; and fully integrating the supporting establishment as the fifth element of the MAGTF. These methods deliver an end-state of improved policies, processes, procedures, and technologies that provide optimal support to every operational Marine, regardless of location or mission.

2. Scope:

The scope of this contract will include various types of professional services to support DC I&L through the various branches under the Assistant Deputy Commandant I&L, Logistics Plans, Policies and Strategic Mobility Division (ADC (LP)). Task Areas include: Strategic Communications Management; Logistics Advocacy; Information Technology Portfolio Management (IT PfM); Naval Logistics Integration / MAGTF Logistics Integration (NLI/ MLI); Joint Deployment and Distribution Enterprise (JDDE) Governance and Materiel Distribution Processes/Initiatives; Passenger and Personal Property Transportation Programs and Initiatives; Finance Management Programs and Initiatives; Supply, Operational Contracting Services, and Maintenance Modernization; Logistics Training Development; Data Management & Analytics Support; Future Operations, Strategic Mobility, Readiness, War Reserve and Prepositioning Support; Logistics Innovation; Materiel Management; Audit and Compliance and Program Management. The Contractor will provide policy guidance, study current programs, make program improvement recommendations, perform database development and analysis, conduct Modeling and Simulation, provide Logistics Operational Advisory Group (OAG) participation and management support, develop training requirements, perform information management and technical services, logistics information management system software development and support, and transportation finance support.

The Contractor will need to assemble and verify data necessary for completion of the projects and furnish complete, competent, properly coordinated, and thoroughly reviewed documents. The Contractor must ensure the consistent and timely delivery of quality services and goods in the execution of the defined tasks. Areas of expertise may include program management, logistics management, analytical support, communications, portfolio management, and finance management types of services, among others. The work described in task areas 3.1 through 3.14 below is representative of the type of requirements that may be anticipated throughout the life of this contract. Specific tasks will be initiated through task orders issued under this contract.

3. Task Areas:

3.1 (Task Area 1) - Strategic Communications Management

ADC, I&L (LP) must understand and engage key audiences to create, strengthen, or preserve conditions favorable for the advancement of Marine Corps logistics interests, policies, and objectives through the use of coordinated programs, plans, themes, messages, and products synchronized with the actions of all instruments of the MAGTF. Under this task area, the Contractor will assist the LP branches in sharing information on key Marine Corps logistics efforts through strategic planning communications efforts and developing communications products. The Contractor will provide analytical and technical expertise in support of strategic communications management.

Tasks and Deliverables at the task order level may include items similar to the following:

● Communications Planning.

o Conduct assessment(s) of strategic planning opportunities and provide recommendations.

o Identify and coordinate significant events for communications support.

o Develop and maintain Logistics Program communication plan(s) detailing prioritized topics for development of communications products.

o Develop plans, schedules, promotional and educational materials to promote understanding of

Logistics efforts.

o Coordinate communication activities and resources to ensure they are consistent with the scope of the strategic communications plan(s).

o Support the planning, management, and operation of SharePoint site(s) for branch level communications and workflows that sets the conditions for effective collaboration and knowledge management.

o Manage and facilitate professional journal article submissions.

o Support professional association events and logistics awards recognition through planning, briefing materials, and event planning.

● Communication Products.

o Recommend updates on a recurring basis to the Marine Corps logistics web site and

SharePoint design and layout.

o Receive guidance on web site and SharePoint efforts and update accordingly.

o Receive leadership guidance on topics and priorities and produce written pieces on specified

Marine Corps logistics topics.

o Recommend and, when directed, coordinate and conduct outreach events with DoD, academic, and commercial audiences.

o Apply updates upon request to approved Social Media sites and monitor content for follow on actions.

o Develop products such as posters, playbooks, info handouts, as well as developing and designing graphics.

● Theory of Constraints (TOC) and Lean Six Sigma.

o Provide support for TOC and Lean/Six Sigma modeling of current logistics business processes.

o Document processes and support identification of opportunities for further integration of logistic processes.

● Continuous Process Improvement (CPI).

o Provide support for CPI initiatives.

o Lead and document all CPI initiative efforts with specific emphasis on Lean/ Six Sigma focused efforts.

o Provide project methodologies, facilitation, charters, POA&Ms and project monitoring, tracking and return on investment (ROI) documentation.

3.2 (Task Area 2) – Logistics Advocacy

The Deputy Commandant for Installations & Logistics’ Advocacy program aims to make the MAGTF more efficient and effective, improve the overall naval logistics enterprise processes, and set the conditions to develop logisticians for the 21st century security environment. Effective Logistics Advocacy will result in better-educated, trained, and ready personnel, informed capability development, and responsive MAGTF organizations. The Contractor will provide research and development, process analysis, Logistics Subject Matter Expertise (SME), technical and operational evaluations, and systems engineering to the ADC, I&L (LP) in support of Logistics Combat Element (LCE) Structure, the Planning, Programming, Budgeting and Execution (PPB&E) process, the Installations Logistics Board (ILB), MAGTF Logistics Board (MLB), and Logistics operational advisory groups (OAG).

Tasks and Deliverables at the task order level may include items similar to the following:

● Advocacy Program Management Support.

o Support the leadership in executing required tasks and functions as an operational advisory group (OAG) member that analyzes issues and topics and provide recommendations.

o Support the Secretariat in setting the conditions for a collaborative environment where Logistics OAGs are aware of pertinent installation issues and/or changes.

o Provide SME support to the OAGs.

o Assist in developing the focus of OAG meetings.

o Monitor the status of action items after each OAG.

o Coordinate After Action Reports (AAR).

o Support the coordination of the ILB, MLB, and Logistics Consolidated Operational Advisory

Group (Log COAG) tasks related to each functional OAG to include the following:

▪ Develop DRAFT Agendas

▪ Review doctrine and policy

▪ Review Marine Corps Program Codes (MCPCs)

▪ Review force structure

▪ Review key topics identified by the MLB and COAG

▪ Support the analysis of required functional capabilities, gaps, and investments o Monitor assigned tasks and provide periodic progress reports to the COAG, MLB, ILB, and individual OAGs.

o Support the planning, preparation, development, writing, distribution, update(s) of service and department level documents

● Marine Corps Capabilities Based Assessment (MC CBA) / Force Design efforts.

o Provide research and analysis to defend I&L equities in force design and capability development efforts.

o Refine data to meet requirements for each phase of the I&L and CD&I analysis in compliance with planning guidance and scenarios.

o Compile and assess I&L inputs to inform the Marine Corps Capabilities List, the Marine

Corps Gap List, the Marine Corps Solutions. Development Directive, and the Marine Corps Capabilities Investment Plan.

● Logistics Doctrine, Wargame, and Concept Support o Provide analysis and SME support to USMC, Naval, and Joint wargames to support and sustain logistics equities.

o Review, analyze, and develop input to USMC, Navy, and Joint concepts to integrate USMC logistics equities.

o Participate in events, secure video teleconferences, and meetings.

o Review and support development of logistics doctrine.

o Provide recommendations to logistics doctrine modification working with other stakeholder organizations.

● Logistics Combat Element (LCE) Structure.

o Provide support in the management and execution of initiatives related to Marine Corps ground logistics MOSs and the allocation of people and equipment that comprise the active and reserve component Marine Logistics Groups (MLG).

o Provide Total Force Structure Management System support.

o Assess and analyze logistics equities within the Total Force Structure Management System

(TFSMS) input for accuracy.

o Review and assess TO&E change requests and provide recommendations for supportability.

● Community of Interest (COI), Occupational Series Career Roadmaps (OSCR) and Career

Development Guide (CDG), and Annual Training Plan (ATP) Development.

o Provide support to develop OSCRs for Logistics occupational fields.

o Provide recommendations to revise and update OSCRs, CDGs, and ATP to ensure consistency with applicable USMC and DoD policies.

o Review current CDGs and provide the COR a recommendation for prioritization of review and updates.

o Evaluate current training program processes and procedures related to the professional development and training requirements of the logistics COI to make recommendations on maximizing training program efficiencies and outline matters of training budget management and program auditability.

● Meetings and Conferences.

o Provide coordination and support for the ILB, MLB and LOG OAGs.

o Schedule meeting and conferences.

o Manage, update, and utilize the Advocacy SharePoint site to share information on events such as dates, locations, and attendees.

o Support development of advance materials for meeting preparation.

o Provide brief / presentation support for presenters.

o Support development of meeting minutes / results, incorporate government input, and distribute accordingly.

o Provide Advocacy SharePoint site maintenance.

o Provide support in drafting outputs and AARs.

3.3 (Task Area 3) -- Information Technology Portfolio Management (IT PfM)

IT PfM is directed and guided by a series of Department of Defense (DoD) and Department of the Navy (DON) guidance documents. Marine Corps Order (MCO) 5230.21, IT PfM. MCO 5239.21 requires the establishment of Functional Area Manager (FAM) level IT PfM processes and portfolio specific criteria and performance metrics to enhance decision making on IT investments. This means that the Marine Corps logistics FAM, DC I&L has a requirement to establish and manage an IT portfolio for logistics. Further, DC, I&L as the FAM, is responsible for appointing a Functional Data Manager (FDM), ADC, I&L (LP) to manage and provide oversight for data and portfolio management. The Contractor will provide analytical and technical expertise in the area of IT PfM management.

Tasks and Deliverables at the task order level may include items similar to the following:

● Information Technology Portfolio Management (IT PfM) Support.

o Prepare papers, briefings, orders, and other documents related to LOG FAM and PfM.

o Provide support to organize, coordinate, and conduct Portfolio Management Board (PMB) meetings.

o Support and facilitate LOG FAM and PfM workshops and technical meetings.

o Review, analyze, and provide recommended updates and various reports on existing Logistics documents such as: Logistics IT Vision and Strategy; Logistics IT Portfolio Management Implementation Plan; Investment, Sustainment, and Divestiture Policy Letter; and other related IT Strategic documents.

o Analyze and provide recommendations/reports to LP on existing policies, systems, documents, such as: IT investment reporting requirements and mandates, Investment, Sustainment, and Divestiture Policy, system and equipment upgrades, Logistics IT Portfolio Management Concept o Provide support and maintenance for the Logistics Portfolio IT applications tracked in the Department of the Navy Application and Database Management System (DADMS).

o Provide software development support and maintenance in support logistics operational requirements.

o Provide support and maintenance for the Logistics Portfolio IT systems tracked in the DoD information Technology Portfolio Repository – Department of the Navy (DITPR-DON).

o Provide technical and functional skills and knowledge of the Logistics IT Portfolio processes, content, and decisions to assist the Government with development and maintenance of IT Portfolio Visualizations.

o Provide recommendations to and assist with review of IT spending requests within the LOG FAM area of responsibility.

o Provide support in collecting and organizing systems expenditure documentation.

o Support processing and analysis of Out of Cycle Requests (OOCs).

● Logistics Operational Architecture.

o Develop and maintain Logistics operational architecture products.

o Conduct architectural reviews and update architecture products accordingly.

o Provide support to the Government assigned Technical Architect and Functional Data

Manager.

o Develop Logistics data management-related plans and status reports that encompass the governance and Logistics Master Data Management (LMDM) efforts.

o Create databases and/or analysis tools for use on government computers, hosted on government websites, contractor websites, or SharePoint portals.

o Conduct reviews and analyses of data-related technologies.

o Create reports, briefings, or summaries, as required.

o Draft and support the staffing of documents such as an updated Logistics Data Governance

Strategy, Marine Corps Order for Logistics Data Management, Logistics Data Management Process Guide, and Logistics Data Management Performance Plan.

o Develop and maintain the Data Management Glossary.

o Maintain the LMDM plan of action and milestones.

● Logistics IT PfM Governance.

o Review and analyze existing plans and documents related to IT PfM Governance and provide findings/recommendations.

o Provide Reports to outline updates to Logistics Plans.

● Logistics IT PfM discovery and technology innovation.

o Provide technical support in the analysis of emerging commercial concepts and technologies, including identifying existing and emerging technology capabilities, advocating for incorporation into USMC logistics, and ensuring policy is interoperable with logistics IT portfolio.

o Assist with engagements with Science and Technology (S&T) and Research and Development (R&D) organizations that include:

▪ Academic Research Laboratories

▪ Office of Naval Research

▪ Marine Corps Warfighting Lab

▪ Command and Control/ Cyber and Electronic Warfare Integration Division

(C2/CEWID) Combat Development and Integration

▪ PM, MAGTF Command, Control and Communications (MC3)

▪ Marine Corps Systems Command (Systems Engineering, Interoperability, Architectures and Technology (SIAT))

● Cyber Operations Policy Analysis.

o Provide technical assistance to execute the operation and Defensive Cyberspace Operations- Internal Defensive Measures (DCO-IDM) of Programs of Record (PoR), software, applications, data, and other associated services utilizing the MCEN.

o Provide SME support with overall cognizance of the cybersecurity posture of the Logistics IT Portfolio.

o Develop and maintain situational awareness of cybersecurity policies related to operating on the MCEN, granting Authorities to Operate (ATO), and the overall defend the USMC information network, secure logistics IT data, and mitigate risk to logistics functions.

o Evaluate the cyber security threat, vulnerabilities, and mitigation strategy for the logistics IT portfolio.

o Prepare guidance and governance documents in support of DC I&L's execution of cyber responsibilities and defense of the MCEN.

o In conjunction with Marine Corps and DoD directives, support the development of overarching strategy and policy in support of building Log IT cyber security capabilities and effective cybersecurity operations to defend Log IT systems, networks, and information.

3.4 (Task Area 4) - Naval Logistics Integration / MAGTF Logistics Integration (NLI/ MLI)

Naval Logistics Integration (NLI) and MAGTF Logistics Integration (MLI) implementation directly contribute and support the Logistics Advocacy Program as well as overall naval logistics effectiveness and efficiencies in support of Force Design 2030. The importance of Navy and Marine Corps interdependency in both Naval and Joint warfighting environments requires Navy – Marine Corps logistics integration both inside and outside the MAGTF. The Contractor must provide analytical and technical expertise in support of NLI and MLI programs.

Tasks and Deliverables at the task order level may include items similar to the following:

● NLI & MLI Support.

o Assist in pursuing opportunities for integrating Navy, aviation, and ground logistics capabilities.

o Prepare and facilitate team meetings, ad-hoc meetings, and information and decision briefs to senior leadership.

o Develop standard templates for products (e.g. briefs, papers, and after-action reports and plan of action and milestones) used to deliver and document such meetings and briefs and maintain positive control and monitoring of action items.

o Support coordination and engagement with OPNAV and Coast Guard logistics initiatives.

3.5 (Task Area 5) - Joint Deployment and Distribution Enterprise (JDDE) Governance and Materiel Distribution Processes/Initiatives

Distribution includes the ability to plan and execute the movement of forces for deployment and redeployment as well as sustainment and retrograde. It is the operational process of synchronizing all elements of the logistic system to deliver on schedule and within funding limitations of this contract to support the joint force commander. The Secretary of Defense directed JDDE community of interest (COI) connects Service, Department of Defense (DOD), and other government agency movements under the end-to-end distribution coordinating authority exercised by Commander, United States Transportation Command (CDRUSTRANSCOM) as the Distribution Process Coordinator (DPC). The Deputy Commandant for Installations & Logistics (DC I&L), as a member of the JDDE and JLent COI, must leverage organic and commercial capabilities to support materiel movement from the point of origin/source of supply through the point of need to the point of employment or consumption. The Contractor must provide analytical and technical expertise in the area of JDDE/JLent distribution processes and initiatives.

JDDE/JLent Program Support o Participate in local meetings.

o Prepare documentation such as briefings, letters, and memorandums.

o Provide recommendations and support drafting policy guidance.

o Provide analysis and assessment of distribution process improvements.

o Assist in providing oversight as it relates to USMC policies and manuals.

o Evaluate distribution and transportation process inspection checklists, business process narratives, and process maps.

o Provide support in theater distribution architecture efforts with the Joint Staff, USTRANSCOM, and Services.

o Provide subject matter expertise of the Defense Transportation System, Air Mobility

Operations, Sealift Support Operations, Joint Terminal Operations, Joint Logistics Over-the- Shore, and distribution operations at the tactical, operational, strategic, and enterprise levels.

o Provides responses to queries and initiatives from field activities, other DOD, OSD, Joint Staff, (JS), USTRANSCOM, Federal Agency, and commercial entities.

3.6 (Task Area 6) - Passenger and Personal Property Transportation Programs and Initiatives

The DC I&L is the interface between Marine Corps distribution management personnel and those organizations supporting them, as well as the entire DOD, in developing more efficient methods of transporting, billing, and documenting the movement of personal property and passengers worldwide via all modes of transportation. DC I&L is responsible for the integration of personal property and passenger transportation capabilities necessary to promulgate, develop and manage processes, improvements and automated systems in support of Marines, Civilian Marines, and their families. Specifically, DC I&L is responsible for planning, developing and interpreting regulations and directives to publish Marine Corps policy, programs and procedures governing the use of commercial and organic movement of personal property and passengers worldwide via all modes of transportation. The Contractor must provide analytical and technical expertise for Passenger and Personal Property Transportation Programs and Initiatives.

Tasks and Deliverables at the task order level may include items similar to the following:

● Passenger and Personal Property Transportation Program Support.

o Provide recommendations for draft policy guidance.

o Conduct DMO Passenger/Personal Property Site Assist Visits at required installations.

o Assist in implementing process improvements.

o Perform business case analyses and provide reports with findings.

o Provide various recurring reports (i.e., weekly, monthly, quarterly, annually) as needed on various topics related to this task area and distribute as needed.

o Consolidate reporting requirements and coordinate submittals to higher authorities in support of ADC I&L (LP).

o Participate in local meetings.

o Prepare various documents regarding personal property and passenger service-related topics

(i.e., memorandums, papers, briefings, formal correspondence, Naval messages, etc.).

o Provide reconciliation support for Distribution Management Office (DMO) Centrally Billed

Accounts for transportation, to ensure timely payment in order to avoid unnecessary interest penalties.

o Assist with transportation billing issues.

o Perform various analyses on transportation/storage costs and present reports/results for LP review and action.

o Provide analyses of the Personal Property business processes and develop solutions / reports of results.

3.7 (Task Area 7) - Finance Management Programs and Initiatives

The DC I&L is the owner of the centrally funded Service-Wide Second Destination Transportation (SDT) program. This program supports global ground equipment and ammunition transportation requirements as directed by LOGCOM and SYSCOM. Additionally, the DC I&L SDT program is responsible for Marine Corps Transportation Finance Policy related to the Defense Transportation System, USTRANSCOM Transportation Working Capital Fund, Third Party Payment System (billing platform for commercial transportation service providers), Marine Corps Air Clearance Authority, and Transportation Financial Improvement and Audit Readiness. The Contractor must provide analytical and technical expertise in the area of billing, metrics, data analysis, and financial auditability.

Tasks and Deliverables at the task order level may include items similar to the following:

Finance Management Program Support.

o Provide recommendations for draft policy guidance, metrics, and reporting processes.

o Prepare various reports, memorandums, letters, papers, briefings, formal correspondence, Naval messages, and other documents as it relates to transportation finance management programs.

o Participate in local meetings.

o Identify DoD source systems to facilitate cost analysis, data mapping, and data collection, that facilitates the development of reports to track financial obligations and expenditures.

o Monitor budget execution, assist with account reconciliation, and provide execution forecasts.

o Identify and monitor data interface issues between Marine Corps accounting, logistics, transportation, and payment systems. Identify and recommend enhancement to metrics gathering and reporting processes.

o Perform non-decision making budget development, data research, and financial support duties.

o Document the policies and procedures relating to the USMC transportation financial transactions processes.

o Support Marine Corps auditability efforts by providing subject matter expertise in distribution, transportation, and strategic mobility business processes. Assist in the development of business process narratives, process maps, and internal control implementation.

o Assist in the collection and reporting of Key Supporting Documents to support audit sampling.

o Track observations made by the Independent Public Accountant (IPA) and draft narratives to address the observation(s).

o Analyze and track audit risks.

o Provide recommendations to remediate identified risks, prepare Corrective Action Plans

(CAP) and track them throughout the audit lifecycle to ensure milestones are met

3.8 (Task Area 8) - Supply, Operational Contract Support (OCS), and Maintenance Modernization

Supply, Operational Contract Support (OCS), and maintenance defense systems will need to adapt to support future operational requirements. They will need to become more precise to support and maintain high levels of readiness in forward deployed equipment with a smaller logistics footprint. They will also need to support an increasingly complex matrix of logistics organizations – from operators and organic units to joint and coalition partners and commercial and civilian Government workshops.

OCS is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of CCDR-directed operations, as well as CCDR-directed, single-Service activities, regardless of designation as a formal contingency operation or not. OCS is a multi-faceted, cross-functional staff activity executed primarily by the CCMD, subordinate staffs, Service components, TSOCs, and, in some cases, functional components, along with supporting CSAs. OCS is planned and integrated through cross-functional organizations and associated lead Service or joint theater support contracting-related activities. Implementing these concepts requires support in establishing requisite project planning training, installation, and technical documentation to migrate and support these capabilities into organizations, transactions, and standard processes. The Contractor must provide analytical and technical expertise in Supply, OCS, and Maintenance modernization programs.

Supply Program Support.

o Provide expertise and assistance in the development of strategic and operational-level policy documents for supply chain management, financial improvement, equipment accountability, and audit readiness.

o Develop and provide oversight, and conduct internal reviews, surveys, and studies of all supply-related Programs.

o Assist in the preparation and presentation of strategic briefings for all assigned supply Programs.

o Participate in HQMC I&L-led Integrated Product Teams (IPTs), working groups, and Operational Advisory Groups (OAGs).

Department of Defense Activity Address Codes (DODAACS) Management Support.

o Provide support in tracking, monitoring and managing the Defense Logistics Agency

Transaction Services (DLA-TS) DOD Activity Address Directory (DODAAD) inventory system related to the creation, deletion, validation, accuracy, and changes in authority codes for all Marine Corps units and Contract DoDAACs assignment logic.

o Provide policy oversight for Marine Corps Order (MCO 4400.201 Volume-2).

o Assist in the development and conduct of the Quarterly DoDAAC Management Work Group.

o Participate as required in the Defense Logistics Management Standards Office (DLMSO)

PRC Advisory Group.

o Review and edit Marine Corps Bulletin (McBul) 5400 reports addressing issues impacting the activation/deactivation and realignment of Marine Corps unit deployment/redeployment Plans (UDPs).

Operational Contract Support (OCS) Services o Coordinate with the Joint Staff on deliverables related to DOTmLPF-P Change

Recommendation (DCR) requirements.

o Contribute to and facilitate OCS awareness, training, and education in support of the logistics training initiative with Headquarters Marine Corps Installation and Logistics o (HQMC, I&L).

o Support development, employment, and enhancements to OCS information systems and tools, Knowledge Management, and information sharing.

o Support development of mission analysis, analysis of the operational environment, and market analysis for vendor capabilities/capacities/vulnerabilities.

o Develop OCS concepts of support, and other products required to inform planning choices and to provide commanders with commercial support/force mix options.

o The Contractor shall provide professional writing support for LPS-4 action officers. The support will cover LPS-4’s primary programs to include the Contingency Contracting Force (CCF), Operational Contract Support (OCS), and the Acquisition and Cross Service Agreement (ACSA) program. The contractor will be responsible for drafting current and planned policy initiatives to the Marine Corps enterprise and participating in workgroups and coordination efforts to support the development of work products, policy and directives.

Maintenance Modernization Program Support.

o Develop strategy and plans for integration of the RCM process as a central focus of

Maintenance Planning and Systems Engineering.

o Incorporate CBM+, EBM and TPM processes and enhanced Test Measurement and

Diagnostic Equipment (TMDE) into ground maintenance organization, scheduling, execution, and reporting.

o Research, analyze, and document the impact of migration to a Marine Air Ground Task Force (MAGTF) Technical Data Library (MTDL) to manage technical data pertinent to Maintenance, Sustainment, Systems Engineering, and Life Cycle Planning for Marine Corps ground defense systems.

o Review existing Electronic Maintenance Support System (EMSS) program requirements, goals, and strategy and assess its gaps and risks in providing the defined capabilities within its current plans and programs.

o Research and document alternative strategies to leverage emerging commercial or Government technologies or platforms to close any gaps or risks identified in the initial assessment, while identifying opportunities for enhanced capabilities or reduced cost or risk through implementation of these alternatives.

o Develop plans supporting transition to the GEMP as the program for conducting maintenance within the Marine Corps for ground equipment.

o Identify gaps and risks to the changes identified in the GEMP from existing processes or standards; develop mitigation strategies and transition plans that identify the future state for each Level of Maintenance (LoM) across each of the commodity areas.

o Develop and document an overarching strategy for management or the Maintenance Modernization program, that includes plans for each current initiative and how to migrate these initiatives into fielded programs within the EF2I framework.

o Participate in HQMC I&L-led meetings or conferences in the National Capital Region related to the initiatives.

3.9 (Task Area 9) - Logistics Training Development

The Marine Corps requires a comprehensive approach to logistics training, education, and professional development (LTEPD) to ensure mission success through the efficient movement of troops and materiel.

Traditional methods such as formal schoolhouse education and on-the-job training (OJT) present challenges, including misalignment with work assignments and the high risks associated with untrained personnel. To address the need for logistics task specific LTEPD modernization, Headquarters US Marine Corps Installation & Logistics is seeking contractor support to develop and deliver various logistics occupational training curriculums to a globally distributed workforce. Contractors will provide analytical and technical expertise to facilitate the development and maintenance of logistics training, education, and professional development courses.

Tasks and Deliverables at the task order level may include items similar to the following:

Provide Support to Logistics Training, Education, and Professional Development and Sustainment Processes and Improvement of Talent Management:

o Conduct Front End Analyses (FEA) to identify specific LTEPD courses for each logistics functional area.

o Collaborate with USMC occupational field representatives to identify TLOs, training sequences, and performance expectations and senior civilians to identify and address LTEPD gaps in the logistics occupational series o Advise and coordinate with I&L LTEPD Team Leads in the publication of annual talent management guidance to Occupational Field Managers and MOS Specialists.

o Coordinate with and assist Occupational Managers and MOS Specialists in developing MOS Roadmaps and providing talent management guidance.

o Provide advice and assistance on matters of tenant organization readiness, training, and retention to improve quality of life services such as barracks management, dining facilities, and childcare services support o Provide technical advice and assistance in developing training, education, and professional development opportunities for career civilian professionals.

o Develop LCE Grade Shaping Changes to meet future Combat Logistics Battalion (CLB) requirements and ensure appropriate security clearances.

3.10 (Task Area 10) - Data Management & Analytics Support

I&L is entrusted with a diverse array of tasks centered on the efficient and secure management of data.

These tasks encompass collecting, storing, organizing, analyzing, and leveraging data to facilitate decision-making, policy development and service delivery. I&L is dedicated to developing robust frameworks, policies, and protocols that oversee different facets of data management, including its usage, privacy, security, quality, and accessibility. This commitment extends to ensuring that government data is readily accessible to the enterprise in standardized, machine-readable formats. This initiative includes supporting open data portals and Application Programming Interfaces (APIs), which not only encourage innovation but also empower and foster collaboration with external stakeholders.

Tasks and Deliverables at the task order level may include items similar to the following:

Data Product Management Support.

o Collaborating with stakeholders to define data management goals, objectives, and strategies aligned with program objectives.

o Perform detailed analyses on costs associated with LOG IT, including assessments of technical debt, modernization outlays, and "invest to divest" expenditures. Deliver comprehensive reports and findings for LPI review and action.

o Collect data from authoritative sources, maintaining the integrity and accuracy of databases and data systems.

o Collaborate with the Marine Corps Systems Command Logistics Data Services Office to ensure efficient development of the logistics data hub. Develop performance metrics and compliance measures to ensure effectiveness.

o Create data dashboards, charts, and visual aids to facilitate informed decision-making processes.

o Generate usable data sets to extract actionable insights.

o Prepare presentations and reports based on recommendations and findings for LPI review and action.

3.11 (Task Area 11) - Artificial Intelligence Capability Development, Advocacy, and Solutions

The Logistics Information Technology Branch (LPI) has the unique responsibility to investigate and advocate for the use of emerging technologies within the portfolio of logistics systems. LPI has the responsibility to design an implementation plan for the use of these technologies as well as to establish policies for the institution to ensure our use of such technologies is consistent with Department of Defense, and Service policies. Advanced technologies such as artificial intelligence, when employed in this manner, have the potential to revolutionize our use of logistics data and enable rapid and timely decisions for the commander and logistician. As a field of computer science, artificial intelligence encompasses (and is often mentioned together with) machine learning and deep learning. These disciplines involve the development of AI algorithms, modeled after the decision-making processes of the human brain, which can ‘learn’ from available data and make increasingly more accurate classifications or predictions over time.
