Lube Oil Quality Management Testing Support Services (LOQM) Sources Sought Notice for Naval Warfare Center Philadelphia Division (NSWCPD)
SUBJECT: The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking sources to provide services for testing and analyzing lube oil samples for diesel engines under the Diesel Readiness Systems program and reduction gear samples under the HM&E sustainment program.
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential firms capable of providing the supplies/services described herein prior to determining the method of acquisition.

Contract Type: It is anticipated that a Firm-Fixed-Price Supply/Services, Indefinite-Delivery-Indefinite-Quantity (IDIQ) single award contract will be awarded from the forth coming RFP.
Period of Performance – The performance period will span five years. Performance is anticipated to begin (July 2024).
Personnel Security Clearance – All personnel performing under this order shall possess a UNCLASSIFED level security clearance. Interim clearances are acceptable.
Facility Requirements – Not applicable for this requirement.
Work Location Requirements: Task order performance will occur at Contractor site.
Scope: The Contractor shall be responsible for supplying sample bottle kits and shipping costs, testing, and analysis of oil samples, quality assurance of test results, storage of samples for retain period (forty-five (45) days after test date), and related data management and transfer for all new and used lube oil testing for all United States Ships (USS) of the USN during the terms of this Contract.
The contractor shall be a certified new and used oil sampling laboratory that, at a minimum, is certified in accordance with ISO -9000 9001 or ISO 17025.
The Offeror’s sampling laboratory and quality assurance team shall be inside CONUS.
The contractor shall have a quality control plan to maintain the quality standards for all services. The quality control plan shall be implemented upon contract award. The contractor is responsible for conforming to its quality control plan and processes to ensure proper performance and correct any deficiencies that may occur.
Capability Statements: Interested businesses are invited to submit capability statements, not to exceed five (5) double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Capability Statements must address, at a minimum the following:
Section 1: Introduction. Identify the Sources Sought Number and Title
Section 2: Corporate Description.
· Name of Company and address
· Ownership
· Points of contact, including: Name, title, phone and e-mail address.
· CAGE Code and DUNS Number
Section 3: Past/Current Performance. Suggestion language: Provide one (1) example of prior/current corporate experience performing efforts of similar size, scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contract with current telephone number, and a brief description of how the reference contract relates to the services described in the Draft SOW.
Section 4: Technical Reponses. Provide a detailed technical response that addresses the tasks identified in the Draft SOW Information should include:
1. A complete description of the offeror’s capabilities (including technical, program management, prototyping, etc.) related experience, facilities, techniques, or unique combination of factors that would directly relate to the Government’s objectives as stated in the attached Draft SOW,
2. The qualifications, capabilities, and experiences of Contractor employees, who would be available to support this effort,
3. Demonstrated ability to obtain security clearances at the time of contract award or within 90 days for all personnel expected to provide support in accordance with the above requirement;
Note: No telephone responses will be accepted. No contractor response received after the advertised due date and time will be accepted. NSWCPD will only accept electronic unclassified submission of responses. Responses shall be sent to the Contract Specialist, Emily Simpson at Emily-rebecca.simpson.civ@us.navy.mil with the subject line “LOQM Sources Sought.” All responses shall be submitted no later than 4PM EST on 29 August 2023.
This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.
The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
