Statement of Work (SOW) for
Lube Oil Quality Management Testing Support Services
1.0 INTRODUCTION
1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 331, which is responsible for the Lube Oil Quality Management (LOQM) Program.
1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied
1.0.3 Government/Contractor Relationship
1.0.3.1 The services to be delivered under this Contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the Contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.
1.0.3.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.
1.0.3.3 Contractor personnel under this Contract shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.
1.0.4 Employee Relationship:
1.0.4.1 The services to be performed under this Contract do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government. Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.
1.0.4.2 Rules, regulations, directives, and requirements that are issued by the U. S. Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.
1.0.4.3 Inapplicability of Employee Benefits: This Contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.
1.0.4.4 It is the Contractor's, as well as the Government's, responsibility to monitor Contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.
1.0.4.4.1 The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.
1.0.4.4.2 The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:
(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,
(ii) Countermand any communication regarded as a violation,
(iii) Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or
(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.
1.1 BACKGROUND
The Material Integrity, Assessment and Compliance Branch (Code 331) of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), provides services to test and analyze lube oil samples on a monthly basis across the fleet. Current programs under Code 331’s responsibilities include testing and analyzing lube oil samples for diesel engines under the Diesel Readiness Systems program and reduction gear samples under the HM&E sustainment program. NSWCPD code 331 is expecting growth in LOQM responsibilities, increasing the number of lube oil samples requiring testing and analysis to include all machinery and equipment samples across the fleet.
1.2 SCOPE OF WORK
The United States Navy (USN) requires testing and analysis of new and used oil samples, storage of samples, analysis and quality assurance of test results, related data management and transfer, and supply and shipping of sample bottle kits. If requested, this contract may be used to test lube oil samples for other services including United States Coast Guard, Military Sealift Command, Army, Air Force and Marine Corps.
The Contractor shall be responsible for supplying sample bottle kits and shipping costs, testing and analysis of oil samples, quality assurance of test results, storage of samples for a retain period (forty-five (45) days after test date), and related data management and transfer for all new and used lube oil testing for all United States Ships (USS) of the USN during the term of this Contract. The contractor shall provide complete, accurate, and timely results. The contractor shall ensure that test results are verified to be accurate using analytical techniques or current industry methods.
The contractor shall be a certified new and used oil sampling laboratory that, at a minimum, is certified in accordance with ISO-9001 or ISO 17025.
The Offeror’s sampling laboratory and quality assurance team shall be inside CONUS.
The contractor shall have a quality control plan to maintain the quality standards for all services. The quality control plan shall be implemented upon contract award. The contractor is responsible for conforming to its quality control plan and processes to ensure proper performance and correct any deficiencies that may occur.

3.0 REQUIREMENTS
3.1 Lube Oil Sampling Kits and Shipping
3.1.1 Sampling Kits – The contractor shall provide sample kits consisting of the following:
· Twenty (20) Sample Bottles
· Twenty (20) blank adhesive Sample Bottle Labels
· One (1) Shipping Box
· Five (5) Shipping Containers in the following configuration:
· Two (2) containers with a ten (10) bottle capacity each
· Three (3) containers with a four (4) bottle capacity each
· Twenty (20) prepaid, preaddressed commercial express (2-day maximum) mailer for in the following quantities:
· DHL – five (5)
· UPS – five (5)
· FEDEX – five (5)
· USPS – five (5)
· One-page shipping reference guide provided by NSWCPD
3.1.2 The contractor shall provide 4 oz. (120 ml) sample bottle kits with a shipping box to hold a minimum of twenty (20) sample bottles upon request from the vessels.
3.1.2.1 Each sample bottle shall be constructed of clear polypropylene that shall not collapse when subjected to a minimum of twenty-four (24) inches Hg vacuum, and shall withstand a liquid temperature of 240 degrees F.
3.1.2.2 Each sample bottle shall be double wrapped (container within a container with absorbent material).
3.1.3 The contractor shall ship the sampling kits to the vessels using the address provided by the vessel (which may be an FPO address) within one (1) business day of receiving the request.
3.2 Receipt of Samples
The Government will send used and new oil samples using contractor supplied shipping kits described in Paragraph 3.1.1 via express (2-day maximum) mail service to the Contractor’s facility at the address provided in Paragraph 3.6.3.
3.2.1 The Contractor shall maintain a log documenting date of receipt of samples and assign a unique number to each sample received.
3.2.2 The contractor shall provide the government access to the sample receipt log via web services and email an electronic copy to the designated point of contact daily (A003).
3.2.3 If requested, contractor shall be capable of providing a photograph of the sample labels via email.
3.2.4 Unregistered Samples
3.2.4.1 The Contractor shall not process unregistered samples. Unregistered samples are defined as unlabeled or unidentified samples.
3.2.4.2 The Contractor shall contact the COR for disposition instructions of any/all unregistered samples within 24-hours of receiving the sample.
3.2.4.3 The Contractor shall document these erroneous shipments and add them to the Monthly Report (A001).
3.2.4.4 For undated samples, the contractor shall notify the Government via email and use the date the sample was received.
3.2.4.5 For duplicate samples, only one sample shall be tested and the other shall be retained for the period required in paragraph 3.3.5.
3.2.5 Incorrectly Packaged Samples
3.2.5.1 The Contractor shall contact the COR for disposition instructions of samples that cannot be tested due to leaking/spillage resultant from incorrect packaging.
3.2.5.2 The Contractor shall document all erroneous shipments and add them to the Monthly Report (A001).
3.2.6 Sample Labels
3.2.6.1 The contractor’s facility shall be capable of processing sample labels through its web based reporting system for easy tracking and error free entry of samples. The contractor’s facility may utilize barcodes with 2/7 or 3/9 format to accomplish the above. Examples of current NSWCPD barcodes can be found in Attachment A.
3.3 Sample Testing
3.3.1 Test Slates
3.3.1.1 The Contractor shall test each sample, which will contain a minimum 120 ml of oil, in accordance with the specific test slates identified on the sample label information.
3.3.1.2 The Contractor shall perform testing as specified by the equipment registration number provided by the Government. Each test slate consists of a set of tests. Attachment (A) specifies the tests required for each Test Slate, the requirements related to each individual test, and the unit of measurement, where applicable for specific tests.
3.3.1.3 Analytical Ferrography - Analytical Ferrography tests will be performed when test slates for Direct Reading (DR) analysis or PQ exceed the specified alarm limits or as dictated by the Government. The requirements of Analytical Ferrography are specified in Attachment (A).
3.3.2 Test Slate Turn-Around Requirement
3.3.2.1 The Contractor shall complete processing of all samples received at the Contractor’s facility within two (2) business days of receipt (excluding weekend and federal holidays).
3.3.2.2 The contractor shall deliver retest and analytical ferrography results to NSWCPD within two (2) business days of receipt of retest request (A002).
3.3.2.3 Samples received after 1500 local time on a weekday, or weekend, or holiday, shall be considered to have been received on the next normal business day. Completion of processing of samples is defined as to occur when the Government has received the test results electronically.
3.3.2.4 The Contractor will not be paid for sample processing not completed within the timeframes specified in 3.3.2.1 and 3.3.2.2.
3.3.2.5 Even if Contractor does not meet the turn-around requirement, all samples shall be tested within five (5) business days of receipt.
3.3.3 The Contractor shall notify NSWCPD of business days when the office/laboratory will be closed due to holidays, weather or other events.
3.3.4 Retest - The Government may order retesting of specific samples
3.3.4.1 The contract shall complete Government requested rechecks within two (2) business days of request.
3.3.4.1.1 The Contractor shall not be entitled to payment for retests in the event original test results are found to be incorrect or outside the ASTM defined repeatability limits of the method due to lab or technician error.
3.3.4.1.2 The Contractor shall be entitled to payment for the tests performed in the event original tests are confirmed to be correct.
3.3.4.2 The contractor shall document samples that required retest in the report (A001, A002, A003).
3.3.5 Sample Retention
3.3.5.1 The Contractor shall retain samples forty-five (45) days after test date for potential retesting requirements.
3.3.5.2 After forty-five (45) days, the Contractor shall dispose of samples in accordance with local residual waste management requirements/guidelines.
3.4 Data Transfer
3.4.1 Daily Electronic Data Transfer: Electronic data shall be transferred in Government provided format in Attachment (B).
3.4.2 The Contractor shall electronically submit once daily the oil test results to a USN website or email address using the file structures and transfer file formats specified by the Government (A002). Electronic files shall be identified in sequential order by a number assigned by the Contractor. A Laboratory Data Analyst shall review all oil test data for completeness and accuracy prior to transmission to the USN. The Laboratory Data Analyst shall provide remarks to indicate the test results have been reviewed and verified in the Lab Comment data field of the data transmission for each test performed.
3.4.3 The contractor shall report any samples tested that are identified as critical in a separate email to the Government.
3.4.4 Shore Side Database and Retention: During the period of the contract, the Contractor shall provide a database for the Government to utilize for its data reporting and management needs. The database shall allow additional comments to be added by the Government and reports to be generated. All data transfer shall be in accordance with requirements specified in paragraph 3.4.1.
3.4.5 The Contractor shall maintain all lube oil sample test results in a Contractor-furnished and maintained software system. The system shall maintain the data as received from the Contractor’s laboratory for the life of the contract. This raw data shall be available as soon as samples are complete. The database shall allow for the raw data to be downloaded in CSV format.
3.4.6 The contractor shall not include any recommendations or notation of unsatisfactory properties in the raw database.
3.5 Quarterly/Semi-Annual Business Meetings
3.5.1 The Contractor and Government shall have quarterly meetings during the base period of the contract and semi- annual meetings during option periods via telecom or at Contractor’s facility. The meetings allow time to review contract performance and to discuss Contractor findings and recommendations regarding the testing program.
3.5.2 The contractor shall be available by phone and email during business hours (0900 – 1700) to support any technical questions/discussions from Government personnel.
3.6 Contractor Facility
3.6.1 The Contractor facility shall be capable of retaining a minimum of 4,500 used and new oil samples for a period of forty-five (45) days in an environmentally controlled environment.
3.6.2 The Contractor’s facility and quality assurance department shall be located within the Continental United States (CONUS).
3.6.3 Lube Oil Sample Address
The Contractor shall provide a single address where all samples shall be mailed.

3.6.4 Equipment
The Contractor facilities shall have the specific equipment to run ASTM/ISO tests as specified by the test slates [Attachment (A)]. At a minimum, the Contractor’s laboratory shall have the following equipment:
· Inductive Couple Plasma Arc (ICP) or Roto-disk Emitter (RDE) Spectroscopy
· DR/PQ and Analytical Ferrography equipment Automatic particle counter (instrument must have ability to run an undiluted sample as needed up to ISO 68)
· Gas Chromatograph (GC)
· Fourier Transform Infrared Spectroscopy (FTIR)
· Karl Fischer titration equipment with oven method/vaporizer
· Automated titration equipment to conduct Total Base Number (TBN) and Total Acid Number (TAN) tests in accordance with ASTM tests mandated in Attachment (A).
· Industry approved laboratory viscometer
· Industry approved flashpoint tester
3.6.5 Contractor shall participate in a minimum of one (1) lube oil ASTM proficiency test program per year and provide the results annually throughout period of performance (A004).
3.7 Phase-In and Phase-Out Services
The purpose of the Phase-In Period is to ensure a smooth transition of products and services from the predecessor contract to the current contract. During this transition phase, the Contractor shall perform test slates for both new and used lube oil testing for various equipment, provided by NSWCPD to demonstrate capabilities and accuracy.
3.7.1 Phase-In Services
3.7.1.1 General
The Contractor shall provide Phase-In Services during a ninety (90) day period following contract award.
3.7.1.2 Post Award Conference/Additional Meetings
Within seven (7) days after contract award, the Contractor’s Program Manager shall attend the Post Award Conference at Contractor Facility with the cognizant NSWCPD/NAVSEA personnel to discuss the contract and plan for full operation. There will be up to four (4) additional one-day meetings at the Contractor’s facility to develop and implement a plan of action to ensure smooth transition.
3.7.1.3 Data Transmission Validation
Within thirty (30) days of contract award, the Contractor shall post data for transfer to NSWCPD’s Oil Analysis System database, which will be designated at contract award. NSWCPD will review test data to ensure it was properly transmitted and received. This includes proper data format per the Government, completeness and timeliness of data, and data transfer integrity to NSWCPD's Oil Analysis System (A002). The Government will communicate any errors or problems to the Contractor. The Contractor will take corrective action and demonstrate capability to transfer data.
3.7.1.4 Phase-In Testing
The Contractor shall perform tests in accordance with the test slate information provided in Attachment (A) and transmit test results to NSWCPD in accordance with Government approved format prescribed in Attachment (B). NSWCPD will provide the Contractor with a list of the phase-in samples for testing. Quantity of samples may vary, with the total estimated number during the Phase-In Period not to exceed 150 samples. Phase-In samples to be tested under the base year CLINs. NSWCPD will begin submitting samples thirty (30) days after the commencement of performance to confirm equipment functionality. Contractor to provide results of phase-in samples to NSWCPD’s Oil Analysis System Database and NSWCPD to confirm results are adequate during the first sixty (60) days of the Phase-In period. Prior to this confirmation, any samples received from ships should be held. The Contractor must have all equipment and training necessary to perform all tests in accordance with the test slate information provided in Attachment (A) no later than sixty (60) days after the commencement of the Phase-In Period. During the first sixty (60) days of the Phase-In Period, the Contractor shall be responsible for performing only those tests for which it is equipped. At award, the Contractor shall provide to the COR a list of those tests of which it is capable of performing. The list shall be updated as appropriate during the first sixty (60) days as new testing capabilities are added. At the end of the first sixty (60) days and for the duration of the Contract, the Contractor shall be fully capable of performing all tests required under the Contract. Once Phase-In sample results are confirmed adequate and full performance capability has been met, testing of held samples can proceed.
3.7.1.5 Phase-Out Services
Contractor to store any samples received after POP for sixty (60) days after POP. After sixty (60) days contractor may dispose of held samples.
3.8 Commonality of Systems, Subsystems, and Components – N/A
3.9 Manufacturing Phase-Out or Discontinuation of Production, Diminishing Sources, and Obsolete Materials or Components
3.9.1 The contractor shall notify the contracting officer immediately upon determining the unavailability of obsolete materials or components. The contractor may recommend a solution to include the impact on the contract price and delivery. The contractor shall not initiate any item redesign or incur any additional costs without the express, written authorization of the contracting officer.
3.10 Manufacturing Phase-Out or Discontinuation of Production, Diminishing Sources, and Obsolete Materials or Components – N/A
3.11 Diminishing Manufacturing Sources and Material Shortages Management (DMSMS) Contract Requirements – N/A
3.12 Parts Obsolescence – N/A
4.0 DATA REQUIREMENTS
4.1 CDRL A001 – Contract Status Report
4.1.1 This report shall reflect both prime and Subcontractor data if applicable at the same level of detail.
4.1.1.1 Contractor format is acceptable.
4.1.1.2 The CDRL shall be delivered electronically, unless otherwise specified by the COR.
4.1.1.3 The Contractor shall submit a Lube Oil Sample Monthly report with details of all sample analysis activity for the previous month. The report will include a summary sheet indicating the total number of samples by ship and the number of alerted and non-alerted samples per ship during the monthly reporting period. The report will also include the following information:
4.1.1.4 Management Summary:
a. Total number of samples in the month
b. Number of samples by test slate per month
c. Detailed list of all samples processed including vessel register ID, equipment register ID, sample date, and received at lab date.
d. Total number of unregistered (e.g., unidentified, unlabeled samples, mislabeled or misbottled samples) samples received from USS vessels, by vessel register ID, if known.
e. Total number of internal rechecks, retests, by test method, requested by NSWCPD, broken out by Retests-Correct and Retests-Error.
f. Total number of samples that are not processed within the two (2) business day requirement.
g. Detailed list of all ships that ordered sampling kits (vessel register ID, number of kits, order date, ship date)
h. Number of Sample Bottle Kits supplied per vessel
4.1.1.5 QA Summary
a. Summary of retests performed to include:
b. Sample ID number tested
c. Ship Name
d. Test Performed
e. Retest initiated by Navy or Contractor
f. Broken out by Rechecks-Correct Rechecks-Error
g. Include results for both original and retest
4.1.1.6 IT Summary
a. Total number of samples exported to GOV database
b. Number of samples that were unsuccessful in transferring by Daily electronic transfer

4.2 CDRL A002 – Daily Electronic Data Transfer
4.2.1 CDRL shall be delivered in the government specified format provided in Attachment B.
4.2.2 CDRL shall be delivered electronically, unless otherwise specified by the COR.
4.2.3 This report shall reflect both prime and subcontractor data if applicable at the same level of detail.
4.3 CDRL A003 – Daily Sample Report
4.3.1 CDRL shall record date of receipt of samples and assign a unique number to each sample received.
4.3.2 CDRL shall be delivered electronically, unless otherwise stated, and while Contractor’s format is acceptable, Government’s approval is required from the COR.
4.4 CDRL A004 – ASTM Report
4.4.1 CDRL shall provide information sufficient to allow the government to verify the contractors ASTM proficiency test program results.
4.4.2 CDRL shall be delivered electronically, unless otherwise stated, and while Contractor’s format is acceptable, Government’s approval is required from the COR.
4.5 CDRL A005 – Small Business Commitment
4.6 CDRL A006 – Test Procedures
4.6.1 CDRL shall document the sample type(s) that may be tested under the procedure in place of the system/subsystem specified in 3.1.1g. of DID.
5.0 SECURITY REQUIREMENTS

5.4 OPERATIONS SECURITY (OPSEC)
5.4.1 The Contractor shall protect critical information associated with this contract to prevent unauthorized disclosure. The NSWC Philadelphia Division's (NSWCPD) Critical Information List (CIL)/ CIIL (Critical Indicators and information list) will be provided on site, if warranted. Performance under this contract requires the contractor to adhere to OPSEC requirements. The Contractor may not impose OPSEC requirements on its subcontractors unless NSWCPD approves the OPSEC requirements. During the period of this contract, the Contractor may be exposed to, use, or produce, NSWCPD Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NSWCPD’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI) unless such FOCI has been appropriately mitigated through measures approved by the Defense Counterintelligence and Security Agency. Questions concerning these requirements shall be directed to the PCO.
5.4.2 CUI correspondence transmitted internally on the contractor's unclassified networks or information systems, and externally, shall be protected per NIST SP-800-171, Protecting Controlled Unclassified Information (CUI) in Non-federal Systems and Organizations. Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.
5.4.3 NSWCPD’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to the PCO, and the COR who will forward the required to the NSWCPD Public Release Authority for review.
5.4.4 Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive, Company Proprietary information related to this or other program must be immediately reported to the contractor's Facility Security Officer and Cognizant Security Office and/or the Naval Criminal Investigative Service, and the NSWC PD Security Division (Code 105).
5.5 RECEIPT, STORAGE, AND GENERATION OF CONTROLLED UNCLASSIFIED INFORMATION (CUI) All Controlled Unclassified Information (CUI) associated with this contract must follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document. In accordance with DoDI 5200.48, CUI must be safeguarded to prevent Unauthorized Disclosure (UD). CUI export controlled technical information or other scientific, technical, and engineering information must be marked with an export control warning as directed in DoDI 5230.24, DoDD 5230.25, and Part 250 of Title 32, CFR. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.

13.0 NSWCPD Electronic Cost Reporting and Financial Tracking (eCRAFT) System
13.1 In addition to the requirements of Clause C-237-W001 “Electronic Cost Reporting and Financial Tracking (eCRAFT) System Reporting (NAVSEA)”, the contractor is required to provide supporting accounting system reports, at the Contracting Officer’s request, based on the review of the invoice documentation submitted to eCRAFT. This documentation will include reports such as the Job Summary Report (or equivalent), Labor Distribution Report (or equivalent), and General Ledger Detail Report (or equivalent). Supporting labor data provided must include unburdened direct labor rates for each employee and labor category. Cost breakdowns for ODCs, Materials, travel and other non-labor costs must be at the transactional level in sufficient detail so the Government can review allocability to the Contract. Indirect costs allocated to direct costs must be shown at the lowest level of detail sufficient to reconcile each indirect rate to the appropriate allocation base.
13.2 On invoices containing subcontractor costs, the prime contractor agrees, at the Contracting Officer’s request, to attach as supporting documentation all invoices received from subcontractors, unless the subcontractor submits invoices directly to the CO and COR. This requirement applies to all subcontract types (Cost, FFP, etc.).
14.0 SPECIAL REQUIREMENTS
14.1 Quality Assurance/Quality Control (QA/QC) Plan: The Contractor shall provide the Government with a QA/QC plan to maintain the quality standards for all services. The QA/QC plan shall be incorporated into the Contractor’s proposal and shall provide appropriate measures to be taken by the Contractor and any or all subcontractors for assuring that the quality and integrity of the lube oil samples remain intact throughout the receipt, analysis and storage of the samples and that accurate, reliable, and repeatable analytical results are being obtained and reported. This QA/QC plan shall be implemented upon contract award. The contractor is responsible for confirming to its own Quality Control Plan and processes to ensure proper performance and correct any deficiencies that may occur. The Contractor will notify the Government within one business day of modifications to the quality plan or test procedures.
14.1.1 Blind Lube Oil Samples: The Government may submit blind lube oil samples to the contractor laboratory to confirm result accuracy and confidence in the laboratory results obtained. This will be limited to a maximum of one blind sample per quarter. This sample shall be analyzed and reported following the same procedures used to process routine lube oil samples received from US Navy vessels.
14.1.2 Participation in ASTM Proficiency Testing Program: The contractor shall be a current participant of at least one of the ASTM Oil Proficiency Testing Programs.
14.2 Quality Management System
14.2.1 The Contractor shall maintain a Quality Management System (QMS) in accordance with ASQ/ANSI/ISO 9001:2015 standards.
14.2.2 The Contractor shall notify in writing the following when any changes are made to the Quality Management System (QMS) that may affect work:

14.3 Risk Management
14.3.1 The contractor shall develop an internal risk management program and work jointly with NSWCPD Code 331 to develop an overall risk management program.
14.3.2 Assign responsibility for risk mitigation activities, and monitor progress through a formal tracking system.
14.3.3 Conduct risk identification and analysis during all phases of the program, including proposal development. Develop appropriate risk mitigation strategies and plans.
14.3.4 Use projected consequences of high probability risks to help establish the level of management reserve and schedule reserve.
14.3.5 Assess impact of identified performance, schedule and costs risks to estimate at completion, and include in the estimate as appropriate. Develop a range of estimates (best case, most likely, worst case).
14.3.6 The Contractor shall capture risks and associated mitigation plans in a risk database and provide status updates to the Government for all documented risks upon request.
