About this file

This is a Sources Sought notice for the replacement of the primary air conditioning system in Experimental Hall C at the Thomas Jefferson National Accelerator Facility (Jefferson Lab), a Department of Energy nuclear physics research facility located in Newport News, Virginia, and managed by SURATech.

The scope of work includes replacement of an indoor direct expansion air handling unit and outdoor condensing unit suspended approximately 75 feet above the finished floor, installation of a maintenance platform for servicing the indoor unit, and updated Building Automation System (BAS) controls. Material handling must be performed by Barnhart Crane and Rigging using method number 2 from an attached engineering study. The work requires sophisticated coordination due to the height and indoor location within Hall C, emphasizing the need for strong safety consciousness and precise project coordination with Jefferson Lab staff and subcontractors. The estimated construction magnitude is between $1,000,000 and $3,000,000. The schedule includes solicitation posting on or about June 18, 2026; subcontract award on or about August 1, 2026; anticipated mobilization on or about September 1, 2026; and substantial completion no later than December 31, 2026.
