Construction Services Sources Sought Notice

Project XJ-NH-0010

BACKGROUND:

The U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) is reviewing contractor qualifications for the Construction of Design/Build services for a Lease

Fit-Out project of commercially leased space for the U.S. Embassy Jerusalem Israel. Continuing a legacy of outstanding diplomatic architecture, OBO seeks to commission our nation’s top constructors to create facilities of outstanding quality and value.

PURPOSE:

This is a Sources Sought Notice and is being issued in conjunction with the regulations in FAR part 10 (market research) to identify businesses capable of performing the functions described herein. FAR part 15 (exchanges with industry) which allows the purpose of exchanging information to improve the understanding of Government requirements and industry capabilities.

FAR part 19 (small business participation) to locate small business sources capable of performing the functions described herein. The government is requesting information regarding the availability and feasibility of attracting firms to support the requirements of THE U.S.

DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) for Lease

Fit – out services in Jerusalem.

This sources sought notice is solely for information and planning purposes and DOES NOT constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the below-listed services in the future. Responders are advised the government will not pay for information submitted in response to this notice, nor will it compensate responders for any costs incurred in the development/furnishing of a response to this sources sought notice.

Based on the responses to this sources sought notice, this requirement may be set-aside for small businesses or procured through full and open competition. Responses to this notice will assist the

Government in identifying potential sources that are available. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions to this notice.

PLACE OF PERFORMANCE: Commercially leased space in the Kaduri building, a newly constructed office building, located in the Talpiot area in Jerusalem. The construction services entails the fourth and fifth floor of the commercial office building.

SUBMISSION INSTRUCTIONS: Interested parties who consider themselves qualified to perform the constructions services described herein are invited to submit a response to this

Sources Sought Notice by March 26 at 10:00 AM EDT. It is requested that all interested parties submit a capability statement addressing all of the requirements in this notice. All responses must be e-mailed to Deborah Carey at careyda@state.gov.

SCOPE: Interior fit-out of existing commercial lease space to accommodate the GSO, FAC, RSO, and the U.S. Security Coordinator (USSC) personnel. Security improvement of a leased portion of the parking garage and addition of Pedestrian Access Control and other physical security upgrades. Buildings (number and type, concrete vs steel, etc.): The building is a newly constructed six-story office building of which DOS would occupy all of levels 4 and 5.

Total gross square meters/number of floors: 3,804 gsm. Six story office building.

Type (new, occupied, Standard Embassy Design (SED), and Compound Security Upgrade

(CSU): Lease Fit-Out in a commercial office space.

RESPONSE SUBMISSION INFORMATION:

All potential sources with the capability to provide the requirements referenced in this sources sought are invited to submit, in writing, sufficient information within the page limitations listed below. This information should demonstrate the respondent's ability to fulfill the technical, delivery, and support requirements. The Government will not answer technical questions or provide additional technical information at this time via this sources sought notice.

Responses to this Sources Sought Notice shall include the following and shall be no longer than

15 pages. The cover sheet is not included in the page count.

1. A cover sheet which includes:

• Company Name

• Address

• Point of Contact

• E-mail Address

• Phone Number

• DUNS Number and Cage Code

• Primary Business and Market Areas (NAICS code 236220), be active in the System for Award

Management (SAM) and not be on the Excluded Party List (provide documentation)

• Business Size Status and Socioeconomic Status

Address all of the points below in your submission:

1. Demonstrate in your response to this sources sought notice experience within the last five (5) years that you have performed construction services for lease fit outs of commercial buildings.

Provide three examples with a dollar value of at least $18,000,000.00 (minimum estimated dollar value).

2. Experience described in item shall include your role as primary contractor or sub-contractor.

Each project experience needs to include the contract number, the US Agency or private company that awarded the contract and contract monetary value.

3. Demonstrate experience in coordinating with host nation government(s) to mitigate and solve potential issues.

4. Provide your experience in importation of materials, equipment, man-power, and any other necessary resources required for the completion of design-build projects;

5. Discuss your capability of successfully completing design build projects, including your past performance;

6. Demonstrate your ability to provide all man-power to complete all construction services.

7. Demonstrate in your submission your ability to provide and deliver required materials and equipment to projects located overseas;

8. Capabilities to import all required material and equipment through either sea or air transportation;

9. Ability that, should a solicitation be issued in the future for this requirement, offerors should declare if the offeror is applying as a primary contractor, a joint venture or partnership or other as applicable to their submission.

10. Ability that, should sub-contractors figure into an offeror's plans, the offeror will be expected to specify what percentage of work will be tasked to assigned sub-contractors.

11. Address the following: unresolved issues/risks that could impact permits, start of construction, utility connections, or occupancy. Disruption of building services and impact to other tenants in a commercial office space. Restricted access and/or work hours. Limited laydown areas. Projects in urban locations with restricted operating hours.

12. Address permit requirements for zoning, construction, and utility connections. Such as bridging design A/E to obtain required permits including permit to alter the Israeli Protected Spaces.

Utility permits required by the building owner.

13. Special security requirements, if any: Leased space have balconies, windows and an interior atrium that requires protection from public access prior to commencing work.

14. Site considerations: Existing structure and utilities. Two floors occupied by local government offices and a retail space on the ground floor. Undelinated below ground parking garage accessible to the public; protection to equipment, supplies, etc. that may be stored in parking area.

15. A Joint Venture agreement or Statement of Intent to form a (JV) does not count against the page limitation. If the planned organizational structure for the Offeror is a JV, provide a Statement of

Intent to form a JV, signed by all parties to the JV. If a formal JV has been formed, the JV agreement may be submitted in lieu of the Statement of Intent. If the Offeror is not submitting as a

JV, so state. Organizations that wish to rely upon the experience or financial resources of any other legally related entity or organization, including parent companies, subsidiaries, or other related firms, must do so by way of a JV or a “de facto” JV. In cases of a “de facto” JV where no formal joint venture agreement is in place, the parties must agree, in writing, to be jointly and severable liable for performance of any contract awarded. Describe the relationship of the JV parties. Identify each JV party’s role. Identify the type and percentage of work assigned to each JV party. A “de facto” JV, provide a signed written agreement. Identify the parties’ intended roles in the Project.

Financial Capability:

Ability to obtain full bonding for the project – This capability shall be demonstrated by providing evidence that the Offeror has bonded a minimum of 3 projects outfitting Class A commercial office space in the past 5 years of at least 80% of the minimum estimated dollar value, size and complexity.
