MARKET RESEARCH TEMPLATE PACKAGE

THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Notice as a means of conducting market research or as a market survey to determine the availability of potential qualified vendors with the technical capability to provide all management, supervision, administration, and labor for NRC’s E-112 Motor Operated Valve (MOV) Training Course.
Specific activities include: providing instructor-led (in-person) classroom presentations and instructor-led demonstrations in a training facility/lab within the Continental United States. The training allows for hands-on student involvement and includes the following:
1. Classroom space sufficient to accommodate 15 students.
2. Training facility and lab with instruction on the operation and maintenance of MOVs with at least one example of the LimitorqueTM Motor Operated Valve Actuator.
3. Instructors to teach the operation of MOVs who have in-depth knowledge in the field of reactor licensing/inspection activities, specifically in regard to the maintenance and operational history of MOVs in service at nuclear power plants.
4. Personnel protective equipment (i.e., suitable eye safety wear, gloves and hearing protection) to students.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611430.
THERE IS NO SOLICITATION AT THIS TIME. This request for sources and vendor information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.
The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC free of conflict of interest (COI). For information on NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response. The capabilities submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed below. The response should also include past performance/experience regarding projects of similar scope listing the project title, general description, the dollar value of the contract, and name of the company, agency, or government entity for which the work was performed.
Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Submission of additional materials such as glossy brochures or videos is discouraged.
Background:
The U.S. Nuclear Regulatory Commission (NRC) inspects licensed nuclear facilities and their construction and operations (i.e., licensed activities) as part of its public health and safety mission. The purpose of these inspections is to verify that the licensed activities are conducted safely and in accordance with federal regulations.
In support of this mission, the NRC’s Office of the Chief Human Capital Officer (OCHCO) conducts a program of training designed to give NRC staff technical information and hands-on experience in conducting reactor licensing decisions. The courses to be presented improve the NRC staff’s ability to provide in-depth inspections and design reviews of NRC-licensed facilities to determine whether applicable codes and standards are met.
The E-112 MOV training course addresses general knowledge of the NRC’s organization, safety mission, licensing principles, regulations, and processes. The course attendees include NRC employees who are working on specific qualifications as well as NRC employees across various offices who assist with reactor inspection activities.
Capabilities Sought:
The NRC is seeking to identify sources that are capable of providing:
· A five-day, in-person, classroom training on NRC’s E-112 MOV training material with a classroom space, training facility/lab supplied with various examples of US nuclear power plant motorized valves (one at least a LimitorqueTM), and personnel protective equipment.
· Delivery and updating of existing training materials, and delivery of electronic versions of the training materials in PowerPoint format.
· At least two (2) experienced and qualified instructors who have at least ten (10) years of recent experience, (i.e., within the last 10 years) in the field of reactor licensing/inspection activities and familiarity and experience with the following:
o Applicable codes and standards related to reactor licensing (e.g., 10 CFR Part 50, 10 CFR Part 52, 10 CFR Part 54, RG 1.186, NEI 97-04, etc.);
o NRC Regulatory requirements applicable to reactor licensing; and o Case histories of issues relevant to reactor licensing activities pertinent to US commercial nuclear power plants.
· Course materials to be updated must reflect experience in the design, operation, testing, and inspection of motor operated actuators used in US commercial nuclear power plants.
· Collection and review of student feedback provided after each course delivery with recommendations for improving future course offerings.
HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE
If your organization has the capability and capacity to perform, as a prime contractor, one or more of the services described in this notice, then please respond to this notice and provide written responses to the following information. Please do not include any proprietary or otherwise sensitive information in the response, and do not submit a proposal. Proposals submitted in response to this notice will not be considered.
1. Describe your organization’s experience in the delivery of MOV training both in a classroom environment and in a training facility/lab environment.
2. Does your company have the capability to perform all required tasks/services listed under the Capabilities Sought section above?
3. Will you need to subcontract out any areas and if so, what portion?
4. Provide the address of the anticipated classroom and facility location.
5. Provide a standard, non-proprietary commercial price list or similar standard non-proprietary commercial pricing information for how your company sells, as a prime contractor, required capabilities described in this notice that your organization has experience providing. Also, indicate what is included in that pricing such as materials.
6. What size is your organization with respect to NAICS code identified in this notice (i.e., "small" or "other than small")? If your organization is a small business under the aforementioned NAICS code, what type of small business (i.e., small disadvantaged business, woman-owned small business, economically disadvantaged woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, 8(a), or HUBZone small business)? Specify all that apply.
7. Indicate whether your organization offers any of the required capabilities described in this notice on one or more of your company's own Federal Government contracts (i.e., GSA Federal Supply Schedule contract or Government wide Acquisition Contracts) that the NRC could order from and, if so, which services are offered. Also, provide the contract number(s) and indicate what is currently available for ordering from each of those contract(s).
8. Is your organization currently performing or have in the past performed same or similar services as those listed above for any of the licensees regulated by the NRC? If so, which licensees? See http://www.nrc.gov/about-nrc/regulatory/licensing.html for more information on NRC licensing.
9. Has your organization previously faced organizational conflict of interest issues with NRC? If so, what were they and how were they mitigated or resolved?
Interested organizations responding to this Sources Sought Synopsis are encouraged to structure capability statements in the order of the area of consideration noted above. All capability statements sent in response to this notice must be submitted electronically, via e-mail, to Jenny Ford at Jennifer.ford@nrc.gov, either MS Word or Adobe Portable Document Format (PDF), within 15 calendar days from the date of publication of this notice.
DISCLAIMER AND NOTES: Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s potential capability and capacity to perform the subject work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. All responses to this notice must be 10MB or smaller in size; otherwise, the NRC server will reject the response. Respondents may submit more than one response in order to stay under the 10MB threshold. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in SAM.gov. However, responses to this notice will not be considered adequate responses to a solicitation.
