About this file
This is a Sources Sought Notice issued by the Department of Defense Washington Headquarters Service (DWH) seeking information about contractor capabilities for strategic marketing services. The notice solicits market research to identify potential sources for a full-and-open competition opportunity designated as DoWSM0001, with the intention to issue a formal Request for Proposals (RFP) at a future date. The proposed contract encompasses three primary service areas: Brand Strategy and Identity System development, Campaign Development and Execution, and Measurement, Analytics and Optimization capabilities.
The Sources Sought Notice is designed to gather information about contractor experience, qualifications, past performance, and technical approaches in strategic marketing disciplines relevant to Department of Defense communications. This pre-solicitation vehicle allows the government to assess market availability and contractor interest before releasing the formal solicitation. Interested parties are expected to submit responses demonstrating their expertise in developing comprehensive brand strategies, executing multi-channel marketing campaigns, and implementing analytics frameworks to measure campaign effectiveness. The notice does not constitute a commitment to award a contract and serves solely as a market research tool to inform the government's acquisition strategy and RFP development.
