About this file

This Sources Sought Synopsis is issued by the United States Air Force, 50th Contracting Squadron, seeking potential sources for a Real-Time Spectrum Analyzer (RTSA) for the 10th Space Operations Squadron. The RTSA will support operations and maintenance of Fleet Satellite Communications, Ultra-High Frequency Follow-On, Multi User Objective System satellite constellations, and EHF communications. The government is particularly interested in small businesses, including 8(a), HUBZone, and Service-Disabled Veteran-Owned small businesses, and seeks technical proposals demonstrating capabilities to meet the technical requirements outlined in the attached Statement of Work.

Interested firms must submit electronic proposals by 11 August 2025 at 10:00 AM Mountain Time to specified email addresses, with a 10-page technical proposal limited to capabilities and experience, manufacturing and supply chain capabilities, Buy American Act compliance, business size, and socioeconomic status. The government will evaluate responses to inform its acquisition strategy and reserves the right to consider a small business set-aside. All prospective contractors must be registered in the System for Award Management (SAM), and the government emphasizes that this is not a formal solicitation but a market research effort to assess potential vendors for the RTSA procurement.

SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation)

Subject: 10 SOPS Real-Time Spectrum Analyzer (RTSA) - Capabilities Assessment

The United States Air Force, 50th Contracting Squadron (50 CONS), is conducting market research to identify potential sources capable of providing a Real-Time Spectrum Analyzer (RTSA) as described in the attached Statement of Work (SOW). This is not a solicitation. We are seeking technical proposals and/or capabilities statement from all interested firms, with particular interest in those qualifying as Small Business (SB), 8(a), HUBZone, and Service-Disabled Veteran-Owned (SDVO) small businesses.

Purpose: This Sources Sought Synopsis is intended to gather information on qualified and experienced sources with the capabilities to meet the technical requirements outlined in the attached SOW. The Government will use this information to determine the appropriate acquisition strategy to upgrade the obsolete Real Time Spectrum Analyzer (RTSA) used for determining radio frequency interference detection and measurement.

Description of Requirement:

The 10th Space Operations Squadron (10 SOPS) requires a Real-Time Spectrum Analyzer (RTSA) to support operations and maintenance of the Fleet Satellite Communications (FLTSATCOM), Ultra-High Frequency (UHF) Follow-On (UFO) and Multi User Objective System (MUOS) satellite constellations as well as the EHF communications. The RTSA must meet or exceed the minimum specifications detailed in Attachment 1, the Statement of Work (SOW). Interested firms should carefully review the SOW to ensure a complete understanding of the technical requirements.
