SOURCES SOUGHT NOTICE
FOR
Travel Support Services for DoDEA
Department of Defense Education Activity (DoDEA) is conducting market research to identify potential sources and determine the optimal procurement strategy for acquiring services for travel support services as further detailed below and in the attached draft Performance Work Statement (PWS). The objective of this Sources Sought Notice is to collect market research information regarding the availability and capability of qualified sources to provide services outlined in the draft PWS.
Description of Services:
The requirement is to provide full range of technical, functional and managerial expertise to support the Department of Defense Education Activity (DoDEA) Resource Management Division's Travel Program. DoDEA is required to process Renewal Agreement Travel and Education Travel through the Defense Travel System (DTS). This workload includes creating authorizations and processing settlement vouchers for thousands of employees worldwide. DTS Centrally Billed Account (CBA) Reconciliation, Permanent Change of Station (PCS), and DFAS Related Support Function.
The North American Industry Classification (NAICS) code assigned to this acquisition is 561599, All Other Travel Arrangement and Reservation Services, with a size standard of $32.5 million.

As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This notice does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense.
Any resulting procurement action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.
The information received will be utilized by DoDEA in developing its acquisition strategy, Statement of Objectives, Performance Work Statement, and Specification. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary if marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this Sources Sought. However, should proprietary information be submitted, it should be marked “PROPRIETARY” and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All proprietary information and trade secrets should be clearly identified.
The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements, if applicable and posted electronically on the SAM.gov. Responses to this Sources Sought Notice may or may not be returned. Not responding to this Sources Sought does not preclude participation in any future solicitation.
Information Requested and Submittal Requirements:
If your firm is interested and capable of performing the services contained in this sources sought notice, please provide a response to this announcement.
At a minimum, a response to this notice shall contain the following information:
1. Statement that your firm is interested in submitting a proposal for this project, if it is formally advertised.
2. Company Information: your Company’s name, address, a point of contact with e-mail address and telephone number, Data Universal Numbering System (DUNS), Commercial and Government Entity (CAGE) Code, and business size. Your company must be registered in System for Award Management (SAM). To register, go to https://www.sam.gov.
3. Statement of Capability (SOC) demonstrating your firm’s experience and capabilities in performing these or similar services. Your firm shall identify whether any work stated in the SOC was completed independently as a prime contractor or affiliated with another contractor (in a joint venture or as a subcontractor). If your role was as a sub- contractor, describe the services your company provided. For each project listed in your SOC as the prime contractor, please provide a title, a brief description of the work performed, period of performance, total contract amount, location, and customer point of contact information. Limit your past performance information to three projects. Submission of your interest is not a prerequisite to any potential future offerings, but participation will assist DoDEA in identifying sources with required capabilities.

Additionally, responses must be received by 1:00 p.m. Eastern Time on 20 May 2025. Any response received after this date will not be utilized in the Market Survey assessment.
